MINUTES OF CALLED MEETING OF THE BOARD OF COUNTY commissioners
tuesday, june 24, 1958
The Board of County Commissioners met in called session in the County Commissioners Room in the Courthouse at Tavares on Tuesday, June 24, 1958, at ten o’clock a.m., for the purpose of receiving and considering requests from the County officials for the 1958-1959 budget and such other matters as may be brought before the Board, with the following present: Chairman Simpson; Commissioners Theus, Hooten, and Cross; Attorney Duncan; and Clerk Owens.
The Board was called to order by Chairman Simpson.
On a motion by Commr. Hooten, seconded by Commr. Cross and carried, the following resolution was adopted:
WHEREAS, certain streets located in the Subdivision known as “Lake Minnehaha Chain O’ Lakes Development, a Plat of which is recorded in Plat Book 13, Page 66, Public Records of Lake County, Florida”, have been paved according to specifications acceptable to the State Road Department and Lake County, and
WHEREAS, the owners of properties in said Development have requested the Board of County Commissioners to accept and take over the maintenance of the streets in said Subdivision now paved, since said Subdivision is not located within the corporate limits of any municipality.
NOW, THEREFORE, BE IT RESOLVED by the County Commissioners of Lake County, Florida, that the streets which are now paved in the Subdivision, known as “Lake Minnehaha Chain O’ Lakes Development” and above particularly described be accepted as Public Highways and that the Board of County Commissioners assume the maintenance thereof, so long as said property is not within the limits of any municipality.
On a motion by Commr. Cross, seconded by Commr. Theus and carried, Lake Abstract & Guaranty Company was requested to make a title search on Job 1107-107 SR #50 between Clermont and Mascotte.
Frank Porter appeared before the Board regarding the park donated on Lake George.
On a motion by Commr. Theus, seconded by Commr. Cross and carried, the Clerk was instructed to advertise for the purchase of a tractor for District No. One.
On a motion by Commr. Theus, seconded by Commr. Cross and carried, Clerk Owens was authorized to order aerial maps for the Zoning Department.
budget requests submitted as follows:
R. E. Norris, County Agent, presented a letter requesting that the budget items for his office for 1958-1959 remain the same as in 1957-1958. Mr. Norris was commended by the Board for his fine work as well as his cooperation with the Board.
James C. Hunter, County Service Officer, filed the proposed budget for the Veterans Service Office for 1958-1959 as follows:
Salary County Service Officer $5,700
Salary Assistant Service Officer $3,000
School 100
Office expenses 900
On a motion by Commr. Cross, seconded by Commr. Hooten and carried, the proposed budget for the Veterans Service Office for 1958-1959 as set forth above was approved.
Clerk Owens read a letter from T. C. Skinner, Agricultural Engineer, regarding the cost of the proposed Agricultural Office Building for Lake County. The letter was ordered filed.
Edith Y. Barrus, District Home Demonstration Agent’s, request for Lake County Home Demonstration Work for 1958-1959 was as follows:
Salary increase of $120 for clerical assistant to $2,220
Large table in small meeting room 120
Remodel tables in workroom or replace with new tables 220
Refinish five office chairs 120
Also request for equipment amount to approximately 450
On a motion by Commr. Theus, seconded by Commr. Cross and carried, the salary increase of $120 for the clerical assistant and approximately $500 for office repairs were approved for the Lake County Home Demonstration Work for the 1958-1959 budget, but the request for equipment amounting to approximately $450 was not approved.
Pearl L. Cullen, Tax Collector’s, request for budget items for 1958-1959 were as follows:
Replace two typewriters (manual) with electric approx.. cost $800
One storage cabinet for tax department, forms and supplies $100
Other items not anticipated $300
On a motion by Commr. Theus, seconded by Commr. Hooten and carried, the request for the budget for 1958-1959 of Pearl L. Cullen, Tax Collector, was approved.
R. G. Cassady, Tax Assessor, submitted the request for budget items for 1958-1959 as follows:
One 36-unit drawer document file, approximate cost $400
One electric typewriter $400
On a motion by Commr. Hooten, seconded by Commr. Cross and carried, the request for the budget for 1958-1959 of R. G. Cassady, Tax Assessor, was approved.
Clerk Owens was instructed to write R. G. Cassady, Tax Assessor, that he is authorized to purchase binders at an approximate cost of $400 from his excess fees.
Judge Futch submitted the request for budget items for 1958-1959 as follows:
Additional shelving in the County Library, approximate cost $1,300
Assistant librarian to Mrs. Trampish at $100 per month
On a motion by Commr. Cross, seconded by Commr. Theus and carried, the request of Judge Futch for additional shelving in the Library was approved, but the request for an assistant librarian to Mrs. Trampish was not approved.
The budget request of Katherine L. Baker, Supervisor of Registration, was read by Clerk Owens, but the action on this request was postponed until Mrs. Baker could be present.
Willis V. McCall, Sheriff, submitted the request for budget items for 1958-1959 as follows:
Salary of Sheriff, set by law $10,000
Salaries of Deputies $78,000
Expenses, other than salaries $65,000
Equipment $ 9,000
Investigations $ 2,400
Reserve for Contingencies $10,000
Total Budget 175,000
Information as to this budget was filed with the Board.
On a motion by Commr. Cross, seconded by Commr. Theus and carried, the budget request for 1958-1959 as submitted by Sheriff McCall in the amount of $175,000 was tentatively approved.
The request of Sheriff McCall that ten days of good time be withheld from Woodrow Davis, prisoner, due to gross misconduct on two occasions was concurred by the Board.
W. Troy Hall, Jr., County Judge, submitted a request for budget items for 1958-1959 as follows:
National Cash Register Bookkeeping Machine $5,500
Filing trays and cards 500
Rental of 10 typewriters for August and September 100
Six 3-door filing cabinets 800
Miscellaneous items of forms, binders, etc. $1,500
1 electric typewriter 450
2 standard typewriters 400
2 roller shelves
Master Index – criminal files 500
2-way short wave radio 600
On a motion by Commr. Theus, seconded by Commr. Cross and carried, the request of W. Troy Hall, Jr., County Judge, for budget items for 1958-1959 as submitted was approved, except as to the request for the National Cash Register Bookkeeping Machine.
W. Troy Hall, Jr. Judge of the Juvenile Court, submitted a request for budget items for 1958-1959 as follows:
311-1 Salary Juvenile Judge $2,000
311-2 Salary Juvenile Court Counselor $5,000
311-3 Travel Expense Juvenile Counselor $1,500
311-4 Salary Asst. Juvenile Court Counselor for girls $4,500
311-5 Travel Exp. Asst. Juvenile Court Counselor, girls $1,000
311-6 Salary Chief Clerk, Juvenile Court $3,000
311-7 Expense conveying Juveniles $1,500
311-8 Operation & maintenance Juvenile Home 10,000

On a motion by Commr. Hooten, seconded by Commr. Cross and carried, the Juvenile Court budget request for 1958-1959 as submitted by W. Troy Hall, Jr., Juvenile Court Judge, was approved.
Dr. J. B. Hall, Director, Lake County Health Department, submitted a request for the budget for 1958-1959 to be the same millage as for 1957-1958 - .9 mills; WHEREUPON, on a motion by Commr. Hooten, seconded by Commr. Cross and carried, the millage for the Lake County Health Department for the budget for 1958-1959 was fixed at .9 mills.
Fred Tanner, Director of Mosquito Control, submitted a budget request for 1958-1959, and the same was approved on a motion by Commr. Cross, seconded by Commr. Theus and carried.
The Oklawaha Basin Recreation and Water Conservation and Control Authority submitted a request for the budget for 1958-1959 to be the same millage as for 1957-1958 – 1 ¼ mills; WHEREUPON, on a motion by Commr. Theus, seconded by Commr. Cross and carried, the millage for the Oklawaha Basin Recreation and Water Conservation and Control Authority was fixed at 1 ¼ mills.
The Florida Board of Forestry submitted a budget request for 1958-1959 for Lake County’s share for the Farm Forestry Project in the amount of $1,000; WHEREUPON, on a motion by Commr. Hooten, seconded by Commr. Cross and carried, the request of the Florida Board of Forestry was approved.
Karl Lehmann, Secretary of the Lake County Chamber of Commerce, submitted a request for the budget for 1958-59 as follows:
The Lake County Chamber of Commerce $14,000
Lake County Fair Association 2,000
Civil Defense 500
On a motion by Commr. Theus, seconded by Commr. Hooten and carried, the budget for 1958-1959 as submitted by Karl Lehmann was approved.
The Board entered into an agreement on October 7, 1957 to appropriate for Lake County’s pro-rata share of the cost of poisoning gizzard shad in Lake Apopka the sum of $6,500; therefore, the item of $6,500 is approved for poisoning gizzard shad in Lake Apopka for the budget year 1958-1959.
G. G. Ware, Bond Trustee, submitted a request for the 1958-1959 budget to be the same millage as for 1957-1958 - .2 mills; WHEREUPON, on a motion by Commr. Theus, seconded by Commr. Cross and carried, the millage for Bond Interest and Sinking (Series A&B) Courthouse Bonds was fixed at .2 mills.
The Zoning budget prepared by the County Engineer requesting $18,115 expenditures and anticipated receipts in the amount of $11,920.13 was tentatively approved.
The Hospitalization budget for the indigent was submitted requesting expenditures of $45,829 and anticipated receipts in the amount of $23,900 in County funds and State funds in the amount of $21,929 were approved.
Frank E. Owens, Clerk, Circuit Court, submitted a request for the 1958-1959 budget as follows: furniture and fixtures for office $5,800.
On a motion by Commr. Cross, seconded by Commr. Hooten and carried, the budget as submitted by Clerk Owens in the amount of $5,800 was approved.
On a motion by Commr. Theus, seconded by Commr. Hooten and carried, the secretary of the County Engineer is to be paid $175 per month retroactive to May 26, 1958.
