PROPERTY APPRAISAL ADJUSTMENT BOARD MEETING

OCTOBER 14, 1986

The Property Appraisal Adjustment Board met on Tuesday, October 14, 1986, at 8:45 a.m. in the Board of County Commissioner's Meeting Room, Lake County Courthouse, Tavares, Florida. Members present at the meeting were: Commr . Thomas J. Windram, Chairman: Commr. C. A. "Lex" Deems; Commr. Glenn C. Burhans; Charles Reals, Lake County School Board: C. A. "Chip" Deems, Lake County School Board. Others present were: Ed Havill, Property Appraiser; James C. Watkins, Clerk; Sanford Minkoff, County Attorney's Office; Terri King, Property Appraiser's Office: and Toni M. Austin, Secretary.

PROPERTY APPRAISER - HOMESTEADS

PETITION 1986-91 Albert Epp

Mr. Ed Havill informed the Board that Mr. Albert Epp did not actually move onto his property until January 14, 1986. Mr. Havill stated that he contacted Mr. Epp and informed him that he would be assessed only for the vacant lot, and recommended that the Baord deny him homestead.

On a motion by Commr. Deems, seconded by Mr. Chip Deems and carried unanimously, the Board approved to reconsider the previous action taken on Petition 1986-91, September 22, 1986.

On a motion by Commr. Deems, seconded by Mr. Chip Deems and carried unanimously, the Board denied the Homestead Exemption, as recommended by the Property Appraiser.

PROPERTY APPRAISER - PETITIONS

PETITION 1986-399 Haywood Warren

Mr. Ed Havill discussed the procedures used by his office for the three-year conversion of assessment information. After checking the records, he felt that the approved assessment, in the amount of $37,500.00, was to high, and recommended an adjustment, in the amount of $30,708.00.

On a motion by Commr. Deems, seconded by Mr. Chip Deems and carried unanimously, the Board approved to reconsider the previous action taken on Petition 1986-399, September 22, 1986.

On a motion by Mr. Chip Deems, seconded by Commr. Deems and carried unanimously, the Board approved the adjusted assessment, in C the amount of $30,708.00, as recommended by the Property Appraiser.

PETITION 1986-429 Lake Frances Estates

Mr. Ed Havill stated that the Board had postponed action on this petition until the lots could be reviewed again. He stated that this procedure was followed and recommended that three of the lots be reduced from $14,040.00, to $8,820.00, per lot, with a total adjusted assessment, in the amount of $139,610.00.

On a motion by Commr. Deems, seconded by Mr. Charles Beals and carried unanimously, the Board approved to reconsider the previous action taken on Petition 1986-429, September 22, 1986.

On a motion by Mr. Chip Deems, seconded by Commr. Deems and carried unanimously, the Board approved the adjusted assessment, as recommended by the Property Appraiser, in the amount of $139,610.00.

PETITION 1986-440 Eustis Conqregate d/b/a Cardinal Village

Mr. Ed Havill discussed previous action taken September 22, 1986, in regards to this petition. He stated that this petition had been taken care of administratively in his office, prior to the meeting, and recommended that this portion of the minutes be deleted, with the petition being withdrawn.

Mr. Sandy Minkoff, County Attorney's Office, informed the Board that a statement for clarification in today's minutes would suffice.

On a motion by Commr. Deems, seconded by Commr. Burhans and carried unanimously, the Board approved to reconsider the previous action taken on Petition 1986-440, September 22, 1986.

On a motion by Commr. Deems, seconded by Commr. Burhans and carried unanimously, the Board approved the withdrawal of Petition 1986-440, prior to the meeting of September 22, 1986, due to information supplied by the Property Appraiser.

PROPERTY APPRAISER - HOMESTEADS

PETITION 1986-455 Dorothy A. Young

No one was present to discuss the denial of Homestead Exemption with the Board.

Mr. Havill stated that Mrs. Young filed for Homestead Exemption on October 2, 1986, and recommended denial.

On a motion by Commr. Deems, seconded by Mr. Chip Deems and carried unanimously, the Board upheld the recommendation of the Property Appraiser and denied the Homestead Exemption, due to late filing.

MINUTES

On a motion by Commr. Burhans, seconded by Mr. Charles Beals and carried unanimously, the Board approved the Minutes of September 22, 1986, as presented.

PROPERTY APPRAISER - Records of Decision

On a motion by Commr. Burhans, seconded by Mr. Chip Deems and carried unanimously, the Board authorized the signature of the Chairman on the Records of Decision and Notice of the Property Appraisal Adjustment Board.

PROPERTY APPRAISAL ADJUSTMENT BOARD - Meetings

Commr. Windram stated that the Property Appraisal Adjustment Board will meet on October 21, 1986, at 8:45 a.m. There being no further business to be brought to the attention of the Board, the meeting adjourned at 9:lO a.m.
