 tuesday– march 5, 1963

The Board of County Commissioners met in special session on Tuesday, March 5, 1963, at ten o’clock A.M. in the Commissioners Room in the Courthouse at Tavares, for the purpose of designating PRIMARY and SECONDARY roads for the 1964-65 State Road Department budget, with the following present:  Chairman Dykes, Commrs. Cowart, Theus, Cowart, Livingston and Babb; Attorney Duncan, Clerk Owens and Engineer Hays.

After discussion of requests for PRIMARY ROADS in chronological order, motion was made by Commr. Babb, seconded by Commr. Livingston, and carried that the following resolution be adopted:

Whereas, the Board of County Commissioners of Lake County, Florida, has been requested by the State Road Department of the State of Florida to designate and request for the budget for the year beginning July 1, 1963 through June 30, 1964 PRIMARY ROADS to be constructed within said County during said period, and

Whereas, at a special meeting on March 5, 1963, the County Commissioners in said meeting designated the PRIMARY ROADS for construction in LAKE COUNTY in preferential order;

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF LAKE COUNTY, FLORIDA, that the State
Road Department of the State of Florida be requested to construct in Lake County, Florida, the following designated PRIMARY ROADS in the following order:

No.  1

(a)        Widen and resurface to 34 feet SR 19 from North City Limits of Umatilla on the West side of railroad running South to SR 450, crossing the railroad to the East side and continuing South to the South City Limits of Umatilla.  (Right of way already acquired).

(b)        Four Lane SR 19 with municipal section commencing at the North City Limits of Eustis and extending South through the City to intersect with SR 500 (Eustis Interchange).

(c)        Rebuild and widen SR 44 (Orange Avenue in Eustis) from Bay Street in Eustis, East to LaRoe’s Corner at the intersection of SR 44-A and SR 44. 

No.  2  -           Four lane SR 50 from West City Limits of Clermont to West City Limits of Mascotte with municipal section within City Limits of Groveland.

No.  3  -           Four lane SR 25 from South City Limits of Leesburg South to intersect with SR 50.  (200’ right of way already acquired).

No.  4  -           Widen and resurface East Main Street in Leesburg (SR 44)  from Lake Street East to intersection of SR 500.  (Approximately 0.4 miles).  (Right of way already acquired).

No.  5

(a)        Widen and resurface SR 561 from SR 19 South of the City Limits of Tavares to SR 25 at Lake Sheppard.

(b)        Widen and resurface SR 561 from Southwest City Limits of Clermont South to SR 33.

No.  6  -           Widen and resurface SR 455 from SR 561 South of Astatula through Ferndale and Montverde to new SR 50 (Excepting that part within the City Limits of Montverde).

No.  7  -           Resurface alternate SR 500 (U.S. 441) from McDonald Street in Mount Dora Westerly to intersection of SR 19-A and old SR 500, and install deceleration lanes and acceleration lanes at the Golden Triangle Shopping Center.

After discussion of requests for SECONDARY ROADS in chronological order, motion was made by Commr. Cowart, seconded by Theus, and carried that the following resolution be adopted:

80% SEVENTH CENT GAS TAX

And

OTHER SECONDARY ROAD FUNDS

Whereas, under Section 208.44 Florida Statutes, known as the “Secondary Road Assistance Act of 1949” and Section 339.08 Florida Statutes, the State Road Department will receive 80 percent of the proceeds of this county’s pro-rata share of the Seventh Cent gasoline tax, to be used as prescribed by regulations of the said Department within this County, as requested by resolution of this Board of County Commissioners and approved by the Department for one or more of the following purposes:  Construction, reconstruction, maintenance and repair of State roads and bridges, the lease or purchase of bridges connecting State roads, the acquisition of rights of way for State Roads, and the reduction of road and bridge indebtedness; and

Whereas, the State Road Department has requested this County Board to recommend the purpose for which, and the roads on which, this County’s 80 percent surplus gas tax and Federal Aid Secondary allocations should be spent for construction and improvement; and

Whereas, the State Road Department requires this information so that it may be considered in the preparation of the Annual Budget of the State Road Department; and

Whereas, this Board conferred with the State Road Department concerning the projects to be selected and the specifications with respect thereto,

NOW THEREFORE, BE IT RESOLVED THAT the State Road Department is hereby requested to use such funds for construction (including rights of way acquisition, surveys, plans maintenance, etc.) of the following roads:

DESCRIPTION OF PROJECT OR USE OF SECONDARY ROADS FUNDS FOR 1963 – 1964:

No. 1 -             Construct and pave approximately four miles of road beginning at SR 33 in Okahumpka, run west to Sumter County Line.

No. 2 -             Grade, pave and construct Lake Unity Road beginning at SR 466-A (known as Picciola Road) run north to intersect Eagle Nest Road.

No. 3 -             Grade, pave and construct Bassville Park Road (Haines Creek Road) from SR 500 North to SR 44.  (Approximately 4 miles)

No. 4 -             Grade, pave and construct a road beginning at Northwest corner of SR S-44-A (Griffin Road), run West to SR S-468.  (Less than one mile)

No. 5 -             Widen and pave to 42 feet SR 33 (Dixie Avenue) beginning at Euclid Avenue in Leesburg and extending westerly to 12th Street and continuing on Sumter Street from 12th Street to SR 25.  (Right of way already acquired)

No. 6 -             Construct and pave beginning at intersection of S-468 with SR 44, run South to South Street in Leesburg, thence East on South Street to Lone Oak Drive, continuing East from Lone Oak Drive to SR 25 with municipal section.

No. 7 -             Grade, pave and construct SR S-466 from Sumter County Line East to SR 500 in Lady Lake.

No. 8 -             Resurface old SR 19 from SR 44 at Diesem corner North to SR 19.

No. 9 -             Survey, pave and construct 452 (Eustis-Tavares Lakeshore Drive) beginning at SR 19, corner of Citrus and Bay Streets in the City of Eustis, and run southwesterly to SR 500.

No. 10 -           Resurface old SR 50 from SR 25 at Minneola East to Orange County Line.

BE IT FURHTER RESOLVED that the methods and standards employed by the State Road Department for determination of major improvement features, including the specific alignment, the types and widths of pavement, and the Department’s standard specifications for construction are concurred in and approved by this Board.  It is requested, that the Department will consider the projects in the order listed above insofar as practicable, but not to the extent of retarding the whole program; that the termini of the projects as described in the resolution and shown on the accompanying map, rather than any estimate of funds therefore, shall control the Department’s allocation of funds; that this resolution shall remain in effect throughout the year; and that after the current year the recommendations of this resolution shall constitute a continuing improvement program for the County, unless changed by a subsequent annual resolution.
