MINUTES OF THE CALLED MEETING OF THE BOARD OF COUNTY commissioners

ON monday – JULY 18, 1960

 

The Board of County Commissioners met in called session in the County Commissioners’ room in the Courthouse at Tavares on Monday July 18, at ten o’clock A.M., for the purpose of considering the tentative budget as presented by Clerk Owens and such other business as may be brought before the Board, with the following present:  Chairman Cross; Commissioners Theus, Cowart, Bishop and Simpson; Attorney Duncan; and Clerk Owens.

Board called to order by Chairman Cross.

Clerk Owens filed Resolutions (2) adopted by State Road Board and State Board of Administration respectively on June 16 and June 21, 1960, RE:  $1,000,000.00 State Road Department Lake County Certificates of Indebtedness (80%) – Letter re:  bid of Florida National Group of Banks for the purchase of the Lake County Certificates of Indebtedness filed.

Motion by Commr. Simpson seconded by Commr. Cowart and carried, that the installation of a railroad crossing on Church Street in Sorrento be approved and that C. E. Duncan, Attorney for the Board, be instructed to notify the Atlantic Coast Line Railroad to prepare the necessary agreement to be entered into between the Board of County Commissioners and the Railroad Company and forward to the Board for execution.

Motion by Commr. Bishop seconded by Commr. Theus and carried, that the installation of a railroad crossing East of Golden Heights Subdivision be approved and that C. E. Duncan, Attorney for the Board, be instructed to notify the Atlantic Coast Line Railroad to prepare the necessary agreement to be entered into between the Board of County Commissioners and the Railroad Company and forward to the Board for execution.

Motion by Commr. Simpson seconded by Commr. Theus and carried, that Sheriff McCall be instructed to make an investigation to determine who removed the inside doors, light fixtures, plumbing fixtures and anything else missing, from the interior of the Wawrzycki house and upon finding the person or persons, that he notify them to immediately return in same condition as when removed; and also that Attorney Duncan be instructed to further negotiate with the State Road Department to move the Wawrzycki house off the right of way to the County owned lots nearby.  Cost of same to be paid out of primary road funds.

Motion by Commr. Simpson seconded by Commr. Theus and carried, that Clerk Owens be authorized to sign the typical section re:  Job 11685-3601, SR 44 to SR 42 – SR No. S439, length 5.871 miles, budgeted amount $127,000.00, type pavement Limerock 20’ wide, 6-1/2” thick, surfacing Asphalt Concrete Type I (1” thick).

Appraisal of Chas. Z. Osborne and Neff Sebree in amount of $2,424.00 covering Borrow Pit 1-A, Section and Job 11684-2601, SR-S-450, filed with the Board.

County Engineer Goodson submitted bids on part of certain equipment referred to on page 84 at the June 13th meeting, as follows:

BURHANS’ DRAGLINE SERVICE – Umatilla

            Bid on junk equipment –

1 Huber Maintainer 1946 model

                        1 Allis Chalmers Tractor model unknown

                        1 Ripper and other scrap and steel –

Motion by Commr. Simpson seconded by Commr. Cowart and carried that the bid of Burhans’ Dragline for the above listed equipment in the amount of $350.00 be accepted as that is the higher bid.

After considering the budgets as prepared by the Clerk, motion was made by Commr. Cowart seconded by Commr. Simpson and carried, that the Board tentatively adopt the budgets with the following revisions:

Increase the salary of the Chief Juvenile Counselor from $5600.00 to $5900.00

Increase the salary of the Assistant Juvenile Counselors #1 and #2 from $5000.00 to $5300.00

Increase the salary of the Secretary of the Juvenile Court from $3300.00 to $3450.00

Clerk Owens was instructed to advertise the tentative budgets as adopted in The Daily Commercial, stating the Board of County Commissioners will meet on July 28, 1960, at 9:00 o’clock A.M. for the purpose of hearing requests and complaints from the public.
