A REGULAR MEETING OF THE PROPERTY APPRAISAL ADJUSTMENT BOARD

AUGUST 24, 1979

            The Property Appraisal Adjustment Board (PAAB) met in Regular Session on August 24, 1979, at 9:45 A.M., in the Commissioners’ Meeting Room, Lake County Courthouse, Tavares, Florida. Members present were: Commr. Thomas J. Windram, Chairman; Commr. C. A. "Lex" Deems; and Mr. Donald Berry. Others present were: Ed Havill, Property Appraiser; Sandy Minkoff, Representing the County Attorneys' Office; and Pat Shirah, Deputy Clerk.

            PETITION 1979-118 -- Charles F . DeNies

            No one appeared before the Board regarding this Petition.

            On a motion by Commr. Deems, seconded by Mr. Berry and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not being a legal resident of Lake County, Florida, as of January 1, 1979.

            PETITION 1979-133 -- Lloyd H. Rhodes

            Mr. Rhodes Appeared before the Board regarding this Petition.

            On a motion by Commr. Deems, seconded by Mr. Berry and carried unanimously, the Board overruled the Property Appraiser and granted Homestead Exemption due to the fact the Petitioner had established evidence of becoming a legal resident of Lake County, Florida.

            PETITION 1979-128 -- Terry E. Kunselman

            Mr. Kunselman appeared before the Board regarding this Petition.

            On a motion by Mr. Berry, seconded by Commr. Deems and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not filing before March 1, 1979.

            PETITION 1979-119 -- Daniel W. Dewey

            No one appeared before the Board regarding this Petition.

            On a motion by Commr. Deems, seconded by Mr. Berry and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not being a legal resident of Lake County, Florida, as of January 1, 1979.

            PETITION 1979-120 -- Frank E. Edwards

            No action necessary. Mr. Havill granted Homestead Exemption to Mr. Edwards on August 22, 1979, when he brought proof of being a legal resident of Lake County, Florida, into the Property Appraiser's Office. The Board acknowledged Mr. Havill's decision.

            PETITION 1979-121 -- Harlan Goyna, Sr.

            No action was necessary, the Board acknowledged receipt of a written withdrawal from Mr. Goyna.

            PETITION 1979-122 -- Marianne Gordon

            No one appeared before the Board regarding this Petition.

            On a motion by Commr. Deems, seconded by Mr. Berry and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not being a legal resident of Lake County, Florida, as of January 1, 1979.

            PETITION 1979-123 -- Lewis W. Holley

            No one appeared before the Board regarding this Petition.

            On a motion by Mr. Berry, seconded by Commr. Deems and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not being a legal resident of Lake County, Florida, as of January 1, 1979.

            PETITION 1979-124 -- Emily W . Holmes

            No one appeared before the Board regarding this Petition.

            On a motion by Commr. Deems, seconded by Mr. Berry and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not being a legal resident of Lake County, Florida, as of January 1, 1979.

            PETITION 1979-132 -- Olive A. Petzold

            Ms. Petzold appeared before the Board regarding this Petition.

            On a motion by Commr. Deems, seconded by Mr. Berry and carried unanimously, the Board overruled the Property Appraiser's decision and granted Homestead Exemption. Ms. Petzold did not realize she was to bring proof of being a legal Lake County, Florida, resident back into Mr. Havill's Office.

            PETITION 1979-125 -- Nelson Horton

            No one appeared before the Board regarding this Petition.

            On a motion by Commr. Deems, seconded by Mr. Berry and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not being a legal resident of Lake County, Florida, as of January 1, 1979.

            PETITION 1979-126 -- John E. Howe

            No one appeared before the Board regarding this Petition.

            On a motion by Commr. Deems, seconded by Mr. Berry and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not being a legal resident of Lake County, Florida, as of January 1, 1979.

            PETITION 1979-127 -- Robert L . Kuhn

            No one appeared before the Board regarding this Petition.

            On a motion by Mr. Berry, seconded by Commr. Deems and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not being a legal resident of Lake County, Florida, as of January 1, 1979.

            PETITION 1979-129 -- Allan L. Large

            No one appeared before the Board regarding this Petition.

            On a motion by Commr. Deems, seconded by Mr. Berry and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not being a legal resident of Lake County, Florida, as of January 1, 1979.

            No one appeared before the Board regarding this Petition.

            On a motion by Commr. Deems, seconded by Mr. Berry and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not being a legal resident of Lake County, Florida, as of January 1, 1979.

            No action necessary; the Board acknowledged receipt of a written withdrawal from Mr. Lemons.

            PETITION 1979-134 -- James C. Robinson

            No one appeared before the Board regarding this Petition.

            On a motion by Commr. Deems, seconded by Mr. Berry and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not being a legal resident of Lake County, Florida, as of January 1, 1979.

            PETITION 1979-135 -- Bryan Smartwood

            No action necessary; the Board acknowledged receipt of a written withdrawal from Mr. Smartwood.

            PETITION 1979-136 -- Chester Tackett

            No one appeared before the Board regarding this Petition.

            On a motion by Commr. Deems, seconded by Mr. Berry and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not being a legal resident of Lake County, Florida, as of January 1, 1979.

            PETITION 1979-137 -- Delores M. Uryan

            No one appeared before the Board regarding this Petition.

            On a motion by Commr. Deems, seconded by Mr. Berry and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not being a legal resident of Lake County, Florida, as of January 1, 1979.

            At 10:45 A.M. the Board recessed for fifteen (15) minutes.

            PETITION 1979-138 -- Doyse Wallace

            No one appeared before the Board regarding this Petition.

            On a motion by Mr. Berry, seconded by Commr. Deems and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not being a legal resident of Lake County, Florida, as of January 1, 1979.

            PETITION 1979-133 -- Weldon O. Wiley

             No action was necessary. Mr. Havill had granted Homestead Exemption to Mr. Wiley after he brought in proof of being a legal Lake County, Florida, resident.

            PETITION 1979-140 -- James E. Williams

            No action was necessary. The Board acknowledged receipt of a written withdrawal from Mr. Williams.

            PETITION 1979-141 -- Lillownse E. Wirth

            No one appeared before the Board regarding this Petition.

            On a motion by Commr. Deems, seconded by Mr. Berry and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not being a legal resident of Lake County, Florida, as of January 1, 1979.

            PETITION 1979-142 -- Ruby Evans

            No one appeared before the Board regarding this Petition.

            On a motion by Mr. Berry, seconded by Commr. Deems and carried unanimously, the Board overruled the Property Appraiser’s decision and granted Homestead Exemption to the Petitioner. Ms. Evans is legally blind.

            COMMUNICATIONS

            The Board requested that a letter be written to Mr. William Evans (son of Ruby Evans, Petition 1979-142) requesting an address for Mr. Havill’s Office so that all correspondence will be received by those who are authorized to sign for Ms. Evans.

            PETITION 1979-143 -- Jack Feitsma

            No one appeared before the Board regarding this Petition.

            On a motion by Commr. Deems, seconded by Mr. Brown and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not having title of the property as of January 1, 1979.

            PETITION 1979-144 -- Benjamin L. Mason Jr.

            This Petition is a duplicate of Petition 1979-44.

            PETITION 1979-145 -- Kenneth J. Molloy

            No one appeared before the Board regarding this Petition.

            On a motion by Commr. Deems, seconded by Mr. Berry and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not having title in his name as of January 1, 1979.

            PETITION 1979-146 -- Thomas B. Stonebraker

            Mr. and Mrs. Stonebraker appeared before the Board regarding this Petition.

            On a motion by Mr. Berry, seconded by Commr. Deems and carried unanimously, the Board overruled the Property Appraiser's decision and granted Homestead Exemption. Articles of Agreements were presented proving the title was in the Stonebraker's name on January 1, 1979.

            PETITION 1979-147 -- Michael Holbrook

            Mr. Holbrook appeared before the Board regarding this Petition.

            On a motion by Mr. Berry, seconded by Commr. Deems and carried unanimously, the Board overruled the Property Appraiser's decision and granted Homestead Exemption. Mr. Holbrook presented a Contract to the Board proving ownership as of January 1, 1979.

            PETITION 1979-148 -- William C. Miller

            No action was necessary. The Board acknowledged that Mr. Havill had already approved.

            PETITION 1979-149 -- Charles Taylor

            No one appeared before the Board regarding this Petition.

            On a motion by Mr. Berry, seconded by Commr. Deems and carried unanimously, the Board upheld the Property Appraiser’s decision and denied Homestead Exemption due to the Petitioner not filing before March 1, 1979.

            PETITION 1979-150 -- Mattie Watson

            No one appeared before the Board regarding this Petition.

            On a motion by Commr. Deems, seconded by Mr. Berry and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not being a legal resident of Lake County, Florida, as of January 1, 1979.

            PETITION 1979-151 -- Larry Blaha

            No one appeared before the Board regarding this Petition.

            Mr. Parisoe appeared before the Board regarding this Petition.

            On a motion by Commr. Deems, seconded by Mr. Berry and carried unanimously, the Board overruled the Property Appraiser and granted Homestead Exemption. Mr. Parisoe presented his Warranty Deed showing ownership before January 1, 1979.

            PETITION 1979-168 -- Albert Rocker

            No one appeared before the Board regarding this Petition.

            On a motion by Mr. Berry, seconded by Commr. Deems and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not having title in his name as of January 1, 1979.

            On a motion by Commr. Deems, seconded by Mr. Berry and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not having title in his name as of January 1, 1979.

            No one appeared before the Board regarding this Petition.

            On a motion by Commr. Deems, seconded by Mr. Berry and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not filing before March 1, 1979.

            PETITION 1979-173 -- Walter W. Beard

            No one appeared before the Board regarding this Petition.

            On a motion by Mr. Berry, seconded by Commr. Deems and carried unanimously, the Board upheld the Property Appraiser's Assessment.

            The Board felt Mr. Beard's Assessment was in line with other property even though Mr. Beard did the work himself.

            There being no further business to be brought before the Board, the Property Appraisal Adjustment Board temporarily adjourned at 3:00 P.M., until the Department of Revenue approves the Lake County Tax Roll for 1979. A Special Meeting will then be held to approve the Tax Roll and the Minutes.
