AN ORGANIZATIONAL MEETING OF THE PROPERTY APPRAISAL ADJUSTMENT BOARD

AUGUST 18, 1983

The Lake County Property Appraisal Adjustment Board met for an organizational meeting on Thursday, August 18, 1983, at 1:00 p.m. in the Board of County Commissioners' Meeting Room, Lake County Courthouse, Tavares, Florida. Present at the meeting were: Thomas J. Windram, Chairman/County Commissioner; James R. Carson, Jr., County Commissioner; C. A. "Lex" Deems, County Commissioner; Anna Cowin, School Board Member; and Kyleen Fischer, School Board Member. Others present were: Christopher C. Ford, County Attorney; Jim Loflin, Property Appraiser's Office: and Mary C. Grover, Secretary.

PROPERTY APPRAISER

Commr. Windram called the meeting to order and stated that the purpose of the meeting was to decide if a fee should be imposed on those persons filing petitions to be heard by the Property Appraisal Adjustment Board.

On a motion by Commr. Carson, seconded by Kyleen Fischer and carried, the Board elected Commr. Deems to serve as Vice-Chairman of the Board.

Commr. Deems declared a conflict and did not vote on the motion.

Discussion occurred regarding setting a fee for those filing petitions. Mr. Ford, County Attorney, stated a new law had been passed whereas the Board could charge up to $15.00 per petition. He further stated that if the petitioner won his case, his filing fee would be refunded. He explained that this fee would not apply to Homestead Exemption.

Mr. Jim Loflin, Property Appraiser's Office, stated that he felt that no fees should be imposed. Commr. Deems stated that imposing a fee might limit the number of petitions that would be submitted. The Board then discussed the problems the fee might cause in regards to bookkeeping.

On a motion by Commr. Deems, seconded by Commr. Carson and carried unanimously, the Board approved not to impose a fee on those who might file petitions.

There being no further business to be brought to the attention of the Board, the meeting adjourned at I:30 p.m.
