MINUTES OF SPECIAL MEETING OF BOARD OF COUNTY COMMISSIONERS

 MONDAY – September 16, 1968

A special meeting of the Board County Commissioners of Lake County, Florida, was held in the County Commissioners’ Room in the Courthouse, Tavares, Florida, on Monday, September 16, 1968, at 9:00 o’clock A.M. for the purpose of considering bids on addressing machine for the Supervisor of Elections, and any other business which might be brought before the Board.

Members present were: Commrs. Babb, Chairman; Theus, Dykes and Windram.  Others present were Clerk Owens, Engineer Hays, and Attorney C. C. Ford.

Bids

Mr. Tom Simons of Simons Office Equipment was present and introduced Mr. R. C. Sparks, Southeast Manager of Scriptomatic, Inc.  Mr. Sparks explained the advantages of his company’s machine and also gave a résumé of the company background.  Clerk Owens presented letter from the Supervisor of Elections, Palm Beach County, stating in part, “I have found that the Addressograph equipment would have served our purposes more efficiently.  Had I been able to make the choice in the beginning, I would have used the Addressograph rather than the Scriptomatic equipment.”

On motion of Commr. Dykes, seconded by Commr. Theus and carried, a resolution was adopted accepting the bid of Addressograph Multigraph Corp. as the best bid for the machinery needed to fit into the system in the Supervisor of Elections Office of Lake County, Florida.

Insurance

On recommendation of the Engineer and on motion of Commr. Dykes, seconded by Commr. Windram and carried, the bid of the TimeInsurance Company was accepted as the lowest and best bid on group coverage on the county employees.

Elections – special

Chairman Babb appointed Commr. Theus to serve on the Canvassing Board for the Special Primary, September 17, 1968.

Licenses & permits

Bond for carrying firearms for David A. Rich was approved on motion of Commr. Dykes, seconded by Commr. Theus and carried.

Federal agencies

Clerk Owens submitted applications from the Lake County Economic Opportunity, Inc. for approval of the proposed community action programs for 1969.  On motion of Commr. Dykes, seconded by Commr. Theus and carried, the applications were approved and the Clerk was authorized to execute them.

Applications

Application from Herb Dudgeon for the position of Building Administrator was considered, and on motion of Commr. Dykes, seconded by Commr. Windram and carried, Mr. Dudgeon was appointed to issue building permits until the vacancy of Building Administrator is filled.

Schools – misc.

Clerk Owens presented memorandum from the State Association of County Commissioners advising that the Association has established a Scholarship Foundation for the purpose of encouraging Florida youth to prepare for public service careers in municipal, county and state government in Florida.  Mr. Owens was designated to handle the applications for needy students in Lake County.

 

There being no further business to bring before the Board, the meeting adjourned at 10:30 o’clock A.M.
