MINUTES OF special MEETING OF BOARD OF COUNTY COMMISSIONERS

 MONDAY – march 15, 1965

The Board of County Commissioners met in special session in the Commissioners’ Room in the Courthouse at Tavares on Monday, March 15, 1965 at 9 o’clock A.M. for the pupose of considering readvertising for bids on the addition to the new Courthouse Annex, and any other business which might be brought before the Board.

The meeting was called to order by the Chairman with the following present:  Chairman Livingston, Commrs. Theus, Cowart, Dykes and Babb; Clerk Owens and Attorney Duncan.

Bids

On motion of Commr. Dykes, seconded by Commr. Theus and carried, the revised plans as submitted by the Architect for the addition to the Courthouse Annex were accepted and approved and the Clerk was authorized to advertise for bids to be received on April 5^th.

Courthouse

Clerk Owens advised we are in receipt of a draft in the amount of $25,000.00 from the bonding company which will enable us to settle the outstanding accounts on the Courthouse job.  Mr. Ralph Cleland was present and said it is Mr. Hopson’s recommendation that the checks be issued jointly to the creditor and Val Rich Construction, Inc.

On motion of Commr. Dykes, seconded by Commr. Babb and carried, the Clerk, Attorney and Architect were authorized to review the accounts and the amounts and if sufficient money is available to issue warrants and release checks upon receipt of waivers of lien properly executed.

Bonds – road

Clerk Owens submitted letter from the State Road Department in which they report the Florida Development has advised that proceeds from the $1,600,000 bond sale will be available to the Department and County no later than March 18^th.

Budget

Clerk Owens advised he has letter from the Shoup Voting Machine Corp. advising that the cost of machines will be increased approximately $75 to $80 per machine effective in the near future, however, any orders placed now even through delivery will be made at a later date, will carry the present price.  On motion of Commr. Babb, seconded by Commr. Dykes and carried, the Clerk was instructed to notify Shoup we expect to purchase 10 to 15 machines for delivery in December 1965 or January 1966.

Civil defense

On motion of Commr. Babb, seconded by Commr. Cowart and carried, Don Drake was appointed Acting Civil Defense Director without pay, effective March 15, 1965 until a new director is employed.  Chairman Livingston and Commr. Dykes to work with Capt. Drake in selecting new director.

State agencies

Engineer Hays advised he is in receipt of a letter from the Director of Child Training Schools regarding site location for new state training school for boys.  Letter advises the committee evaluating the site locations will be in Lake County on Wednesday, March 24^th, at 8:30 A.M.

deeds

On recommendation of the Engineer and on motion of Commr. Babb, seconded by Commr. Dykes and carried, deed conveying the following described property to Lake County was accepted and the Clerk was authorized to record same upon the public records:

GRANTORS:  Victor D. Bryant and wife, Hazel K. Bryant

THE WEST 25 FEET OF:  The South 364 feet of the Southwest ¼ of the Southwest ¼ of the Southwest ¼ of Section 14, Township 19 South, Range 26 East; AND

THE EAST 25 FEET OF:  The South 377 feet of the Southeast ¼ of the Southeast ¼ of the Southeast ¼ of Section 15, Township 19 South, Range 26 East.

Accounts allowed

On motion of Commr. Cowart, seconded by Commr. Babb and carried, the Agricultural Agent was authorized to purchase lawn mower, cost not to exceed $500.00.

Request of the Clerk of the Court for additional $500.00 to pay State Trial Witnesses at Fall Term of Court was approved on motion of Commr. Theus, seconded by Commr. Cowart and carried.

Clerk Owens was authorized to issue warrant for $3.50 payable to Orange County sheriff for service in Law Case #7266, Lake County vs E. W. Lefkowitz.

 

There being no further business to bring before the Board, the meeting adjourned at 10:00 o’clock A.M.
