MINUTES OF special MEETING OF BOARD OF COUNTY COMMISSIONERS

 MONDAY – may 17, 1965

The Board of County Commissioners met in special session in the Commissioners’ Room in the Courthouse at Tavares on Monday, May 17, 1965, at 9:00 o’clock A.M. for the purpose of accepting bids for two way radios and aerial photography and any other business which might come before the Board.

 The meeting was called to order by the Chairman with the following members present:  Chairman Babb; Commrs. Cowart, Dykes, and Livingston; Clerk Owens; Attorney Duncan; and County Engineer Hays.  Commr. Theus was out of town on business.

bids – two way radio system

On the recommendation of the Engineer and on a motion by Commr. Cowart, seconded by Commr. Dykes and carried, a bid from General Electric Company was accepted in the amount of $6,125 for a complete two-way radio system featuring a transistorized station and eight mobile units.

On a motion by Commr. Babb, seconded by Commr. Cowart and carried, a maintenance bid on the two-way radio system from General Electric Company was accepted at a cost of $6 per month per mobile unit, plus $15 per month for the base station.

On a motion by Commr. Dykes, seconded by Commr. Cowart and carried, the Board approved the purchase of four additional mobile units at a cost of $570 per unit installed.

On the recommendation of the Engineer and on a motion by Commr. Dykes, seconded by Commr. Babb and carried, the bid from the E. Central Florida Regional Planning Council was accepted in the amount of $5,076.00 for two sets of aerial photographs, provided the sample print is approved by the Tax Assessor.  The photographs set to scale 600 feet to 1” in the amount of $2,485.75 will be paid by the Tax Assessor.

On the recommendation of the Engineer and on a motion by Commr. Babb, seconded by Commr. Dykes and carried, the deeds conveying the following described properties to Lake County were accepted and ordered recorded upon the public records.

Engineer Hays filed a sketch of the above-described properties.

roads – state

The Engineer advised the State Road Department recommends that Sumter Street from Dixie Avenue in Leesburg to State Road 25 be widened and resurfaced, and if the County and the City of Leesburg will widen the street, the State Road Department will pave same without the necessity of acquiring additional right of way.  Commr. Cowart stated he will work with the City of Leesburg on this project.

A motion was made by Commr. Dykes, seconded by Commr. Babb and carried that the Chairman and Clerk be authorized to execute an agreement with the Florida Power Corporation for lighting the interchange at State Road 500 and State Road 19 at a cost of $99.25 per month to be paid from the Road and Bridge Fund.

county buildings

Mr. Jack Jones, Architect, appeared and presented a sketch of the proposed Engineering and Zoning Department Building.  The Board requested Mr. Jones to figure the approximate cost of the building and advise as soon as possible.

On a motion by Commr. Dykes, seconded by Commr. Babb and carried, Jack Jones was designated as Architect on this project, and the fee was set at 6 percent.

courthouse

On the recommendation of the Attorney and on a motion by Commr. Babb, seconded by Commr. Cowart and carried, the Board authorized the Attorney to have a podium constructed for use in the Circuit Courtroom.

The designation of parking spaces in the new County parking lot was referred to Clerk Owens on a motion by Commr. Dykes, seconded by Commr. Cowart and carried.

laws and legislature

On the request of the Zoning Director, the Attorney was instructed to review Planning and Zoning House Bill #1624 and to recommend any changes if necessary.

road and bridge department

On a motion by Commr. Dykes, seconded by Commr. Babb and carried, the Board established a vacation pay schedule for Road and Bridge employees as follows:

Two weeks paid vacation each year when the employee has been employed one year or longer

One week paid vacation each year when employee has been employed six months.

appaisals

On a motion by Commr. Babb, seconded by Commr. Dykes and carried, George Coffey and Edwin R. Waite were appointed to appraise the following described properties:

OWNER:  W. G. Wells – Lot L and South 100 feet of Lot M, Resub of south one-half of Block 41, Tavares

OWNER:  Lake Region Packing Assn – North 50 feet of Lot M, Resub of South one-half of Block 41, Tavares.

civil defense

On a motion by Commr. Dykes, seconded by Commr. Babb and carried, the application from F. W. Hess for the position of Civil Defense Director was accepted effective June 1, 1965 at a monthly salary of $500.

industrial & tourism commission

A request from the Industrial & Tourism Commission for the Board’s approval to change the name of the Commission to Lake County Development Commission was approved on a motion by Commr. Dykes, seconded by Commr. Babb and carried.

budget

Clerk Owens asked the Board’s approval to hear budget requests from various departments on May 26 at 9 a.m.  The request was approved by the Board.

hospitals

Mary Hamner, Director of the Lake Memorial Nursing Home, appeared with reference to Rules of Compliance under Civil Rights Law.  Members of the Board concurring, the Chairman referred this matter to the Attorney.

Mrs. Hamner advised the Veterans Administration have inquired of her if the County would take some of their patients into the Nursing Home.  The Board agreed not to enter into any program with the Veterans Administration at this time.

e. central florida regional planning council

Chairman Livingston presented a request from the Council for approval of a special committee to assist in the preparation of a comprehensive agricultural development program, whereupon, on a motion by Commr. Cowart, seconded by Commr. Babb and carried, the following persons were approved to serve on the committee:

Byron E. Herlong, John R. Nelson, Charles E. Jones, Charles Johnson

road closing

On a presentation of a petition to close a portion of the following described street and on a motion by Commr. Babb, seconded by Commr. Cowart and carried, the Board authorized a public hearing for June 7, 1965:

That part of Oak Street lying between Lots “C” and “D” according to the plat of Glendale.

On behalf of Getford, the Engineer orally petitioned the Board to close certain streets in Eustis Meadows Subdivision in exchange for a deed conveying 30 feet of right of way to the County.  On the advice of the Attorney, the Engineer was instructed to secure an additional 20 feet of right of way from the grantor and to advise the petitioners to have a proper petition prepared regarding the road closing.

There being no further business to bring before the Board, the meeting adjourned at 10:45 a.m.
