A special MEETING OF THE BOARD OF COUNTY COMMISSIONERS

july 19, 1974

The Lake County Board of County Commissioners met in special session on Friday, July 19, 1974 in the Commissioners’ Room, Courthouse, Tavares, Florida, to discuss and approve the Preliminary Design of the new Lake County Courthouse Complex.

The meeting was called to order at 9:00 a.m. with the following members present: Glenn C. Burhans, Vice-Chairman; Thomas J. Windram; C.A. Deems; and J.M. Hoskinson.  Absent was James R. Carson, Jr., Chairman.  Others present were:  James C. Watkins, Clerk; Christopher C. Ford, County Attorney; and Andrea Gambrell, Deputy Clerk.

The Invocation was given by James C. Watkins, Clerk and the Pledge of Allegiance was led by Glenn C. Burhans, Vice-Chairman.

Mr. Jack Jones, Architect, in joint venture with Gutmann, Dragash and Matz, Architects, Inc. reviewed briefly the schematic design of the new Courthouse Complex, including the judiciary floors for the benefit of the Board members and audience.

Mr. Jones stated that there would be a separate mechanical building to house the air conditioning units and the emergency generator.

The preliminary design of each floor of the new Complex as well as a sketch of the Board of County Commissioners’ Room was presented to the Board.

Discussion was held regarding the possible constitutional changes in the office of Clerk of the Circuit Court and how they would relate and how they would relate to the Board of County Commissioners’ Office if enacted.  It was suggested that the recording department be relocated near the comptroller’s functions of the Clerk’s Office which would prevent having to change the design plans in the future should any constitutional changes materialize.  The Architects requested Mr. Watkins to make suggestions on how to accomplish this change.

On a motion by Commr. Deems, seconded by Commr. Windram and carried unanimously, the preliminary design of the new Courthouse Complex was approved as presented with the request that the Clerk give further direction to the Architects concerning the positioning of certain departments within his office.

At this time the Board confirmed its decision to complete the judicial floors in the initial construction of the Courthouse and to cease work for the remodeling and additions to the Public Works Building.  The Architects stated that they would begin preliminary design drawing in relation to the Judiciary floors immediately.

There being no further business to be brought before the Board, the meeting adjourned at 12:15 p.m.
