MINUTES OF special MEETING OF BOARD OF COUNTY COMMISSIONERS

 thursday – february 15, 1968

The Board of County Commissioners met in recessed session in the Commissioners’ Room in the Courthouse, Tavares, Florida, on Thursday, February 15, 1968, at 9:00 o’clock A.M. for the purpose of designation primary and secondary roads for the 1968-69 State Road Department budget, and any other matter which might be brought before the Board.

The meeting was called to order by the Chairman with the following members present:  Commissioner H. A. Babb, Chairman; Commissioners Theus, Cowart and Dykes.  Others present were Clerk Owens, County Attorney C. E. Duncan and Deputy Clerk Norma H. Coven.

Roads – state

On motion of Commr. Dykes, seconded by Commr. Cowart and carried, the Board adopted the following resolution designating primary roads:

BE IT RESOLVED by the Board of County Commissioners of Lake County, Florida, that the State Road Department of the State of Florida, consider for construction of primary roads in Lake County, in conjunction with adjoining counties, the proposed projects hereafter set forth in the priority in which they appear to the extent that primary funds are available for said purposes:

1.      SR 50 – Four-lane SR 50 from the Sumter County line East to the intersection of SR 33 in Groveland, with municipal section in the towns of Groveland and Mascotte.

2.      SR 19 – Four-lane SR 19 from South city limits of Umatilla to North city limits of Eustis, including acceleration and deceleration lanes at the entrance to Golden gem Growers, and municipal section through Dona Vista, with no more than two entrances on each side of said highway in Dona Vista.

3.      SR 25 – Widen SR 25 (U.S. 27) from Sunshine Avenue to Dixie Avenue in Leesburg, including widening of intersection with Main Street, and acceleration and deceleration lanes at Palm Plaza Shopping Center.

4.      SR 25 – Four-lane SR 25 from Minneola North to SR 19.

5.      SR 19-A and Old SR 500 – Four-lane SR 19-A from the interchange of SR 19 and SR 500 South of Eustis and running Southerly and Easterly to intersect Old SR 500; and continuing on Old SR 500 to the East end of the Golden Triangle Shopping Center, with municipal section.

5a. SR 19 and SR 500 – Complete cloverleaf at the intersection of SR 500 with SR 19 South of

      Eustis.

6.      SR 44 – Widen to 48 feet, including municipal section, SR 44 from the East city limits of the City of Eustis, West to intersect SR 19 (Bay Street) including sidewalks where needed.  In its Secondary Road requests Lake County is pledging $50,000.00 toward the construction of this project.

7.      SR 44 – Widen and resurface SR 44 (East Main Street in the City of Leesburg) commencing at Lake Street and continuing east to intersect SR 500. (Approximately .4 mile) (Right of way already acquired) The City of Leesburg and Lake County will cooperate in moving curbs and stabilizing the portion to be widened.

8.      SR 19 – Construct deceleration lane at intersection of SR 19 and West Main Street (formerly Irma Street) in the City of Tavares.

9.      SR 44 – Four-lane SR 44 commencing at the Sumter County line and continuing easterly to SR 25 in Leesburg.

10.  Old SR 500 in Mount Dora – Widen and resurface Highland Street in the City of Mount Dora commencing at its intersection with Fifth Avenue in Mount Dora and run South to the Lake County line, excluding overpass.

11.  SR 19 – Widen SR 19 (Northbound Lane) (Grove Street) from Badger Avenue North to Orange Avenue, SR 44 in Eustis.

12.  SR 455 – Resurface SR 455 from its intersection with SR 19 South of Howey and run east and South (crossing SR 561), to intersect SR 561-A in Ferndale.

13.  SR 19 – Four-lane SR 19 from approximately one-half mile North of Altoona, South to the end of present four-laning in Umatilla at the railroad depot, using right of way acquired from Seaboard coast Line railroad (formerly Atlantic Coast Line Railroad).

14.  SR 44 – Four-lane with municipal section SR 44 commencing at its intersection with SR 19 in the North city limits of Eustis (Trout Run) and continuing West through Fort Mason.

15a. SR 40 – Resurface SR 40 from Marion County line East and North to the St. Johns River.

15b. SR 19 – Resurface SR 19 commencing at its intersection with SR 40 and run South to intersect with SR S-445.

16.SR 46 – Four-lane SR 46 commencing at its intersection with Old SR 500 in mount Dora and continuing easterly to the Seminole County line.

17. Lake County in it Secondary road Projects is including a request for a bond issue in the sum of $1,770,000.00.  The funds to be used for the purchase of rights of way to expedite the acquisition of rights of way for the following primary road requests:

a. To purchase rights of way for that part of SR 50 which coincides with SR 33 (Mascotte and Groveland).

b. Acquisition of rights of way for SR 19 between the South city limits of Umatilla to the North city limits of Eustis.

c. To purchase rights of way for that portion of SR 25 in Leesburg which does not exceed 60 feet in width, which lies between a short distance North of High Street and a short distance South of Vine Street (approximately 1200 feet).

d. To purchase rights of way for a North-South connecting road (SR 500-A) between North Boulevard and Dixie Avenue, following generally Third Avenue in the City of Leesburg.

18. Request the Federal Highway Commission to designate as U.S. 23 the following highways in Florida:            Commence at the Southern extremity of U.S. 23 in Jacksonville and continuing South on U.S. 17 to its intersection with SR 19 Northwest of Palatka and following SR 19 South to its intersection with SR 50 and SR 33 in Groveland, and continuing South on SR 33 to its intersection with Interstate 4 South of Polk City.

            On motion of Commr. Theus, seconded by Commr Dykes and carried, the Board adopted a resolution designating the following secondary roads:

Priority Number                                  Description

1.      Grade, pave and construct Kurt Street from SR 19-A north across SR 500 to Lakeview Avenue in the City of Eustis, thence run Easterly to SR 19 (Bay Street).

2.      Grade, pave and construct a road commencing at the intersection of SR 44 and SR S-452-A, West of Eustis and run Easterly, to intersect SR 19.

3.      Acquire right of way and grade, page and construct SR S-474 extending from SR 33 Easterly to SR 25 in Section 26, Township 24 South, Range 26 East.

4.      Lake County by the adoption of this resolution pledges the sum of $50,000.00 toward the cost of constructing SR 44 commencing at the East city limits of Eustis and extending West to SR 19 (Bay Street), and authorizing the State Road Department to allocate said sums from secondary funds due Lake County for said purpose.

5.      Lake County requests the State Road Department, or the proper State Agencies, to issue bonds in the sum of $1,750,000.00 for the purpose hereinafter set forth, and pledging Secondary gas Tax Funds due Lake County as security for the issuance of said bonds.  The proceeds from the sale of said bonds are to be used in the acquisition of rights of way for the following primary roads:

a.       To purchase rights of way for that part of SR 50 which coincides with SR 33 (Mascotte and Groveland).

b.      Acquisition of rights of way for SR 19 between the South city limits of Umatilla to the North city limits of Eustis.

c.       To purchase rights of way for that portion of SR 25 in Leesburg which does not exceed 60 feet in width, which lies between a short distance North of High Street and a short distance South of Vine Street (approximately 1200 feet).

d.      To purchase rights of way for a North-South connecting road (SR 500-A) between North Boulevard and Dixie Avenue, following generally Third Avenue in the City of Leesburg.

6.      Lake County requests that in accordance with the provisions of the law, the salary of the County Engineer to the sum of $10,000 be paid from Secondary Road Funds due Lake County for the current fiscal year.

7.      Install a box culvert large enough for the passage of small boats under State Road S-450, between Straker Lake and Lake Juanita at a point measured along said road 1.032 miles South-easterly from the Marion County Line.

On motion of Commr. Dykes, seconded by Commr. Cowart and carried, a resolution was adopted requesting the State Road Department to complete the landscaping and erection of public facilities on the Lake Eustis Park West of Tavares on SR 500.

On motion of Commr. Theus, seconded by Commr. Cowart and carried, a resolution was adopted requesting the State Road Department to construct a four-lane street including parking on both sides, with curb and gutter and sidewalks, along the following route in the City of Leesburg:

Commence at the intersection of Third Street with North Boulevard (SR 500) and run South crossing Seaboard Coast Line Railroad rights of way to intersect Dixie Avenue.

Water pollution

Clerk Owens presented letters from Orange County relative to the restoration of Lake Apopka and requesting funds budgeted by Lake County for this project, and funds for survey of the Oklawaha Basin which will be participated in by the Water Authority and the Board.  He was instructed to notify Orange County no funds will be available until the Water Authority board meets and approves same.

On motion of Commr. Cowart, seconded by Commr. Dykes and carried, the Clerk was authorized to advertise bids for electric bookkeeping machine.

Sheriff McCall appeared and offered $50.00 to remove the house and garage from the property on Barrow Ave.  Clerk Owens advised the Board advertised bids for the removal on February 12 and did not receive any bids.  On motion of Commr. Theus, seconded by Commr. Dykes and carried, the Board accepted Mr. McCall’s offer of $50.00 to remove the house and garage from the property at his own expense.

There being no further business to bring before the Board, the meeting adjourned at 11:00 A.M.
