A SPECIAL MEETING OF THE BOARD OF COUNTY COMMISSIONERS
JUNE 26, 1980
The Lake County Board of County Commissioners met in Special Session on Tuesday, June 26, 1980, at 1:30 P.M. in the Board of County Commissioners' Meeting Room, Courthouse, Tavares, Florida. Commissioners present were: C. A. "Lex" Deems, Chairman; Thomas J. Windram; James R. Carson, Jr. (present at 1:46 P.M.); Glenn Y. Middleton and Glenn C. Burhans. Others present were: James C. Watkins, Clerk; Donald W. Smalt, Executive Assistant to the Clerk; Harold Koppel, Finance director; and Pat Willman, Deputy Clerk.
Discussion occurred regarding the proposed budget request for 1980-1981, with the following tentative results:
DEPARTMENT TENTATIVE RESULTS
Road & Bridge Approved - reducing Utilities to $14,000 & equipment to $177,000.
Road & Bridge (5th & 6th Cent Gas Tax) Approved
Local Landfill Eliminate scraper at $124,000.
Mosquito Control Approved
Aquatic Weed Approved
Northeast Hospital Ambulance District Review at later date, upon receipt of
letter of request.
Northwest Hospital Ambulance District Review at later date, upon receipt of
amended request.
South Lake Hospital Ambulance District Approved
Planning:
1) 126-Block Grant-B-79 Approved
2) 126-Block Grant-B-80 Approved
3) 131-Boating Improvement Approved
Lake County Health Department Review at later date, after determination
of millage.
North Central Florida Health Mr . Smalt to obtain
Planning Council figures from Mr. Hughey re: number of cities participating and to whate extent; where funds originated, etc.
Upper Palatlakaha Basin Comprehensive Approved at $10,000.
Water Study
Lake County Association For Retarded Obtain additional
Citizens, Inc. information re: Organization; Review at later date.
SHERIFF
Further discussion occurred regarding the Sheriff's Budget request. It was determined the Board needed further clarification of fuel costs and automobile costs, etc.
Department Tentative
Emergency Services Eliminate; $2500. to put generator in working order: 3M Copier @ $4,621; Stand for copier @ $229.
Animal Shelter Expand Department by one (1) new position (attendant); Eliminate request for additional truck @ $5,000; Cage at $400.; Radio for truck @ $650.
Nursing Home Add additional $1,400. communications cost for telephone services.
Lake Soil & Water Conservation Svc. Approved
Agriculture Correct addition in Expenses & Supplies to $29,244.
Pollution Approved
Nutrition Program Approved
LAWS & LEGISLATION
Mr. Koppel, Finance Director, addressed the Board to discuss certain areas of concern regarding the Trim Bill. Mr. Koppel stated after reading the Bill, he did not see any legal way to adopt a budget without a certified tax roll.
Commr. Deems stated Mr. Minkoff, County Attorney's Office had indicated taxes could be actually billed without a certified roll and tentatively adopt last years budget and amend the budget at a later date.
Mr . Koppel advised he understood this could only be done after court action. The Board directed the Clerk and Mr. Koppel to confer with the County Attorney for a legal opinion regarding the questions discussed.
MEETINGS/BUDGETS
The Chairman announced the Board would meet for another Budget Workshop on Thursday, July 10, 1980, at 1:30 P.M.
There being no further business to bring to the attention of the Board, the meeting adjourned at3:30 P.M.
