A special MEETING OF THE BOARD OF COUNTY COMMISSIONERS

june 6, 1975

The Lake County Board of County Commissioners met in special session on Tuesday, June 6, 1975 at 2:00 p.m., in the Commissioners’ Room, Courthouse, Tavares, Florida, to consider the committee’s report on the bids for the construction of the new courthouse complex.  The following members were present:  Jim Hoskinson, Chairman; Thomas J. Windram; C.A. “Lex” Deems; Glenn C. Burhans; and James R. Carson, Jr.  Others present were: James C. Watkins, Clerk; Dick Hennings, Attorney representing the County Attorney; and Debby Potter, Deputy Clerk.

The Invocation was given by Commr. Burhans, and Commr. Deems led the Pledge of Allegiance.

Commr. Hoskinson stated that the Board was meeting today to consider the committee report on the bids for the construction of the new courthouse.  He stated that the committee felt that P & C Thompson Brothers Construction Company was the lowest bid and well qualified to do the job.

At this time, Commr. Hoskinson stated that in the past he had opposed the construction of the new courthouse because of rising prices.  He now feels that due to the fact that the bids received were well under the estimated cost, the construction of the courthouse should proceed.

Mr. John Dragash appeared and verified that the bid and all documents were in order, and all that remains is the opening of subcontractors list.

Mr. Paul Reinhold of Reinhold Construction, Inc. and second lowest bidder appeared and stated that even though his company was second lowest bidder, he had a shorter completion time and thought that the Board should take this into consideration.  The Board is paying $2,000 in rent each month for office space.  The Clerk stated that the committee had discussed this in detail.  The interest that the funds will draw will more than offset the $2,000 per month rent that the County is paying.

Mr. Watkins stated that the committee recommends that the Board ask for an eighteen-month completion date for P&C Thompson Brothers Construction Company.

On a motion by Commr. Carson, seconded by Commr. Deems and carried unanimously, the Board accepted the low bid of P&C Thompson Brothers Construction Company of Leesburg in the amount of $3,738,000 for the construction of the new Lake County Courthouse and authorized the proper documents be drawn up for signature by the Board of County Commissioners and by the contractor.

Mr. Paul Dragash of Gutmann, Dragash & Matz opened the subcontractor list.  He stated that the list of subcontractors will be studied, and recommendations will be made to the Board.

There being no further business to be brought before the Board, the meeting was adjourned at 2:35 p.m.
