MINUTES OF regular MEETING OF BOARD OF COUNTY COMMISSIONERS

 monday – december 15, 1961

The Board of County Commissioners met in special session in the County Commissioners room in the Courthouse at Tavares on Monday, December 15, 1961 for the purpose of considering the recommendations of the Architect on the Kitchen Equipment, Laundry Equipment, Fire Extinguishers and Office Counters, Desks and Cabinets for the new Jail and Sheriff’s Department, at Tavares, Lake County, and such other matters as may be brought before the Board, with the following present:  Chairman Theus; Commissioners Dykes, Simpson, and Babb (Commr. Cowart was absent); Attorney Duncan, Clerk Owens and Co. Eng. Givens.

The Board was called to order with prayer by Chairman Theus.

OFFICE COUNTERS, CABINETS, AND DESKS FOR JAIL AND SHERIFF’S DEPT:

Howell Hopson, architect, advised the Board that SKIPPER’S PF LEESBURG is the low bidder on the above articles. After discussion on the type desk needed - Bob Roof of the Sheriff’s office being present - Mr. Hopson recommended that the bid of Skipper’s of Leesburg for counters, cabinets, desks, and chairs be accepted, WHEREUPON, on motion of Commr. Dykes, seconded by Commr. Babb, and carried, the contract for furnishing LAKE COUNTY counters, cabinets, desks, and chairs for the Sheriff’s Department and Jail for the sum of $5,900.00 was awarded to Skipper’s of Leesburg, Florida.

KITCHEN EQUIPMENT FOR JAIL AND SHERIFF’S DEPARTMENT:

Mr. Hopson, architect, stated that he considers BARNES RESTAURANT SUPPLY COMPANY, of Orlando, the low bidder on the kitchen equipment, and recommends that the bid be awarded to this Company, WHEREUPON, on motion of Commr. Babb, seconded by Commr. Dykes, and carried, the contract for furnishing LAKE COUNTY kitchen equipment for the Jail and Sheriff’s Department in the sum of $14,517.95 was awarded to BARNES RESTAURANT SUPPLY COMPANY, INC., P.O. Box 3708, Orlando, Florida.

FIRE EXTINGUISHERS FOR JAIL AND SHERIFF’S DEPARTMENT:

Mr. Hopson, architect, stated there was only one bid on the fire extinguishers - Florida Fire Equipment Company, 228 Volusia Avenue, Daytona Beach, Florida - in the sum of $799.00, and recommends that this bid be accepted, WHEREUPON, on motion of Commr. Simpson, seconded by Commr. Dykes, and carried, the Contract for furnishing LAKE COUNTY two fire extinguishers for the sum of $799.00 was awarded to Florida Fire Equipment Company, Daytona Beach, Florida.

LAUNDRY EQUIPMENT FOR JAIL AND SHERIFF’S DEPARTMENT:

Mr. Hopson, architect, stated there was only one bid on the laundry equipment - Troy Laundry Machinery, East Moline, Illinois - in the sum of $4,251.00, and recommends that this bid be accepted, WHEREUPON, on motion of Commr. Dykes, seconded by Commr. Simpson, and carried, the contract for furnishing LAKE COUNTY laundry equipment as specified in the bid for the sum of $4,251.00 was awarded to Troy Laundry Machinery, East Moline, Illinois, subject to investigation, and if in his opinion the alternate is necessary that $275.00 be added to the bid and accept the alternate.

Mr. Hopson was instructed to write all bidders, returning the bid bonds of the unsuccessful ones, and send copy of the letter to the Board of County Commissioners.

DIESEL FUEL AND GASOLINE BIDS DISCUSSED:

Mr. Babb reported to the Board that L. L. Polk thinks he was the low bidder on this material. He said the Notice to Bidders did not call for a firm bid. Motion was made by Commr. Babb, seconded by Commr. Simpson, and carried, that Clerk Owens be instructed to write Mr. Polk and try to explain this.

FURNITURE FOR AGRICULTURAL CENTER:

Mr. Owens advised the Board that George Stuart called to know if he should go ahead and place the orders on all chairs and tables for the Auditorium even though the building is not constructed. He said he could place the order now and have them delivered when needed. The Board was on accord with this suggestion.

WELL AT AGRICULTURAL CENTER:

Mr. Rosier of Sanford appeared before the Board and stated that he has not reached water in the well yet and is willing to refund to Lake County everything that had been paid to him, as he definitely cannot find water in this location. Mr. Rosier also stated he is willing to make tests, which would not be very expensive to do, and see if he can find water elsewhere in the vicinity. He stated he would feel obligated to produce the well, and is willing to come back and try to produce the well in a different location at the same price as before. The Board advised Mr. Rosier to keep drilling new test wells until find one and report back at the January 2nd meeting.

(Mr. Theus advised the Board that Ruth Halm, 1-A Hosier’s Park, Tavares, said they could use water witchery to find water.)

MICROFILM EQUIPMENT - PRINT FILM and CAMERA FILM

Clerk Owens advised the Board that the bid of Dakota (Southern) Microfilm Service, Inc., 505 West Flagler, Miami 36, Florida, is the lowest and best bidder on - Print Film @ $24.01 per M foot - manufactured by Eastman Kodak and sold under the trade of Recordak; and Camera Film @ $5.35 per roll, manufactured by Eastman Kodak and sold under the trade name of Commr. Dykes, and carried, Clerk Owens was authorized to purchase from Dakota Microfilm Service, Inc., Print Film and Camera Film at prices as set out above.

MICROFILM JACKETS:

Clerk Owens advised the Board that the bid of Florida Business Systems, Inc., 1818 Palmer Avenue, Winter Park, Florida, is the lowest and best bid on Microfilm Jackets - 10,000 Microfilm Jackets 7-3/8” wide by 3-¼ high with 2 channels to fit 35 mm film. Jackets to be notched for use with NP Jacket filler Mach. (Lot $420.00). WHEREUPON, on motion of Commr. Simpson, seconded by Commr. Babb, and carried, Clerk Owens was authorized to purchase from Florida Business Systems, Inc., 10,000 Microfilm Jackets as above for the price $420.

Letter from H. D. Warren, Chairman, Public Relations Committee Sun Insurance Company of New York - LaDue Lasher Realty Company, Mount Dora: Re: lake County Insurers Board was read and ordered filed. Each Commissioner having received a copy of the letter.

Re: PSYCHIATRIC WARD IN WATERMAN MEMORIAL HOSPITAL EUSTIS

Mr. Duncan stated that this Board should tell the Board of Directors of the Hospital what we can and cannot so in regard to this ward. Should go to Tallahassee to find out what can be done, WHEREUPON, on motion by Commr. Dykes, seconded by Commr. Simpson, and carried, Mr. Duncan, Mr. Simpson, and Mr. Babb were authorized to go to Tallahassee next week re this matter.

REST ROOMS AT BURRELL LOCKS:

Commr. Babb reported that the rest rooms at Burrell Locks are not completed, but should be, WHEREUPON, on motion of Commr. Simpson, seconded by Commr. Dykes, and carried, the County Engineer was authorized to make arrangements to complete the rest rooms at Burrell Locks.

PUMP AT AGRICULTURAL CENTER:

Mr. Stoffle is interested in trading for the pimp at the agricultural center.

He was advised to talk with Brown Gregg about this.

 

            Motion by Commr. Simpson, seconded by Commr. Babb, and carried, that the meeting adjourn.
