A REGULAR MEETING OF THE BOARD OF COUNTY COMMISSIONERS

AUGUST 3, 1982

The Lake County Board of County Commissioners met in Regular Session on Tuesday, August 3, 1982, at 9:00 A.M. in the County Commissioners' Meeting Room, Courthouse, Tavares, Florida. Commis-sioners present were: James R. Carson, Jr., Chairman; Thomas J. Windram (arriving at 9:15 A.M.); Claude Smoak; C. A. "Lex" Deems; and Glenn C. Burhans. Others present were: James C. Watkins, Clerk; Sanford Minkoff, County Attorney's Office: and Mary Grover, Secretary.

The Invocation was given by Mr. Watkins and the Pledge of Allegiance was led by Commr. Deems.

MINUTES

On a motion by Commr. Burhans, seconded by Commr. Deems and carried unanimously, the Board approved the Minutes of July 20, 1982, as submitted.

REPORTS

On a motion by Commr. Burhans, seconded by Commr. Smoak and carried unanimously, the Board acknowledged receipt of the July Monthly Board Packet from Lake Community Action Agency and the Distribution of Revenue Traffic/Criminal Cases for the following weeks: June 25, 1982; June 30, 1982; July 9, 1982; and July 16, 1982.

Mr. Watkins, Clerk, informed the Board two letters of resignation had been received from Mr. Harold Burt and Mr. Voyle Seeright, members on the Paisley Fire District.

Commr. Burhans informed the Board he had received a petition requesting Mr. Les Summers, Chairman, be removed as a member of the Paisley Fire District.

On a motion by Commr. Burhans, seconded by Commr. Smoak and carried unanimously, the Board postponed action on the resignations of Mr. Burt and Mr. Seeright and directed Commr. Burhans to contact Mr. Burt and Mr. Seeright and report back to the Board for further action.

CLERK

On a motion by Commr. Burhans, seconded by Commr. Smoak and carried unanimously, signature authorization was given for the Chairman and the Clerk to sign the Satisfaction of Judgment against Gary Bernard Nelams, Juvenile and Evelyn Braxton, Parent in the amount of $150.00 (Case #82-304-CJ).

HOSPITALS/BUILDING COMMITTEE

Mr. Watkins, Clerk, addressed the Board in regards to the recommendations of the Building Committee. He stated the Building Committee recommended the Board appoint the Clerk's Office to be liaison to Mr. Nick Jones, Architect for the proposed ambulance and morgue facility.

On a motion by Commr. Smoak, seconded by Commr. Deems and carried unanimously, the Board upheld the recommendation of the Building Committee and appointed the Clerk's Office as liaison to Mr. Jones, Architect for the ambulance/morgue facility project.

PUBLIC HEALTH

Mr. Watkins informed the Board the Building Committee was still researching the possibility of purchasing a lot next to the Lake County Health Department in Leesburq.

PUBLIC HEALTH

Mr. Watkins further reported the Building Committee had received a request from Lake Sumter Alcohol Programs, Inc. to lease one of the houses on Main Street. Mr. Watkins stated the Building Committee instructed the Clerk to write a letter to Lake Sumter Alcohol Program, Inc. and advise them the building was presently being utilized.

MUNICIPALITIES

Mr. Watkins reported on the request from the City of Tavares that Lake County participate in funding for the purchase of a fire truck or platform and rescue equipment to service County facilities. He stated the Building Committee would be meeting with the City of Tavares to discuss the request.

CONTRACTS, LEASES & AGREEMENTS/MUNICIPALITIES/BUILDING DEPARTMENT

Sanford Minkoff, County Attorney's Office, stated he had an Interlocal Agreement between Lake County and the City of Fruitland Park authorizing the Lake County Building Department to issue building permits within the city limits. Commr. Carson explained the City Clerk had contacted him and he approved for the Building Department to begin issuing the permits.

On a motion by Commr. Windram, seconded by Commr. Smoak and carried unanimously, the Board approved the action taken by Commr. Carson, Chairman, and authorized the Chairman and the Clerk to sign the Interlocal Agreement between Lake County and Fruitland Park authorizing the Lake County Building Department to issue all building permits within the city limits of Fruitland Park.

CONTRACTS, LEASES & AGREEMENTS/STATE AGENCIES

On a motion by Commr. Windram, seconded by Commr. Burhans and carried unanimously, the Board approved and authorized the Chairman and the Clerk to sign the amendment to the lease agreement with the Department of Highway, Safety & Motor Vehicles which changes the insurance requirements for the Driver's License Bureau in Astatula.

RESOLUTIONS/ASSESSMENTS

On a motion by Commr. Burhans, seconded by Commr. Deems and carried unanimously, the Board approved and authorized the Chairman and the Clerk to sign the Resolution authorizing the issuance of $500,000 in improvement bonds for the lien assessment program.

RESOLUTIONS/CONTRACTS, LEASES & AGREEMENTS/PUBLIC HEALTH

Mr. Sanford Minkoff, County Attorney's Office, read a Resolution to the Board, requesting the Board approve an Interlocal Agreement between Lake County and Sunrise Workshop, Inc. for the Workshop to purchase items through the Lake County Purchasing Department.

On a motion by Commr. Windram, seconded by Commr. Burhans and carried unanimously, the Board approved and authorized the Chairman and the Clerk to sign the Resolution and Interlocal Agreement between Lake County and Sunrise Workshop, Inc. authorizing the Sunrise Workshop, Inc. to purchase items through the Lake County Purchasing Department.

RESOLUTIONS/WATER AUTHORITY/SIGNS

On a motion by Commr. Deems, seconded by Commr. Burhans and carried unanimously, the Board approved and authorized the Chairman and the Clerk to sign two Resolutions, recommended by Water Authority, setting the speed limits of 5 miles per hour on canals in Lake Griffin and Blue Creek.

PLANNING DEPARTMENT

On a motion by Commr. Burhans, seconded by Commr. Windram and carried unanimously, the Board authorized the Chairman to sign the request for grant funds in the amount of $6,000.00 and sign the Project Completion Certificate for the Eustis Municipal Dock.

LANDFILLS

On a motion by Commr. Smoak, seconded by Commr. Burhans and carried unanimously, the Board approved to increase petty cash for each Landfill attendant to $35.00.

CLAY PITS/MUNICIPALITIES

On a motion by Commr. Deems, seconded by Commr. Burhans and carried unanimously, the Board approved the request for 3,500 yards of overburden from the County to the City of Groveland for their recreation park.

FUNDS-GENERAL/ROAD PROJECTS

On a motion by Commr. Burhans, seconded by Commr. Deems and carried unanimously, the Board approved the Department of Transportation voucher for transfer of funds in the amount of $44,210.90 for S.R. 42 Project. The motion also included partial payment to Martin Paving Company for Leecon, Inc ., on S.R. 42 Project in the amount of $44,210.90.

PUBLIC WORKS

On a motion by Commr. Windram seconded by Commr. Smoak and carried unanimously, the Board approved the following one-time maintenance agreements:

1. For Diane Steward on Flossmoor Road in the amount of

2. For Russell Craig on Kirkland Road in the amount of

$150.00

DEEDS

On a motion by Commr. Deems, seconded by Commr. Burhans and carried unanimously, the Board accepted a non-exclusive easement on Casteen Road, #2-4106, from Jack P. Drawdy and Lavonia Drawdy.

On a motion by Commr. Burhans, seconded by Commr. Deems and carried unanimously, the Board accepted a drainage easement on William Parrish Road, #5-7659, from Arthur Dellava and Adele Dellava.

On a motion by Commr. Windram, seconded by Commr. Deems and carried unanimously, the Board accepted a right-of-way deed on Wolf Branch Road, #4-4581, from Anna M. Geiger.

PUBLIC WORKS/CONTRACTS, LEASES & AGREEMENTS

Mr. Mike Willett, Development & Public Works Director, addressed the Board to discuss approval of a Hold Harmless Agreement to clean out the ditch behind North Shore Drive, #l- 910.

On a motion by Commr. Smoak, seconded by Commr. Deems and carried unanimously, the Board approved and authorized the Chairman and the Clerk to sign the Hold Harmless Agreement to clean out the ditch behind North Shore Drive.

WATER AUTHORITY/PUBLIC WORKS

On a motion by Commr. Smoak, seconded by Commr. Deems and carried unanimously, the Board approved the request from Water Authority for the prison crew to remove 12 inches of material from a channel located underneath the bridge at C-561A.

PUBLIC WORKS

Discussion occurred regarding the purchase of riding lawn mower for the Public Works Department instead of using swing blades and the prison crew to mow County property. The Board directed Mr. Willett, Development & Public Works Director, to look into the possibility of purchasing a lawn mower.

BONDS - MOBILE HOME

On a motion by Commr. Deems, seconded by Commr. Burhans and carried unanimously, the Board approved the request of Connie Elmoire - Clermont Area - District #3, to live in a mobile home on the same piece of property on which her conventional dwelling is being built, subject to the proper bond being posted and with the understanding the mobile home will be removed immediately upon the completion of the dwelling or upon the request of the Board of County Commissioners.

BONDS - MOBILE HOME - RENEWALS

Discussion occurred regarding the request for the renewal of a mobile home bond for Pearl C. Boyd - Sorrento Area - District #4. Mr. Willett, Development & Public Works Director, informed the Board that there has been no progress with the construction of a conventional dwelling.

Commr. Windram made the motion to deny the request for the renewal of a mobile home bond.

Mr. Willett further stated the mobile home on the property was not legal.

Commr. Windram withdrew his motion.

On a motion by Commr. Windram, seconded by Commr. Smoak and carried unanimously, the Board upheld the recommendation of Mr. Willett and approved to send Mrs. Boyd a certified letter stating she has thirty (30) days to obtain a building permit and an additional ninety (90) days, after the building permit is secured, to have the first inspections.

BONDS - MOBILE HOME - RENEWALS

On a motion by Commr. Burhans, seconded by Commr. Deems and carried unanimously, the Board approved the renewal of the mobile home bond for Jack W. Wintersteen - Astor Area - District #5.

BONDS - MOBILE HOME - CANCELLATIONS

On a motion by Commr. Smoak, seconded by Commr. Deems and carried unanimously, the Board approved cancellation of a mobile home bond for Don McCuiston as the property owner does not intend to construct a conventional dwelling unit at this time.

The motion also included cancellation of mobile home bonds for Donreth Smallwood and William F. Wolcott in that the conventional dwelling units have been completed and the mobile homes removed from the properties.

COMMUNICATIONS

Commr. Carson informed the Board that he received a telephone call stating Governor Graham would be in Lake County Friday, August 6, 1982, 11:30 - 12:30, at Lake-Sumter Community College and the Commissioners were invited to attend.

Commr. Carson also stated Lt. Governor Wayne Mixson would be in Lake County on Thursday. He stated there would be a luncheon for Mr. Mixson, Thursday, August 5, 1982, at 11:OO A.M. at Lake-shore Inn. He further stated all Commissioners were invited on a dutchtreat basis.

JAIL/ACCOUNTS ALLOWED

On a motion by Commr. Smoak, seconded by Commr. Deems and carried unanimously, the Board approved the installation of two rolling grilles with electric operators for the Jail from American Garage Door in the amount of $4,825.00 (low quote).

GAME & FRESH WATER FISH COMMISSION/BIDS

Ms. Norma Showley, Purchasing Agent, informed the Board she had received no reponse regarding County Bid #020-82 for the sale of the fish tagging machine.

CLAY PITS/BIDS

Ms. Norma Showley, Purchasing Agent, addressed the Board to discuss the sale of a County clay pit (Bid #021-82). She stated the high bidder was W. C. Doyle, Jr., Fruitland Park, in the amount of $2,505.00.

It was noted the clay pit was located in the Southwest Corner of Intersection of C-468 (Montclair Road) and DR #l-5306 in Fruitland Park area.

Mr. Wesley C. Doyle, Jr., Fruitland Park, was present to discuss the sale with the Board. Mr. Doyle presented the Board with pictures of the debris damage on the property. He further explained the expense that would be incurred when clearing the property. He stated he planned to use the property for a residence.

On a motion by Commr. Burhans, seconded by Commr. Smoak and carried unanimously, the Board accepted the high bid from Mr. W. C. Doyle, Jr., in the amount of $2,505.00 for the sale of an abandoned County clay pit.

TAX COLLECTOR/ACCOUNTS ALLOWED

On a motion by Commr. Smoak, seconded by Commr. Deems and carried unanimously, the Board approved the purchase and installation of a central air-conditioning system in the Tax Collector's Computer Room from True Temp, Inc., (with electrical provided by the County) in the amount of $4,904.00 (low bid).

GAIRGROUNDS/ACCOUNTS ALLOWED

On a motion by Commr. Smoak, seconded by Commr. Windram and carried unanimously, the Board approved to purchase two exhaust fans for the Clements Building at the Fairgrounds from R. J. Clark Equipment at $584.00 each, total $1,168.00 delivered. It was noted that the electrical work would be done by County employees and that Ms. Showley, Purchasing Agent, was obtaining quotes for the installation of the fans, but that installation of the fans by County employees was being considered.

CETA

On a motion by Commr. Windram, seconded by Commr. Burhans and carried unanimously, the Board granted the CETA Department permission to lease a Savin 880 Copier with collator from Xerographics (State Contract) for a two year period at $170.00 per month plus $35.00 per month for collator (with automatic termination clause if funding not available); to be paid with CETA funds.

LIBRARIES

At 10:30 A.M. the Chairman announced discussion on a countywide library system would be postponed until 11:OO A.M.

HOSPITALS/CONTRACTS, LEASES & AGREEMENTS

Mr. Sanford Minkoff, County Attorney's Office, informed the Board he had the contract between Lake County and Nick Jones & Associates, for the morgue and ambulance facility. Mr. Minkoff discussed the changes that had been made to the contract. (He recommended the Board divide the last 15% of the payment, with half to be paid at the time the bid was let to the contractor and the other half to be paid upon receipt of the certificate of occupancy). He stated Mr. Jones agreed to the change in the draw schedule.

On a motion by Commr. Burhans, seconded by Commr. Windram and carried unanimously, the Board approved the contract with Mr. Nick Jones and approved to hold 7 l/2% of the last draw until certificate of occupancy (92 l/2% to be paid prior to the certificate of occupancy) and approved the initial first payment of $1,500.00.

OUTDOOR RECREATIONAL FACILITIES

Commr. Carson informed the Board there has been correspondence received from a gentleman regarding activities taking place at Lake Dalhousie.

Commr. Burhans informed the Board he would be meeting with Mr. McClelland and Sheriff Griffin to discuss the situation at Dalhousie. Discussion occurred regarding closing the park to swimming, skiing, partying, and fishing from the shore.

The Board referred matter to Commr. Burhans to come back to the Board with a recommendation.

PUBLIC HEALTH/CONTRACTS, LEASES & AGREEMENTS

Commr. Carson informed the Board he had a copy of an Agreement between Lake County and the Department of Health & Rehabilitative Services and Youth Programs, Inc. regarding a community service work program for juveniles.

The Board postponed further discussion until Mr. Minkoff, County Attorney's Office, could obtain additional information regarding the contract.

CETA

On a motion by Commr. Windram, seconded by Commr. Burhans and carried unanimously, the Board approved travel for Mr. James Flowers and Gena Swartz, CETA Department, to attend a "Private Sector Involvement, Emphasis on Enterprise" conference which is to be in Daytona Beach on August 29, 30, and 31, 1982; to be paid with CETA funds.

COMMITTEES/MOBILE HOME ADVISORY BOARD

Commr. Smoak informed the Board he had spoken with Mr. Peters, member of the Mobile Home Advisory Board, regarding secretarial services for the Advisory Board. Commr. Smoak recommended the Board review the previous action taken (furnishing secretarial services to the Advisory Board for three months) and consider the County furnishing secretarial services to the Advisory Board. He further suggested a key to the building be made available to the secretary.

On a motion by Commr. Smoak, seconded by Commr. Burhans and carried unanimously, the Board approved for secretarial services be provided to the Mobile Home Advisory Board through the Clerk's Office and that the secretary be furnished with a key for easy access into the building on meeting nights. It was noted the Clerk would have to include the additional expense into his budget.

HEALTH DEPARTMENT/LAWS & LEGISLATION

Commr. Burhans informed the Board he had received a letter from the Florida House of Representatives regarding the Sunset Review of the State Day Care Law. The Board referred the letter to Dr. Atkinson, Director of the Health Department, for her comments.

NURSING HOME/CONTRACTS, LEASES & AGREEMENTS

On a motion by Commr. Burhans, seconded by Commr. Deems and carried unanimously, the Board approved and authorized the Chairman and the Clerk to sign the contract between Lake County and Crescent Pharmacy to supply pharmaceutical items to the Nursing Home.

AGRICULTURAL CENTER/BUDGET TRANSFERS

On a motion by Commr. Burhans, seconded by Commr. Deems and carried unanimously, the Board approved the following budget transfer for the Agricultural Center:

EMERGENCY SERVICES/ACCOUNTS ALLOWED

On a motion by Commr. Burhans, seconded by Commr. Windram and carried, the Board approved travel for S. J. Stephany, Emergency Services, to attend the Associated Public Safety Communications Officers, Inc. Conference in Miami Beach, August 15-19, 1982, at an estimated cost of $270.00.

Commr. Smoak was not present for the vote.

EMERGENCY SERVICES/ACCOUNTS ALLOWED

On a motion by Commr. Burhans, seconded by Commr. Smoak and carried unanimously, the Board approved travel for Robert Lewis, Emergency Services, to attend a Local Government Energy Emergency Planning Workshop in Daytona Beach, August 20, 1982, at an estimated cost of $34.00.

LIBRARIES/BUDGETS

At 11:OO A.M. the Chairman announced the Board would discuss a county-wide library system.

Commr. Smoak introduced the Library Study Committee. He stated the Committee was composed of Mr. Francis Gillis, District #5, Mrs. Margaret Peacock, District #3, Mr. Bill Herlong, District #l; Mrs. Mary Dixon, League of Woman's Voters and Mrs. Brenda vonHartmann, League of Cities. He further stated Mrs. vonHartmann would make the presentation to the Board.

Mrs. vonHartmann addressed the Board to discuss a countywide library system. She stated that each library involved in the county-wide library system would maintain its own atonomy. She further explained that each library Board would makes its own regulations and rules, decide what books to buy, what services to offer, etc.. Mrs. vonHartmann stated the Study Committee has drafted a Basic Interlocal Agreement. She explained that a Lake County Library Board would be formed consisting of a

representative from each participating municipality and a representative from the Board of County Commissioners. She stated the distributions of the monies received would be decided by the Library Board.

Discussion was held on the funding of the system. Mrs. vonHartmann explained that the library system would be able to receive $50,000 from an Establishment Grant. She pointed out that this would be a one-time grant. She further stated the library system would be eligible for a $50,000 federal funded grant. Another type of grant would be the Operating Grant which would be based on a percentage of the monies allocated by participating municipalities. It was pointed out that the participating municipalities would not be charging fees for residents outside the city limits. It was further pointed out that fees would be charged to non-County residents.

Mrs. vonHartmann stated the Library Study Committee was requesting the Board of County Commissioners match the establishment grant for $50,000.00.

Commr. Smoak stated that the funds received from the Establishment Grant would not have to be paid back; but in the event the county-wide library study would not succeed, the County could not reapply for the funding in the future.

Commr . Smoak further pointed out the contract sunsets the library system in two years.

Commr. Carson stated his concerns that a county-wide library system might cause a double taxation situation.

Commr. Smoak introduced Barbara Landwehr, Planning Department, and stated she put in a lot of work obtaining statistics for the project.

Commr. Smoak stated the Interlocal Agreement included the following:

1. That the County agrees to participate in a county-wide system which qualifies Lake County to particpate in the

State Library Program.

2. That the Cities continue to fund at the level at which they are currently funding,

3. During the two years of the contract, that a library advisory committee be established with the participating libraries and a member appointed by the Board of County Commissioners to evaluate the system.



Mr. Francis Gillis, member of the Library Study Committee, addressed the Board in favor of the county-wide library system.

Mr. Happy Casson, Fruitland Park, also addressed the Board in favor of a county-wide system.

Commr. Smoak further informed the Board that the Committee had sent a copy of the draft interlocal agreement to Tallahassee for their review.

Commr. Smoak stated he had received a letter from the Lake County Chamber of Commerce Board of Directors also in favor of the county-wide system.

Commr. Smoak made a motion, which was seconded by Commr. Windram, to uphold the recommendation of the Library Study Committee and approve a county-wide library system and that a fund of $50,000 be set aside with $20,000 being funded for the 1982/83 fiscal year and $30,000 held for the 1983/84 fiscal year and also approved that the Board continue to negotiate with the cities in formulating an acceptable interlocal agreement which would have to be brought back before the Board for final approval.

After considerable discussion, Commr. Smoak amended his motion to read: The Board of County Commissioners approved the recommendation of the Library Study Committee for the formation of a county-wide library system, continue to pursue the Interlocal Agreement with the cities and to provide funding in the amount of $20,000.00 in the 1982/83 budget for participation in the program.

Commr. Windram seconded the amended motion and the motion was carried.

Commr. Carson voted "No".

Commr. Smoak thanked and commended the persons who sat on the Library Study Committee.

Commr. Carson also commended Commr. Smoak and the people on the Libary Study Committee for the work they did on the project. Commr. Carson further informed the Board and audience the reason for his no vote was due to his concerns for the double taxation issue.

RECESS & REASSEMBLY

At 12:15 P.M. the Chairman announced the Board would recess for lunch with each Commissioner lunching individually. The Board reconvened at 2:00 P.M. for Code Violations.

CODE VIOLATIONS

PUBLIC HEARING ZV-82-70 L.F.C., Inc.

Mr. Larry King, President of L.F.C., Inc. was present to discuss the violation with the Board. Mr. King requested the County erect No Dumping signs on his property. He further stated the property would be cleaned up.

On a motion by Commr. Smoak, seconded by Commr. Burhans and carried unanimously, the Board directed the Public Works Department assist Mr. King in placing No Dumping signs on the edge of Mr. King's property.

On a motion by Commr. Smoak, seconded by Commr. Burhans and carried unanimously, the Board postponed this case until September 7, 1982 at 2:00 P.M. or as soon thereafter as possible to allow the owner to clean up the property and string barb wire fencing across the road frontage of the property.

ELECTIONS

Mrs. Emoyene Stegall, Supervisor of Elections, addressed the Board to discuss the changes in precinct boundary lines. She informed the Board that the boundaries for precincts #20, #31, #42, #28, #32 and #43 would be changed. She further stated she would like to create a new precinct-#41.

On a motion by Commr. Smoak, seconded by Commr. Windram and carried unanimously, the Board adopted the changes in the boundary lines and the creation of precinct #41 as recommended by Mrs. Stegall.

BUDGETS/SHERIFF

Commr. Carson presented the Board with a memorandum of the proposed 1982-83 Budget for the Sheriff's Department. Commr. Carson informed the Board Sheriff Griffin was in agreement with the proposed budget.

On a motion by Commr. Smoak, seconded by Commr. Deems and carried unanimously, the Board tentatively adopted the 1982/83 Sheriff's Budget ($3,424,587), subject to final adoption by public hearings, and directed a letter be sent to the Sheriff of the Board's action with a copy of the proposed budget.

The Board commended Commr. Carson for the time and effort he spent on the Sheriff's budget.

SHERIFFS/BUDGET TRANSFERS

On a motion by Commr. Smoak, seconded by Commr. Deems and carried unanimously, the Board approved the request from Sheriff Griffin to transfer $55,426.00 from account #43/44 (expense other than salary) to account #45/l (auto equipment).

EMERGENCY SERVICES

Commr. Carson informed the Board that the Department of Veteran and Community Affairs has determined that with Lake County, among other counties, being so close to a nuclear plant that Florida Power should bear some of the cost of some of the meetings, seminars and per diem that the County pays on travel for the Emergency Services Department. He stated Lake County's allocation is $1,500.00 for the year beginning January 1, 1982 and ending December 31, 1982.

On a motion by Commr. Deems, seconded by Commr. Burhans and carried unanimously, the Board authorized the Chairman to sign the necessary documents and request reimbursement up to $1,500.00.

CETA/ACCOUNTS ALLOWED

On a motion by Commr. Smoak, seconded by Commr. Windram and carried unanimously, the Board authorized payment of $56.00 disallowed cost in the Final Determination from the Department of Labor and Employment Security for the CETA audit covering the period from October 1, 1980 through July 21, 1981, subject to the approval of Mr. Flowers, CETA Director.

CETA

Commr. Carson informed the Board he had received a letter from Mr. Houchard, Grant Officer, Department of Labor and Employment and Training Administration stating the 1982 Summer Youth allocation for CETA was being increased by $16,697.00 to a new total of $275,367.00 effective July 23, 1982.

SHERIFF

Commr. Carson informed the Board he had received a letter from Sheriff Griffin discussing the possibility of relinquishing all office furniture and office related equipment presently in possession of the Sheriff's Office to the Board of County

Commissioners.

Mr. Minkoff, County Attorney's Office, informed the Board he believed Mr. Watkins had entered into an interlocal agreement with Sheriff Griffin for the Clerk's Office to do the property records and accounting for the Sheriff's Department.

SOIL CONSERVATION

Commr. Carson informed the Board he had received a letter from Soil Conservation inviting the Commissioners to attend a demonstration of Ground Penetrating Radar equipment in Clermont, August 10, 1982 at 9:00 A.M.. Commr. Smoak stated he had asked the Board Office to write on behalf on the whole Commission, the Board's regrets as August 10, 1982, is a regular Commission meeting day.

SHERIFF/ACCOUNTS ALLOWED

On a motion by Commr. Burhans, seconded by Commr. Deems and carried unanimously, the Board approved the request from the Sheriff's Department for payment in the amount of $30.00, payable to the Lake County Sheriff's Department, for items purchased from Maszk Workshop.

On a motion by Commr. Smoak, seconded by Commr. Windram and carried unanimously, the Board approved the request from Sheriff Griffin for monies in the amount of $3,000.00 from the forfeiture account (DC-6 Airplane) to be used for "flash" money in regards to county wide drug/contraband enforcement.

PUBLIC HEALTH

Commr. Carson informed the Board appointments needed to be made to the local health council before October 1, 1982. Commr. Burhans stated it had been referred to the Health & Benefit Advisory Committee and that the Committee was still conducting a study of the council.

PUBLIC HEALTH/CONTRACTS, LEASES & AGREEMENTS

On a motion by Commr. Smoak, seconded by Commr. Deems and carried unanimously, the Board authorized the Chairman and the Clerk to sign the contract between Lake County and the Department of Health and Rehabilitative Services and Youth Programs, Inc. regarding a community service work program for juveniles.

PROPERTY APPRAISER

Mr. Minkoff, County Attorney's Office, stated the Board needed to appoint three members to serve on the Property Appraisal Adjustment Board. Commrs. Carson, Smoak and Burhans volunteered to serve on the Adjustment Board. The Board directed the Clerk to write to the School Board to get the names of the School Board Members who would also serve on the Adjustment Board.
