MINUTES OF regular MEETING OF THE BOARD OF COUNTY commissioners

 monday, january 9, 1956

 

The Board of County Commissioners met in called session in the County Commissioners’ Room in the Courthouse at Tavares on Monday, January 9, at ten o’clock a.m. for the purpose of receiving bids for a curb to be used on Grand Avenue in Clermont to take care of drainage from State Road 50 and such other matters as may come before the Board, with the following present:  Chairman Singeltary, Commissioners Cowart and Lightfoot, Attorney Duncan, and Clerk Owens.

The Board was called to order by Chairman Singeltary.

Notice having been advertised for bids for the curb, the following bid was received:

SOUTH LAKE CONSTRUCTION, INC., Clermont                       $1,222.00

On a motion by Commr. Lightfoot, seconded by Commr. Cowart, the bid of South Lake Construction, Inc. to construct and furnish all labor and materials for the 815 lineal feet of curbing for the sum of $1,222.00 was accepted.

Mr. Haven exhibited to Mr. Duncan title insurance policy No. A-70830 from Title & Trust Company of Florida covering property in the Plat of Crest Haven Subdivision; WHEREUPON, on a motion by Commr. Lightfoot, seconded by Commr. Cowart, the Plat of Crest Haven Subdivision was approved.

Clerk Owens read a letter from J. D. Manly regarding junction boxes on Road S-452 (Tavares – Mount Dora Lake Shore Drive) and stated that Mr. Stokes agreed that the two junction boxes should be installed, one at Station 39 for $594 and one at Station 121 for $272, and that the junction boxes to Lake County would buy the pipe and the State Road Department would put it in.  WHEREUPON, on a motion by Commr. Lightfoot, seconded by Commr. Cowart, the price quoted on the installation of junction boxes by J. D. Manly, one at Station 39 for $594 and one at Station 121 for $272, was accepted.  The letter was referred to Mr. Duncan to handle this matter.

On a motion by Commr. Lightfoot, seconded by Commr. Cowart and carried, the Clerk was instructed to advertise in the Tavares Citizen for bids for pipe for continuing drainage from the junction boxes at stations 39 and 121 to the lake on Road S-452 to be accepted on February 13, 1956.  (Mr. Duncan is to furnish information for the advertisement.)

Mr. Cowart presented an appraisal on Villa City Road (S-565); WHEREUPON, on a motion by Commr. Cowart, seconded by Commr. Lightfoot, the appraisal on Villa City Road was approved.

Mrs. Baker, Supervisor of Registration, reported to the Board that there is some dissension among the citizens on Picciola Road about having to go to Fruitland Park to register; also, citizens around the Dream Boat and Dona Vista object to the change made in their voting precincts.  Mr. Duncan read the law regarding qualifications to register (970.41).

After considering the offer of Paul Reed to purchase a secondhand cabinet from the Clerk’s office at a price of $25, it was moved by Commr. Cowart, seconded by Commr. Lightfoot that the offer of Paul Reed to purchase the cabinet be accepted.

On a motion by Commr. Lightfoot, seconded by Commr. Cowart, the following resolution was adopted:

The span of each human life on earth is limited, and the transition of a life from the mortal to immortality causes us to reflect upon the life of the one who has passed on.

M. V. Simpson, one of the pioneer citizens of Lake County, Florida, has left a lasting impression upon his community and county through his great service to the people over a long span of years.  We reflect with sorrow at his passing, but with admiration and esteem upon his life, who so long and faithfully served the people of this County with honor and above reproach.

Both as a public servant and as a private citizen, he will be long remembered for his very friendly and kindly disposition toward all, and we pause at this time to express our sorrow at his passing.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Lake County, Florida, that we do express to O. M. Simpson, the son of our departed friend and a member of this Board our deep regret and sorrow for the loss of his Father and that we express our appreciation and respect for the service of our friend, M. V. Simpson.

BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to the Honorable O. M. Simpson and that a copy be spread upon the minutes of the Board of County Commissioners of Lake County, Florida.
