A special MEETING OF THE BOARD OF COUNTY COMMISSIONERS

march 18, 1974

The Board of County Commissioners of Lake County, Florida, convened in special session in the Commissioners’ Room, Courthouse, Tavares, Florida on Monday, March 18, 1974 at 9:15 a.m. with the following members present:  James R. Carson, Jr., Chairman; C.A. Deems; Thomas J. Windram; Glenn C. Burhans; and J.M. Hoskinson.  Others present were:  James C. Watkins, Clerk; Larry Morey, Assistant County Engineer; and Andrea Gambrell, Deputy Clerk.

The municipalities were represented by the following who submitted road priority requests for the Five Year Road Program:

City of Tavares – Mr. DeDier, City Administrator

City of Eustis – Mr. E. Hoppe, City Manager

Fruitland Park – Mr. Joe A. Grub, Mayor

Written requests from the following municipalities were filed with the Board:

City of Umatilla

City of Mount Dora

City of Minneola

Town of Montverde

City of Groveland

City of Leesburg

These requests were accepted by the Board and referred to the County Engineer for his review.  He will report at a later meeting of the Board concerning the requests.

The City of Umatilla requested that the curve on West SR 450 approximately ¼ mile west of the City Limits be straightened.  It was moved by Commr. Burhans, seconded by Commr. Hoskinson and carried that a resolution be sent immediately to the DOT requesting them to make a safety study of the curve.

Mr. Dan Farley of the Bureau of Land Planning appeared before the Board of County Commissioners to present the Bureau’s Recommended Principles for Building Development in the Green Swamp Area before making the Bureau’s presentation at the April Cabinet meeting. A copy of these recommendations is on file in the Board of County Commissioners office.

Michael Willett, Planning Director, was present and stated that the Regulatory Guidelines were too general.  Commr. Carson stated that the Board felt that the Zoning Regulations as adopted for Lake County were explicit and already more than accomplished the intent of the Bureau of Land Planning.  For example, the Clerk read Section 70-370 from the zoning Regulations concerning wetlands, which covers building on lands subject to periodic or frequent flooding.  Mr. Willett stated that since the issue concerning the Green Swamp Area affects Polk County as well as Lake County, it would be advisable to set up a meeting with their officials to discuss this matter.  Mr. Willett was instructed to arrange this meeting.  Commr. Carson stated that after the Bureau of Land Planning makes its presentation to the Cabinet and after study is made on the County zoning regulations, they might discover that the Zoning Regulations of Lake County would be the answer to their guidelines and adopt the same.

There being no further business to bring before the Board, the meeting was adjourned at 12:30 p.m.
