A SPECIAL MEETING OF THE BOARD OF COUNTY COMMISSIONERS

STATE OF THE COUNTY ADDRESS

FEBRUARY 24, 1994

The Lake County Board of County Commissioners met in special session on Thursday, February 24, 1994, at 6:30 p.m., in the lobby of the Lake County Judicial Center, Tavares, Florida. Commissioners present at the meeting were: Catherine Hanson, Chairman; Welton G. Cadwell, Vice Chairman; Don Bailey; G. Richard Swartz, Jr.; and Rhonda H. Gerber. Others present were: Peter F. Wahl, County Manager; Ava Kronz, BCC Office Manager; and Marlene S. Foran, Deputy Clerk.

There were approximately 200 staff, reporters, and citizens present.

COMMISSIONERS

Commr. Hanson presented opening comments and welcomed those present to the first annual State of the County Address for 1994. At this time, Commr. Hanson introduced the Lake County Board of County Commissioners.

Commr. Hanson stated that the State of the County Address was an opportunity to discuss the highlights, and achievements of the Lake County Board of County Commissioners for 1993, to outline the 1994 priorities of the Board, to reflect on the accomplishments of the Board, and to provide the opportunity to report to the citizens of Lake County.

At this time, Commr. Hanson outlined the accomplishments of the Board for 1993, and briefly discussed issues pertaining to Economic Development, Public/Private Partnerships, Affordable Housing, Charter Government Study Committee, Citizens Commission for Children, Solid Waste, completion of the Judicial Center, renovation of County buildings, Fire Protection, Emergency Services, Lake County Volunteer Program, Lake County Library System, Lake County Comprehensive Plan Settlement Agreement, City/County Relationships, Lake County Detention Center, and the Kitchen Cabinet.

Commr. Hanson outlined the goals of the Board for 1994 and briefly discussed issues pertaining to Economic Development, a multi-purpose complex at the Lake County Central Park, renovation of the Fairgrounds, water and sewer service at the Lake County Central Park, the support of the development of a Lake County Comprehensive Plan Education Element, Government Efficiency, Impact Fees, One Stop Permitting, Employee Management, Environmental Protection, Crime-Juvenile, Health Care, Lake County Comprehensive Plan and Land Development Regulations.

Commr. Hanson closed by reading the Lake County Vision Statement, as follows: "Lake County's vision is to provide for its diverse citizenry a quality of life which includes optimum, economic, educational and cultural opportunities and a healthy, safe, clean and sustainful environment." She asked that the citizenry of Lake County join with the Board in the challenge to enhance the quality of life for all of the citizens in Lake County.

Commr. Hanson expressed the Board's appreciation to Barnett Bank, Sun Bank, First Union Bank, Glisson Chiropractic, Citizens National Bank, and Vo-Tech for sponsoring the event this evening, and to Mr. James C. Watkins, Clerk of Circuit Court, for use of the Judicial Center facility.

At the conclusion of the State of County Address, Commr. Hanson invited those present to join in refreshments and socializing.
