MINUTES OF SPECIAL MEETING OF BOARD OF COUNTY COMMISSIONERS

 MONDAY – OcTOBER 28, 1963

The Board of County Commissioners met in regular session in the Small Claims Office in the Courthouse at Tavares on Monday, October 28, at nine o’clock A.M. for the purpose of receiving bids on insurance and any other business which might be brought before the Board.

The following present:  Vice Chairman Babb; Commrs. Cowart and Livingston; Attorney Duncan; and Clerk Owens.

The meeting was called to order by the Vice Chairman.

It now being 9:00 A.M., the time advertised to receive bids on insurance, the Clerk was directed to open the bids, which were as follows:

OLIVENBAUM INSURANCE AGENCY

NOBLITT INSURANCE AGENCY

- Fleet Coverage

There being only one bid for comprehensive liability coverage on the Lake Memorial Nursing Home, motion was made by Commr. Livingston, seconded by Commr. Cowart, that the bid of Bob Liston Insurance Agency insuring the Lake Memorial Nursing Home for comprehensive liability with annual premium of $901.21 be accepted.

No bids were received on the inland marine coverage, and members of the Lake County Insurer’s Board present recommended that the present policy No. IMF493834 with Aetna Insurance Company be endorsed to extend the term of the policy to November 1, 1965. Mr. Payne of McFadden Insurance Agency explained that by extending this policy, the County will save 25% in premium. On motion by Commr. Cowart, seconded by Commr. Livingston, the endorsement to the Inland Marine Floater Policy No. IMF493834 with annual premium of $2,094.58 was accepted.

Motion was made by Commr. Cowart, seconded by Commr. Livingston, and carried that the bid on the fleet coverage be taken under advisement until October 31st.

Mr. Noblitt and Mr. Olivenbaum expressed their appreciation for the Board’s consideration and fairness in awarding these bids.

Clerk Owens brought to the Board’s attention the heating problem in the building the remodeling. The contractor advises we will not have heat during the winter and something must be done to provide temporary heat for the offices.

Mr. Owens left the meeting to talk to Mr. Hopson over the telephone about this problem, and on returning explained there is no provision in the contract whereby the contractor had to furnish heat during the remodeling. On motion of Commr. Livingston, seconded by Commr. Cowart, the Clerk was instructed to contact the utility companies for suggestions on temporarily heating the Courthouse during the remodeling period. The Clerk was instructed to request the utility company representatives and Mr. Hopson to meet with the Board on the 31st to discuss this matter.

Dr. Hall appeared before the Board and said they are ready for the clay at the new building. Discussion was held with reference to the building being accepted by the County Engineer. Mr. Duncan was instructed to contact Mr. Hays and if the building is acceptable, to notify the contractor to get release of liens or paid bills in by Tuesday morning without fail in order that the checks can be written and the books for the year can be closed out.

Roads - State

Clerk Owens presented letter and right of way map from the State Road Department on SR 466, Job 11560-2601, requesting title search according to map; WHEREUPON, on motion of Commr. Cowart, seconded by Commr. Livingston, the Clerk was instructed to turn this search over to Lake Abstract & Guaranty Company.

Vice Chairman Babb said it is his understanding that members of the Industrial and Tourism Commission should be appointed annually, therefore he appointed the following for the year 1963-64 and requested the Clerk to so notify them:

There being no more business before the Board, the meeting adjourned until 10:00 A.M. Thursday, October 31st.
