MINUTES OF SPECIAL MEETING OF BOARD OF COUNTY COMMISSIONERS on

 monDAY – july 27, 1964

The Board of County Commissioners met in special session in the Pioneer Building in Tavares on Monday, July 27, 1964, at 9 o’clock A.M. for the purpose of hearing requests and complaints from the public in regard to the tentative budget for the fiscal year beginning on October 1, 1964 and ending September 30, 1965, as published in The Daily Commercial on July 17, 1964, and such other matters as may be brought before the Board.

The meeting was called to order by Chairman Babb with the following present:

 Commrs. Cowart Dykes and Livingston; Attorney Duncan and Doris Babb, Deputy Clerk.   Mr. Theus and Mr. Owens were absent.

Indigent

On motion of Commr. Livingston, seconded by Commr. Cowart and carried, a resolution was adopted regarding “Hospital Service for the Indigent” whereby Lake County agrees to provide an item in the 1964-65 budget known as “Lake County indigent Hospitalization Fund” in the amount of $31,200, which amount is not less than 50ȼ per capita of County funds based on the estimated population of the County for the current year.

Planning & zoning

Mr. Harry Adley of Adley Associates appeared at the request of the Board and submitted orally a figure of $26,350.00 for an 18 months planning program for the County.  Motion by Commr. Cowart, seconded by Commr. Dykes and unanimously carried, a resolution was adopted that subject approval of the form of contract presented by Adley Associates for planning and zoning work, that Adley Associates be employed as planning consultants for a price of $26,350.00.

Chairman Babb called for interested parties to be heard regarding the budget for the fiscal year 1964-65.

T. C. Hanson appeared and recommended that the Juvenile Court be separated from the County Judge’s jurisdiction due to the increasing juvenile problem.

On motion of Commr. Livingston, seconded by Commr. Dykes and unanimously carried, the budget as amended was adopted and the Clerk was instructed to forward two copies of same to the Comptroller – Tallahassee.

Roads – county  

On motion of Commr. Livingston, seconded by Commr. Cowart and carried, the Engineer was instructed to prepare specifications for resurfacing certain roads in District No. 4 and the Clerk was authorized to advertise same.  Bids to be received August 17th.

Roads – state

On request of Commr. Livingston, Attorney Duncan was instructed to contact the State Road Department regarding maintenance of Old SR 44 and SR 448.

Accounts allowed

On motion of Commr. Dykes, seconded by Commr. Cowart and carried, request of the Agricultural Agent to purchase used electric adding machine for $100.00 and tape recording machine at a cost not to exceed $170.00 was approved.

Motion by Commr. Livingston, seconded by Commr. Dykes and carried, request of the Clerk of Circuit Court was approved for additional sum of $400.00 for the purpose of paying State Trial Witnesses at the Spring Term of Circuit Court.

There being no further business to bring before the Board, the meeting adjourned.
