MINUTES OF special MEETING OF the BOARD OF COUNTY COMMISSIONERS
friday – September 10, 1971
Since the regular meeting of the Board of County Commissioners of Lake County, Florida, scheduled for September 14, 1981, was in conflict with the Annual Conference of the State Association of County Commissioners, the Board of County Commissioners of Lake County, Florida, convened in the Commissioners’ Room in the Courthouse, Tavares, Florida, on Friday, September 10, 1971, at 9:00 o’clock in the forenoon, for the purpose of approving bills only. The following Members were present: Thomas J. Windram, Vice Chairman; James R. Carson, Jr.; C. A. Deems, and Kenneth VanAuken. J. M. Hoskinson, Chairman, was not present for the opening of the Meeting. Others present were Clerk of the Circuit Court, Frank E. Owens; Deputy Clerk, Bernice P. Conner; County Attorney, Christopher C. Ford; County Engineer, Fred. M. Harpster.
The meeting was called to order by the Vice Chairman, and the Invocation delivered by Commr. Carson, after which the Pledge of Allegiance to the Flag was given.
ROADS – State
The Clerk read a letter from the Department of Transportation, to which was attached a proposed typical section for the design of the Loghouse Road, Job No. 11681-1603 (SR S-561 to S-561-B), which is to be executed by the County and by the Department of Transportation. On motion of Commr. VanAuken, seconded by Commr. Carson, and carried, the Board approved the Typical Section (Proposed) on Loghouse Road, Job No. 11681-1603 (SR S-561 to SR S-561-B), for a right of way not to exceed eighty (80) feet, and authorized and directed the Clerk to execute the document.
Accounts allowed
In accordance with an Emergency Resolution passed at a Special Meeting of the Board on June 9, 1971, the Board directed that payment be made to Harper Plumbing Co. in the amount of $5,679.38, for a new compressor in the Courthouse Air-conditioning Unit.
At this time Chairman Hoskinson came in and assumed the Chair.

Request from the Lake County Chamber of Commerce for September allotment in the amount of $2,083.37, was approved on motion of Commr. VanAuken, seconded by Commr. Windram, and carried.
On motion by Commr. Carson, seconded by Commr. Windram, and carried, the Board authorized payment to Duncan and Ford of the sum of $4,418.75, for Attorney’s fees.
On motion of Commr. Windram, seconded by Commr. Carson, and carried, the Board authorized the Lake County Juvenile Court to purchase from Link Stationery Company of Mount Dora, two 5-drawer file cabinets, with lock, for the sum of $134.25 each.
On motion by Commr. Carson, seconded by Commr. Windram, and carried, the Board authorized travel expenses in the amount of $400.50, for Jeanne M. Allen and Alice M. Blackburn, of the Extension Home Economics Agent Department, to attend the National Association of Extension Home Economic Agents, and to assist with the meeting in Miami, Sept. 23 – Oct. 1, 1971.
On motion of Commr. Deems, seconded by Commr. Carson, and carried, the Board authorized payment of $2,985.00 to Geiger-Holstein-Church, Inc., for additional premium on Workmen’s Compensation Insurance.
On motion of Commr. Deems, seconded by Commr. Carson, and carried, the Board authorized payment of the sum of $425.00 to Herbert Sumner, Painting Contractor, for painting the exterior of the Lake County Welfare Office.
On motion of Commr. Carson, seconded by Commr. VanAuken, and carried, the Board authorized the County Engineer to purchase a Dietzgen #4396 Painting Machine, in the amount of $747.00, and a Dietzgen #6170 Transit Instrument (and tripod), in the amount of $660.00.
On motion of Commr. Carson, seconded by Commr. Windram, and carried, the following vouchers were approved for payment:

Indigents
On motion of Commr. Carson, seconded by Commr. Windram, and carried, the following change was made to the present indigent list:
District No. 1 – Add Lillian Waltz - $30.00 per month.
Commr. Windram stated to the Board that at the end of the Budget year, if the board is in a position to do so, it might want to help the Sunrise Workshop. The Workshop hopes to purchase a modular type home 1156 sq. ft. for $8,700.00. Attorney Ford said that if the board does make a contribution, it should be in the terms of poor and indigent. It was suggested that the Workshop give the Board a list of those classed as indigent, or file it with Mrs. Eastwood. The Law states providing for the poor and indigent.
There being no further business to bring before the Board, the meeting was adjourned at 11:15 a.m.
