MINUTES OF REGULAR MEETING OF THE BOARD OF COUNTY commissioners

ON MONDAY, AUGUST 8, 1960

 

The Board of County Commissioners met in regular session in the County Commissioners’ room in the Courthouse at Tavares on Monday August 8, with the following present:  Chairman Cross; Commissioners Theus, and Bishop (Mr. Simpson absent on vacation),  Clerk Owens and Attorney Duncan.

Board was called to order by Chairman Cross.

On motion by Commr. Theus seconded by Commr. Bishop and carried, the minutes of the meetings of June 6, 13 and 22, and July 5, 11, 18 and 25 were adopted as read.

The Board approved the bond of Helen R. Roof as Deputy Sheriff with Hartford Accident and Indemnity Company in amount of $1,000.00 – from 15th day of June 1960 to the 8th day of January 1965.

Motion by Commr. Cowart seconded by Commr. Bishop and carried,

District #1 – That Mrs. Daisy Johnson, 1118 Line Street, Leesburg, for $25.00 per month be dropped from the list

District #2 – That Albert Atkinson for $42.00 per month be dropped from the list; and that Claude Thomas for $35.00 per month be added to the list. (Gen.     Del. Mascotte)

District #3 – That Clovis Ashmore, c/o Gibson Nursing Home, Lady Lake, for $40.00 per month be dropped from the list – deceased; and that Mrs. Hattie Sprott, c/o Mrs. A. G. Carr, 1915 Ice St., Ocala, Fla. Be added to the list for $40.00 per month.

District #4 – That no changes be made.

District #5 – That Mrs. Emma J. Clark, 1709 West Main St., Leesburg, be added to the list for $40.00 per month.

lady lake water problem

A delegation from Lady Lake appeared before the Board requesting aid to combat the high water in that area.  Mr. Ernest Zabor, as Mayor, and representing the people of Lady Lake, was spokesman for the group.  He asked that the Board do something for them as the State Road Department will not listen to them.  When the State Road Department put in the road, they were advised about the situation, but did nothing to drain the water.  Mr. Zabor stated he has spent about $20,000.00 trying to combat the water, but it still rises.  He suggested a drainage well or provide some other means of draining off the flood waters.  The State Road Department will not cooperate with the citizens at Lady Lake.  Mr. Theus stated all we can do would be temporary, nothing permanent.  Mr. Zabor stated that since the new highway has been constructed Lake Sylvia has risen eleven feet.  Dr. Hall, County Health Director, being present, voiced an objection to any consideration of digging a drainage well, as it could create a hazard in the County’s drinking water supply.  Dr. Hall explained that this project might be put under the Mosquito Control.  Mr. Theus thinks the Board should explore the possibility of the Mosquito Control doing this.  State Rep. W. H. Reedy, Senator J. A. Boyd and Rep. Welborn Daniel were present at the meeting.  Mr. Reedy stated he talked to an official of the State Road Department and that the official indicated the Road Department would be willing to cooperate with the County on the project.  Mr. Duncan stated there should be a hydraulic engineer’s survey made of this area.

Motion by Commr. Bishop seconded by Commr. Theus and carried, that the following Resolution be adopted:

WHEREAS, it has been brought to the attention of the Board of County Commissioners that the water levels of landlocked lakes South and East of the town of Lady Lake have risen so high that property owners are now in a distress condition; and

WHEREAS, it has been charged in open meeting by residents of the Town of Lady Lake that this distress condition has been brought about in part by the four-laning of State Road 500 (U.S. 441) on the West side of these properties and that the waters have risen to such a height that they cover a portion of the newly constructed road; and

WHEREAS, the Board of County Commissioners makes no finding as to the direct cause or causes of the excessive high water, the Board does recognize the emergency conditions now existing and the possibility of their continued existence through the rainy season and possibility of hurricane in the coming Fall, and do determine that some definite, permanent relief be determined and put into effect with the cooperation of the State Road Department and other agencies involved; and

WHEREAS, the Lake County Health Department has reported that, because of the excessive high water condition, health hazards are developing and that said department is vitally interested in the protection of the health of persons living in the vicinity of said area and said Department has offered to assist in such way as is permissible under the law;

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Lake County that the State Road Department of the State of Florida and the State Health Department through the Lake County Health Department, insofar as the law will permit, be requested to join with Lake County in the formulation of plans and the carrying out thereof, to alleviate and remove the present dangers, both to property and life, existing because of the extreme high water in the area just South of Lady Lake and that the cost of such project be borne jointly by said organizations as the law will permit.

Ernest Kidd, City Manager of the City of Eustis and Don Porter, appeared before the Board re:  Wayside Park requested to be built on Eustis Lake Shore Drive.  Mr. Duncan advised the gentlemen that the Resolution was adopted last Monday and will be sent to State Road Department.

Mr. Theus reported that the Committee on the Senior Citizens Home has made an inspectional study of the needs of the Home and now need some definite thought as to supplies and furnishings and would like for the Board to authorize the committee to work up a list of furnishings and the Board advertise for bids on presentation of the list.

Motion by Commr. Theus seconded by Commr. Cowart and carried, that the Committee be given permission to work up the list of furnishings for the Senior Citizens Home and that Clerk Owens be authorized to advertise for bids for the furnishings when the list is presented.

Motion by Commr. Theus seconded by Commr. Bishop and carried, that County General Warrant #990 dated June 13 in the amount of $35.00 made to The Lawyers Co-op Publishing Co., Rochester 3, N.Y. covering payment on A. Jur. Proof of Facts Volume 5, and Fla. Jur. Vol. 30, be cancelled as Vol. 30 was paid for June 6th by County Warrant #1536 and that the Clerk be authorized to issue a new warrant in the amount of $17.50 to cover Vol. 5 Proof of Facts.

Bill of Paul F. Tumlin, M.D. in amount of $15.00 for Rollen Miller was approved.

davenport park subdivision

Plat of Davenport Park Subdivision was presented for approval by E. E. Davenport.  Mr. Duncan stated this Subdivision is near Boyd’s old dairy on Lake Shore Drive to Mt. Dora.  The Plat shows a dead end street, but is 50 feet wide and room to turn around.  Letter from Lake County Health Department stating lots suitable for septic tank installation filed.  Title Policy #FE

#34463 issued by Title & Trust Company of Florida on the 28th day of July 1960; also Title Policy #FE 3542 issued by same company dated May 4, 1957 presented to Board.  Certificate of Abstract Company states there have been no transfers in that area since issuance of the policy.  Policy of Lawyers Title & Guaranty Company #347 issued by John F. Cherry, Attorney, showing title in the name of the owners was also presented to the Board.  Mr. Duncan stated the title is acceptable.

Motion by Commr. Bishop seconded by Commr. Cowart and carried, that the Plat of Davenport Park Subdivision be accepted, approved and admitted to record.

woodland hill subdivision

Plat of Woodland Hill Subdivision was presented for approval by Mr. Padgett.  Mr. Duncan stated the Plat does not connect with any public road, but he has a deed from Mary Ellen Peter and E. B. Peter, Jr., as Co-executors of the Last Will and Testament of Emmett B. Peter, Sr., deceased, to Lake County, who own the property directly North and the two instruments together make this Plat comply with the laws.  Although this Plat does not include a right of way to the County or State Road, the deed conveys the access road; this road is now being cleared and paved.  Title Policy No. Y-687-469 issued by Lawyers Title Insurance Corp., covering a portion of the property, issued to Dorsey B. Price and wife shows the title to be clear.  Also presented was a copy of Policy #Z-7-52514 which has been issued by Lawyers Title and Insurance Corp., dated Nov. 15, 1952.  Letter from Inland Abstract & Title Company stating no changes have been made in the title since that date, and shows good title in the property owners.  Letter from Lake County Health Department with copy of survey of the Mid-State Engineering Corp. approving area for septic tanks was filed.

Motion by Commr. Theus seconded by Commr. Cowart and carried, that the Plat of Woodland Hill Subdivision be accepted and approved.

Bert E. Gatch of Altoona appeared before the Board re:  A ROAD.  He stated he owns a grove near Altoona.  In 1929, when his father deeded him the place which he had owned since 1915 he said my line is 5 feet shorter than your brother’s because I agreed to give a street of 5 feet.  Mr. Gatch stated in 1954 he set out some young trees within 20 feet of his line.  In 1958, he found it necessary to put up a fence to protect the small trees from traffic.  After that, he was told by Beeman McQuarter that Mr. Duncan had authorized him to remove the fence.  This they did. “I do not appreciate the way this land was seized for a road.  Three of four years ago, I wrote Mr. Cross, but received no answer.  Now I have engaged Mr. Harry Gaylord, Attorney, to look after this, but thought I should tell you gentlemen, and I ask that the fence be put back and the 9 orange trees replaced.  I feel like I should have been notified about the fence being removed.”  Mr. Cross stated that we have affidavits providing that the old road has been there for 40 years.

Manly Construction Contract on Carlton Village Road was executed by Chairman and Clerk.

Campbell Paving Company Contract on LaRoe Road and others was executed by Chairman and Clerk.

Clerk Owens presented a County Deed to be signed by the Chairman and Clerk conveying property sold at public auction on August first - the high bidder being Emery Dillard as Agent.  The deed is made to Barney Dillard Jr., and T. Agnes Dillard his wife.

Motion by Commr. Cowart seconded by Commr. Bishop and carried, that the Chairman and Clerk be authorized to execute the deed.

Mr. Duncan presented a Resolution prepared by the Road Board re:  Execution of a Deed on S-439.

Motion by Commr. Bishop seconded by Commr. Theus and carried, that the following Resolution be adopted:

WHEREAS, the State Road Department has located and proposes to construct and improve State Road S-439 Section 11685 in Lake County, Florida; and

WHEREAS, in order for the State Road Department to further and complete said project, it is necessary that certain lands now owned by Lake County be acquired by the State of Florida for the use and benefit of the State Road Department of Florida; and

WHEREAS, the State Road Department having requested Lake County to execute and deliver to the State Road Depatment a deed or deeds in favor of the State of Florida, conveying all right, title and interest that said County has in and to said lands required for right of way for said State Road, and said request having been duly considered.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of said County that the Chairman and Clerk of said Board be and they are hereby authorized and directed to make, execute and deliver to the State Road Department a deed or deeds in favor of the State of Florida conveying all right, title and interest of said County in and to said lands owned by said County required for right of way for State Road.

BE IT FURTHER RESOLVED that a certified copy of this Resolution be forwarded forthwith to the State Road Department at Tallahassee, Florida.

Discussion on Opinion of Appellate Court in Caldwell versus Baker case.

ADJOURNED FOR LUNCH, RECONVENED AT 1:30 P.M.

Appraisal on Road No. S-439, Section 11685-2601 by W. Bryant Calhoun, W. I. Carleton and A. B. Dean, Jr., filed with the Board.  Appraised amount being $19,827.00.  Motion by Commr. Cowart seconded by Commr. Theus and carried, that the Appraisal be accepted.

Title Search on Section 11682-2602 SR No. S-44-B (Donnelly Avenue) with bill of Inland Abstract Company in amount of $210.00 for the work was filed with the Board.

Motion by Commr. Cowart seconded by Commr. Bishop and carried that C. E. Duncan, Attorney for the Board, be authorized to request the State Road Department to pay for the Title search on SR No. S-44-B in amount of $210.00.

Discussion on a road near Eagle Nest having been closed.  Mr. Duncan stated the road could only be opened by bringing suit in the Court.  Could have someone bring the suit against the County Commissioners to require them to rescind closing of the road.  Mr. Duncan also stated if we start to condemn will have to buy the right of way.  Might issue a declaratory decree.  Mr. Theus asked Mr. Duncan if he could talk to Mr. Pringle about this and Mr. Duncan suggested that Mr. Theus write him a letter to give him a start on the matter.

Commr. Cowart filed the following:

TO THE HONORABLE COUNTY COMMISSIONERS OF LAKE COUNTY, FLORIDA:

THE UNDERSIGNED, in accordance with the provisions of Chapter 336, Florida Statutes of 1957, being the only owner adjoining, abutting and affected by the street hereinafter described, hereby respectfully request and petition that the Board of County Commissioners of Lake County, Florida, renounce, quit-claim and disclaim any right of the County of Lake and the public in and to the following described marginal strip or roadway located in the subdivision designated as “Groveland Farms,” a Plat of which is filed and recorded in the public records of Lake County, Florida, in Plat Book 2, pages 10 and 11:

That certain roadway lying on the West side of Tracts 33, 48, 49 and 64, in Section 4, Township 23 South, Range 25 East, as shown on Plat of Groveland Farms as recorded in Plat Book 2, pages 10 and 11, public records of Lake County, Florida.

 

and in support of said, Petitioners respectfully show:

1.     That said marginal strip or roadway and subdivision are not included within any municipality of Lake County, Florida.

2.     That said marginal strip or roadway is not a part of any County, State or Federal Highway.

3.     That said marginal strip or roadway has never been opened for public use and has never been used by the public and has never been used as a roadway in any manner whatsoever.

4.     That the closing of said marginal strip or roadway will not interfere with any road system and will not deprive any person of reasonable means of ingress and egress to the adjoining properties from existing public highways.

That the petitioners have attached hereto Proof of Publication of Notice of his intention to make application to the Board of County Commissioners for such renunciation and disclaimer of any right of Lake County, Florida, in and to said lands.

Petitioners further show that the closing of said parcel of land will not in anywise be injurious to any of the land owners in the surrounding territory; that the petitioners own the land on both sides of said strip or roadway and, as shown on said map, is approximately ___ feet in length and leads from a dirt roadway westward, ending in what is known as Pine Island Lake; that the said designated strip of land or roadway has for many years been an integral part of the citrus groves planted on the above numbered Tracts and has regularly been plowed and cultivated for many years in the care and upkeep of said grove; that the strip of land or roadway designated as running North and South and lying on the West side of Tracts 33, 48, 49 and 64 is wholly unusable as a roadway and for the most part, lies under the waters of Pine Island Lake.

WHEREAS, Thomas Orgo and Helen Orgo, owners of the adjoining and nearby marginal strip or roadway hereinafter described, have made application to the Board of County Commissioners for a Resolution closing the following described marginal strip or roadway designated as “Groveland Farms,” to-wit:

That certain roadway lying on the West side of Tracts 33, 48, 49 and 64, in Section 4, Township 23 South, Range 25 East, as shown on Plat of Groveland Farms as recorded in Plat Book 2, pages 10 and 11, public records of Lake County, Florida.

 

And has published a Notice of Intention to apply for the closing of said marginal strip or roadway in accordance with the provisions of law and has filed with his petition a proof of publication of the publishing of said Notice, and

WHEREAS, said Notice required all persons opposed to said Petition, to appear and be heard on the 1st day of August 1960 at 10:00 o’clock in the forenoon; and

WHEREAS, on said date of August 8, 1960, the said Petition was brought up for consideration and all those opposed to the same were called upon to be heard and none having appeared to oppose the closing of said marginal strip or roadway;

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Lake County, Florida, that the following described marginal strip or roadway located in Lake County, Florida:

That certain roadway lying on the West side of Tracts 33, 48, 49 and 64, in Section 4, Township 23 South, Range 25 East, as shown on Plat of Groveland Farms as recorded in Plat Book 2, pages 10 and 11, public records of Lake County, Florida

 

be and the same is hereby closed and vacated; and that all of the interest of Lake County, and the public in and to said marginal strip or roadway under and by virtue of the dedication thereof, of the streets, avenues, etc., appearing upon the Plat of “Groveland Farms,” be and the same is hereby waived and disclaimed; and that the title to said marginal strip or roadway shall revert to the proper fee owner in accordance with law.

The above Resolution was unanimously adopted on the 8th day of August, A.D. 1960.

Mr. Shoup of the Shoup Voting Machine Company appeared before the Board re:  Election ballots.  Discussion on vertical or horizontal ballot.  Mr. Shoup gave quotations on interlocks at $169.50 each.  After discussion on these interlocks it was agreed that the contract with Shoup Voting Machine Company could be amended.  Mr. Shoup stated he will have their attorney contact Mr. Duncan.

Motion by Commr. Theus, seconded by Commr. Cowart and carried, that the Board enter into a contract with Shoup Voting Machine Company to purchase 55 interlocks at the price of $169.50 each for the 55 voting machines owned by Lake County.

Bill of East Lake Company in the amount of $5,893.80 for work completed on the Emeralda Road from SR 452 to a point 2 miles Westerly was approved for payment.

Mr. Owens presented a list of Bonding Companies he requested from the School Board.  Mr. Owens was instructed to contact the companies re bonds.

Motion by Commr. Theus seconded by Commr. Bishop and carried that the action of the Chairman and Clerk in approving the application of Ralph Oswald for admittance to the T. B. Hospital be approved.

Request of Henrietta S. Horner, County Judge, for the following was approved.

            3 – 3-drawer filing cabinet                             $400.00

            1 – electric typewriter                                                $450.00

Mr. Duncan read copy of his letter to Barney Dillard, Jr. acknowledging receipt of check for $9,000.00 for the purchase of a small orange grove from Lake County.

Motion by Commr. Bishop seconded by Commr. Theus and carried, that C. E. Duncan, Attorney for the Board, be authorized to transmit the check for $9,000.00 to the State Road Department for deposit to Lake County secondary road funds.

realignment of precincts 27 and 29

Mr. Baker stated that part of these precincts have been taken into the city limits of the City of Leesburg.  Mr. Duncan stated it would be necessary for the realignment to be made.

Motion by Commr. Theus seconded by Commr. Bishop and carried, that Leonard Duncan be employed to make the realignment of Precincts 27 and 29.

Letter re the above matter was referred to County Engineer.  Mr. Bishop does not think the County should maintain this road.

Motion by Commr. Theus seconded by Commr. Bishop and carried, that the following Resolution be adopted:

WHEREAS, the Board of County Commissioners takes knowledge of the fact that heretofore on the 1st day of April 1957 a motion was adopted under which the County Commissioners agreed to accept the maintenance of certain streets within the subdivision known as “Golden Heights Subdivision,” a Plat of which has been recorded in the public records of Lake County, Florida, upon submission of evidence that such streets have been paved in accordance with specifications required by the State Road Department for the construction of Secondary Road; and

WHEREAS, evidence has been submitted to the Board of County Commissioners that the said streets have been paved in accordance with the specifications of the State Road Department as above set forth and that the dedicators of said streets have complied with all requirements;

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Lake County, Florida, that maintenance by Lake County be assumed upon the following streets in “Golden Heights Subdivision;”

Boyd Drive between Norman Drive and Marion Drive;

Branch Avenue between Sunset Drive and Marion Drive;

Sunset Drive between Ohio Avenue and Branch Avenue

BE IT FURTHER RESOLVED by the Board of County Commissioners of Lake County that when the following streets in Golden Heights Subdivision:

            Vincent Avenue between Ohio Avenue and Branch Avenue;

            Branch Avenue between Marion Drive and Vincent Avenue

have been paved in accordance with State Road Department specifications for Secondary Roads, that the County assume and take over the maintenance of said streets.

Lot H, Block 40, Tavares

Mr. Duncan reported that Mrs. Yates called him this morning and stated they will accept the County’s offer of $6,500.00 for the above listed property.

Mr. Duncan advised the Board that the County will have to buy the tax certificate #388 on Lots 3, 4, 5, 6 and 7 in Triangle Subdivision.  Motion by Commr. Theus seconded by Commr. Bishop and carried, that the statement of Frank E. Owens, Clerk of Circuit Court, in the amount of $71.00 to redeem tax certificate #388 covering payment of taxes for 1959 on Lots 3, 4, 5, 6 and 7 in Triangle Subdivision be approved for payment.

lake shepherd water problem

Mr. Goodson stated that the water problem at Lake Shepherd is similar to the problem at Lady Lake and the solution seems to be the construction of a canal between Big Schoolhouse Lake to right of way of SR 25, WHEREUPON, on motion of Commr. Theus seconded by Commr. Bishop and carried, the following Resolution was adopted:

WHEREAS, it has been brought to the attention of the Board of County Commissioners that excessive high water in Lake Shepherd and in Schoolhouse Lake, bordering the East and West sides, respectively of State Road 25 (U.S. 27) is, or will cause serious damage to said road and the right of way and to adjoining properties, said area being located approximately three miles North of the Town of Minneola;

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Lake County, Florida, that the State Road Department be requested to direct its Hydraulic Engineers to examine this critical area and to take such steps as may be necessary to reduce the high water level in that area before the pavement and the right of way for State Road 525 is more seriously damaged.

Zoning recommendations of the Zoning Commission filed by C. P. Goodson, Director:  (2 requests)

Motion by Commr. Theus seconded by Commr. Bishop and carried, the following Resolution was adopted:

WHEREAS, the Lake County Zoning Commission did, on the 4th day of August, A.D. 1960, after due notice of hearing called for that purpose, review applications for changes and revisions of the zoning of certain areas in Lake County and did approve said changes as requested in the particular applications hereinafter set forth; and the Board of County Commissioners of Lake County, having reviewed said applications and the recommendations of the Lake County Zoning Commission;

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Lake County, Florida, that the Zoning Rules and Regulations of Lake County be altered and amended as they pertain to the following tracts of land to the classification following each description:

1.     North 420 feet of the South 630 feet of the East 210 feet of the Northeast Quarter of the Southeast Quarter of Section 28, Township 19 South, Range 24 East, now zoned and classified as R-1 (Residential) be re-classified, amended, changed and rezoned to classification C-1 (Commercial).

2.     The East half of Northeast Quarter of the Northeast Quarter of Section 33, Township 19 South, Range 27 East, located East of the City Limits of Mount Dora and adjacent to Highway 46, now classified and zoned as C-3.  Upon the application of the City of Mount Dora for a variation from and permissive use of the above property for a city dump, upon the acquisition of a lease from the owners of said land and the necessary permits and consent from the adjoining property owners, the permissive use of said tract of land under classification C-3 is granted.

Motion by Commr. Theus seconded by Commr. Bishop and carried, that the following Resolution be adopted:

WHEREAS, it is a matter of common knowledge and concern that the railroad industry in this country is in a depressed state, and, because of such condition, railway services are depreciating; and the essential services performed by railroads may become more and more restricted; and

WHEREAS, various agencies of the Federal Government, because of this situation, have advocated that the railroads, in order to cope with increasing competition and rising costs, do something themselves to solve their problems and have expressly encouraged the consolidation and merger of railroad lines as a means of effecting economies; and

WHEREAS, Seaboard Airline Railroad Company and Atlantic Coast Line Railroad Company, in an effort to solve the problems themselves, have proposed a merger of their properties into one rail system and propose shortly to apply to the Inter-State Commerce Commission for approval of such merger; and

WHEREAS, the railroads are vitally interested in the attitude of the general public in such proposal and solicit expressions from public bodies;

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Lake County, Florida, that this Board go on record as commending the Seaboard Airline Railroad Company and the Atlantic Coast Line Company for making a direct effort through its own endeavors to meet the difficult problems confronting them and their industry today; and that this Board express its favor and approval of the proposed merger of their properties; and

BE IT FURTHER RESOLVED that a true copy of this Resolution be transmitted to the Inter-State Commerce Commission at such time as the merger application of the two railroads shall be filed.

WHEREAS, the Board of County Commissioners of Lake County, Florida, is informed that members of the Leesburg Micro Midget Association annually participate in the Micro Midget Races sponsored and held by the National Micro Midget Association, a sport that has gained national significance; and

WHEREAS, the Leesburg Micro Midget Association now owns and operates a race track for micro midget vehicles suitable for, and with sufficient parking area to accommodate a national meet of said Association; and

WHEREAS, Lake County, in the near vicinity of said race track, has accommodations suitable for the comfort of those attending micro midget races and invites those interested to visit Lake County and enjoy its natural beauties;

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Lake County, Florida, that the National Micro Midget Association be invited and urged to designate and hold the National Micro Midget Races for the year 1961 at the race track of the Leesburg Micro Midget Association located near Leesburg, Florida; and that this Board join with the Leesburg Micro Midget Association and other organizations and municipalities in Lake County in extending this invitation to the National Micro Midget Association.

Bishop and carried, that Clerk Owens be authorized to advertise in the Eustis Lake Region News for surfacing 7 roads in Lake County consisting of approximately 125,300 square yards.  (Lake Shore Drives, Eustis & Dora; Mt. Plymouth West to SR 431; Robie Street; Estes Road from SR 44 to SR 44-A; Emerald Acres; and Mansfield Road.
