MINUTES OF special MEETING OF BOARD OF COUNTY COMMISSIONERS

 tuesdaY – January 4, 1966

The Board County Commissioners met in special session on Tuesday, January 4, 1966, at 9:00 o’clock A.M. for the purpose of electing a Chairman and Vice Chairman for the ensuing year.

The meeting was called to order by the Clerk with the following present: Commrs. Theus, Cowart, Dykes, Livingston and Babb; and Clerk Owens

Commrs. Theus, Dykes and Babb were sworn in as County Commissioners in Districts 1, 3, and 5 respectively by Clerk Owens for a term of four years each.  The loyalty oath was administered to each of the Board members by the Clerk.

Clerk Owens announced the next order of business is the election of a Chairman and Vice Chairman; whereupon, Commr. Babb nominated Cecil Theus as Chairman for the ensuing year.  Commr. Dykes seconded the motion and Commr. Livingston moved that the nominations be closed and that Clerk Owens be instructed to cast a unanimous ballot declaring Cecil C. Theus Chairman of the Board for the ensuing year.  The motion was unanimously carried.

 Mr. Theus accepted the Chairmanship and asked the support of the members in the coming year.

Chairman Theus took the Chair and called for nominations for a Vice Chairman, whereupon, Commr. Livingston nominated J. C. Cowart as Vice Chairman for the ensuing year.  Commr. Babb seconded the motion and Commr. Dykes moved that the nominations be closed and that Clerk Owens be instructed to case a unanimous ballot declaring J. C. Cowart Vice Chairman of the Board for the ensuing year.  The motion was unanimously carried.

County employees

Clerk Owens submitted written requests for re-employment from the following:

            C. E. Duncan – Attorney

            Gordon Hays – Engineer

            Robert S. Webb – Director, Planning, Zoning and Building Department

            Murry Lowe – Courthouse Custodian

On motion of Commr. Babb, seconded by Commr. Cowart and unanimously carried, the above named employees were re-employed for the year 1966.

On motion of Commr. Livingston, seconded by Commr. Dykes and unanimously carried, the following named employees were re-employed for the year 1966:

            Floyd W. Hess – Civil Defense Director

            Bill Bryant – Veterans’ Service Officer

            Mary Hamner – Director, Lake Memorial Nursing Home

            Verna Eastwood – Welfare Director

            Robert Alderman – Surplus Commodity Warehouse Supervisor

            James W. Salter – Custodian Agricultural Center

Mr. Livingston expressed his appreciation to the Board members for the cooperation rendered him during his Chairmanship.

There being no further business to bring before the Board, the meeting adjourned at 9:30 o’clock A.M.
