MINUTES OF SPECIAL MEETING OF BOARD OF COUNTY COMMISSIONERS on

wednesDAY – march 4, 1964

The Board of County Commissioners met in special session on Wednesday, March 4, 1964, at nine o’clock A.M. in the Small Claims Office in the Courthouse at Tavares for the purpose of designating Primary and Secondary roads for the 1964-1965 State Road Department Budget and any other business which might be brought before the Board.

The following were present:  Chairman Babb, Commrs. Theus, Cowart, Dykes and Livingston; Clerk Owens, Attorney Duncan and Engineer Hays.

The meeting was called to order by Chairman Babb.

Mr. Bob Norris appeared and discussed with the Board the desirability of the Board hiring an understudy for his work.  Said he thinks due to his age and the workload it would be to the County’s advantage to seriously consider a man from the citrus industry.  Mr. Norris was advised that the Board will consider this request in the next year’s budget.

roads – state

Upon motion of Commr. Livingston seconded by Commr. Theus and unanimously carried, the following Resolution adopted designating Primary Roads in preferential order:

WHEREAS, the Board of County Commissioners of Lake County, Florida, has been requested by the State Road Department of the State of Florida to designate and request for the budget for the year beginning July 1, 1964 through June 30, 1965, PRIMARY ROADS to be constructed within said County during said period; and

WHEREAS, at a special meeting on March 4, 1964, the County Commissioners in said meeting designated the PRIMARY ROADS for construction in LAKE COUNTY in preferential order:

No. 1 -

a)     Widen and resurface to 34 feet in width SR 19 from North City Limits of Umatilla on the West side of railroad running South to SR 450, crossing the railroad to the East side and continuing South to the South City Limits of Umatilla.  (Right of way already acquired)  In accordance with Resolution heretofore adopted, Lake County agrees to furnish from secondary funds $75,000.00 for construction of said section.

b)     Four lane SR 19 with municipal section commencing at the North City Limits of Eustis and extending South through the City to intersect with SR 500 (Eustis Interchange).

c)     Rebuild and widen SR 44 (Orange Avenue in Eustis) from East City Limits of Eustis, East to LaRoe’s corner, at the intersection of SR 44-A and SR 44.

d)     Rebuild and widen SR 44 (Orange Avenue in Eustis) from SR 19 (Bay Street) East to the East city limits of Eustis within the present right of way.

No. 2

a)        Four lane SR 25 from South city limits of Leesburg South to intersect with SR 50.  (200’ right of way already acquired)

 

No. 3

a)     Four lane SR 50 from West city limits of Clermont to West city limits of Mascotte with municipal section within the city limits of Groveland.

No. 4

a)     Widen and resurface East Main Street in Leesburg (SR 44 from Lake Street East to intersection of SR 500.  (Approximately .4 miles) (Right of Way already acquired)

b)     Widen SR 25 from Dixie Avenue North to Sunshine Avenue in Leesburg.

No. 5

a)     Widen and resurface SR 561 from Southwest city limits of Clermont South to SR 33

No. 6

a)     Widen and resurface SR 455 from SR 561 South of Astatula through Ferndale and Montverde to new SR 50 (excepting that part within the city limits of Montverde).

No. 7

a)     Resurface alternate SR 500 (U.S. 441) from McDonald Street in Mount Dora Westerly to intersection of SR 19-A and old SR 500, and install deceleration lanes and acceleration lanes at the Golden Triangle Shopping Center.

No. 8

a)     Acquire necessary right of way and expand intersection of SR 19 and SR 500 to full cloverleaf South of Eustis.

No. 9

a)     Four lane SR 19 from the North city limits of Eustis to the South city limits of Umatilla.

No. 10

Four lane SR 46 from Highland Avenue in Mount Dora East to the Seminole County Line.

No. 11

a)     Construct and pave roads and streets within Lake-Sumter Junior College campus and access roads to SR 500.

roads – state

On motion of Commr. Dykes seconded by Commr. Cowart, the following Resolution was adopted:

BE IT RESOLVED by the Board of County Commissioners of Lake County, Florida, that the State Road Department be requested to include in the State Secondary Road System the following roads in Lake County:

1.         A certain road commencing at State Road 44, approximately one-half mile West of the intersection of State Road 19 with State Road 44, North of Eustis (heretofore known as Diesem’s Corner) and extending Northerly to intersect State Road 19 between Eustis and Umatilla.

2.         That certain road commencing in the City of Clermont and extending along the East side of Lake Minnehaha to and across the Palatlakaha River and then extending Southwesterly to intersect State Road 561.

Upon motion of Commr. Dykes seconded by Commr. Cowart and unanimously carried, the following Resolution was adopted designating roads to be constructed from Secondary Road Funds:

WHEREAS, under Section 208.44 Florida Statutes, known as the “Secondary Road Assistance Act of 1949” and Section 339.08 Florida Statues, the State Road Department will receive 80% of the proceeds of this County’s pro-rata share of the Seventh Cent gasoline tax, to be used as prescribed by regulations of the said Department within this County, as requested by Resolution of this Board of County Commissioners and approved by the Department for one or more of the following purposes:  Construction, reconstruction, maintenance and repair of State roads and bridges, the lease or purchase of bridges connecting State roads, the acquisition of rights of way for State roads, and the reduction of road and bridge indebtedness; and

WHEREAS, the State Road Department has requested this County Board to recommend the purpose for which, and the roads on which, this County’s 80% surplus gas tax and Federal Aide Secondary allocations should be spent for construction and improvement; and

WHEREAS, the State Road Department requires this information so that it may be considered in the preparation of the Annual Budget of the State Road Department; and

WHEREAS, this Board conferred with the State Road Department concerning the projects to be selected and the specifications with respect thereto,

NOW, THEREFORE, BE IT RESOLVED THAT the State Road Department is hereby requested to use such funds for construction (including rights of way acquisition, surveys, plans, maintenance, etc.) of the following roads:

In accordance with Resolution heretofore adopted, Lake County agrees to furnish from secondary funds, $75,000.00 for the construction of road referred to in No. 1 (a) of Primary Road Requests.

No. 1

Construct and pave approximately four miles of road beginning at SR 33 in Okahumpka, run West to Sumter County line.

            No. 2

Survey, pave and construct SR 452 (Eustis-Tavares Lakeshore Drive) beginning at SR 19, corner of Citrus and Bay streets in the City of Eustis and run Southwesterly to SR 500.

            No. 3

Grade, pave and construct Bassville Park Road (Haines Creek Road) from SR 500 North to SR 44.  (Approximately 4 miles)

            No. 4

Widen and pave to 42 feet SR 33 (Dixie Avenue) beginning at Euclid Avenue In Leesburg and extending Westerly to 12th Street and continuing on Sumter Street from 12th Street to SR 25.  (Right of way already acquired)

            No. 5

Construct and pave beginning at the intersection of SR S-468 with SR 44, run South to South Street in Leesburg, thence East on South Street to Lone Oak Drive and continuing East from Lone Oak Drive to SR 25 with municipal section.

            No. 6

Grade, pave and construct SR S-466 from Sumter County Line East to SR 500 in Lady Lake.

            No. 7

Resurface SR S-19 from SR 44 at Diesem’s Corner north to SR 19 between Eustis and Umatilla.

            No. 8

Resurface old SR 50 from SR 25 at Minneola East to Orange County Line.

            No. 9

Widen and resurface road within the present right of way from Clermont city limits Southerly along East shore of Lake Minnehaha and thence Southwesterly to intersect with SR 561.

            No. 10

Widen and resurface within present right of way Citrus Avenue from Grove Street (proposed SR 19) West to Bay Street (SR 19) connecting with SR 452 in Eustis.

            No. 11

Widen and resurface Grove Street South from Badger Avenue in Eustis to intersect SR 19 South of Eustis.

            No. 12

Grade and pave present clay surface road running North from SR 44-A, approximately 1.5 miles to SR 450, (East of the Umatilla Airport) and pave Cassady Street extension approximately .5 mile Easterly to intersect said road.

            No. 13

Grade and pave present clay road (extension of Monte Vista Road) from SR 561 Easterly to intersect with the Lake Minnehaha Shore Road.

            No. 14

Widen and resurface SR 437 from SR 46 South to Orange County Line.

            No. 15

Resurface Highland Avenue beginning at intersection with Fifth Avenue in Mount Dora and running South to the Orange County Line.  Also known as Alternate SR 500 (U.S. 441).

            No. 16

Resurface Silver Lake Road starting at SR 449 at entrance to golf club house on North side of Lake extending Westerly, Southerly, and Easterly to connect with the existing SR 449; also, access road West side of Lake connecting with SR 44.  (Total two miles)

 

BE IT FURTHER RESOLVED that the methods and standards employed by the State Road Department for determination of major improvement features, including the specific alignment, the types and widths of pavement and the Department’s standard specifications for construction are concurred in and approved by this Board.  It is requested:  That the Department will consider the projects in the order listed above insofar as practicable, but not to the extent of retarding the whole program; that the termini of the projects as described in the Resolution and shown on the accompanying map, rather than any estimate of funds therefor, shall control the Department’s allocation of funds; that this Resolution shall remain in effect throughout the year; and that after the current year the recommendations of this Resolution shall constitute a continuing improvement program for the County, unless changed by a subsequent annual Resolution.

Mr. Ben Flink of Eustis Meadows appeared and advised the Board he is willing to donate the right of way for an ingress and egress to the County road leading to his property.  No action taken on this.
