MINUTES OF SPECIAL MEETING OF THE BOARD OF COUNTY commissioners

 saturday, JULY 13, 1957

 

The Board of County Commissioners met in called session in the County Commissioners’ Room in the Courthouse at Tavares at 9 o’clock a.m., Saturday, July 13, for the purpose of resuming work on the budget and such other matters as may be brought before the Board, with the following present:  Chairman Cowart; Commissioners Singeltary, Hooten, Simpson, and Cross; also Clerk Owens.  (Attorney Duncan absent due to illness)  The Board was called to order by Chairman Cowart.

Clerk Owens announced that the Commissioners are here to take up the budget and if anyone in the audience has anything to say please come to the table and only one speak at a time.  The Court Reporter will record what you say.  Chairman Cowart stated each one would have one opportunity to talk to the Board.  Radio Station WLBE was represented by Messrs. Husebo.

Clerk Owens announced that the budget to be adopted today will be a tentative budget and must be published one time in a weekly paper in the County, and a date will be set for a public hearing before the budget is finally adopted.

The following named persons appeared before the Board – most of them being on the Citizen’s Advisory Committee – re Juvenile Court budget:   Mr. Williams, Mr. Bill Cumbaa, Mr. Emmit Peter, Mrs. Mabel Reese, Mrs. Albert Chesshyre, Rev. John Mangrum, Episcopal Minister, Mount Dora and Mr. Harry Gaylord.

Commr. Hooten made a motion to accept the requested Juvenile Court budget broken down.  Chairman Cowart relinquished the Chair and seconded the motion.  Vice-Chairman Singeltary asked for discussion and question, then asked for vote by districts, which said votes were as follows:

District # 1 – no

District # 2 – yes

District # 3 – yes

District # 4 – no

District # 5 – no

 

Therefore the motion was lost with 3 districts voting against and 2 districts voting for.

After which Mrs. Chesshyre again addressed the Board and others talking at this time were D. M. Pearce, Jim Daroty, Harry Gaylord, Mabel Reese, Bill Cumbaa, Commr. Singeltary, Mr. Williams, Mr. Emmit Peter and Commr. Simpson.

Clerk Owens stated that Emmitt Peter has asked that he be allowed to photograph the unapproved minutes of the County Commissioners and he would like to know if the Board would grant this permission.  Motion by Commr. Singeltary seconded by Commr. Simpson and carried, that the public be granted permission to photograph the unapproved minutes of the County Commissioners.

The Board resumed work on the budgets:

GENERAL FUND

Motion by Commr. Singeltary seconded by Commr. Simpson and carried, that the tentative budget of the General Revenue Fund as submitted by Clerk Owens in the amount of $710,149.24 be adopted.

fine & forfeiture fund

Motion by Commr. Singeltary seconded by Commr. Simpson and carried, that the tentative budget of the Fine & Forfeiture Fund as submitted by Clerk Owens in the amount of $193,043.49 be adopted.

ROAD AND BRIDGE FUND

Motion by Commr. Singeltary seconded by Commr. Hooten and carried, that the tentative budget of the Road and Bridge Fund as submitted by Clerk Owens in the amount of $665,213.06 be adopted.

Clerk Owens announced that the Special District – South Lake Memorial Hospital Fund is increased from .25 mill to one mill.

Motion by Commr. Hooten seconded by Commr. Singeltary and carried, that the increase from .25 mill to one mill for South Lake Memorial Hospital Fund be approved.

Clerk Owens announced that last year there was no millage for Capital Outlay for County Home, and no millage this year.

Motion by Commr. Singeltary seconded by Commr. Simpson and carried, that the tentative budget Capital Outlay Reserve (County Home) as submitted by the Clerk in the amount of $91,147.38 be adopted.

Clerk Owens announced that last year there was no millage for Capital Outlay for Armories and no millage this year.

Motion by Commr. Cross seconded by Commr. Simpson and carried, that the tentative budget Capital Outlay Reserve (Armories) as submitted by the Clerk in the amount of $4,038.72 be adopted.

Clerk Owens announced there is an increase of .25 mill for Water Conservation.

Motion by Commr. Singeltary – seconded by Comr. Cross and carried that the tentative budget for Water Conservation be increased from one mill to 1.25 mill.

After considering the tentative budgets as submitted by Clerk Owens and the changes were made by motion duly made, seconded and carried as set forth therein, it was moved by Commr. Singeltary seconded by Commr. Simpson and carried, that the budgets above with the changes as set forth therein be adopted as the tentative budgets for the year beginning October 1, 1957, and ending September 30, 1958, and that the Clerk be authorized to advertise the tentative budgets one time in the Clermont Press the week of July 15 with notice of hearing that the complaints will be heard on July 26, 1957, at which time the Board will tentatively adopt the budgets.

Commr. Hooten opposed the above motion on account of the Juvenile Court budget.

Clerk Owens reported that Mr. Duncan stated that deeds on secondary roads would be ready in a short time and would need to make some arrangements to have a right of way agent.  Commr. Singeltary does not think need right of way agent as would handle by condemnation in his District.  No action taken on securing a right of way agent.

Clerk Owens read request of Judge Futch for items for his office for delivery as soon as permission for their purchase can be secured from the Board

            1 IBM electric typewriter – approximate cost                       $600.00

            1 Stamping machine for identifying books                             200.00

            1 additional air conditioner   

Motion by Commr. Hooten seconded by Commr. Cross and carried, that Judge Futch be granted permission to purchase 1 IBM electric typewriter and 1 stamping machine.  Wait on air conditioner.

Commr. Hooten filed checks in the amount of $2,717.00 in payment of oil for improving roads in District No. 3.  Said checks ordered deposited to Road & Bridge Fund, D-3.
