MINUTES OF special MEETING OF BOARD OF COUNTY COMMISSIONERS

 wednesday – july 27, 1966

The Lake County Board of Commissioners met in special session in the Commissioners’ Room in the Courthouse in Tavares on Wednesday, July 27, 1966, at 9:00 o’clock A.M. for the purpose of hearing requests and complaints from the public in regard to the tentative budget for the fiscal year beginning October 1, 1966 and ending September 30, 1967, and such other matter as may be brought before the Board.

The meeting was called to order by the Chairman with the following members present:  Chairman Theus, Commrs. Cowart, Dykes, Livingston and Babb.  Also present were Clerk Owens and Deputy Clerk Doris Babb.

Indigents

On motion of Commr. Dykes, seconded by Commr. Babb and carried, a resolution was adopted with reference to “Hospital Service for the Indigent,” whereby Lake County agrees to provide an item in the 1966-67 budget known as “Lake County Indigent Hospitalization Fund” in the amount of $31,000, which amount is not less than 50¢ per capita of County funds based on the estimated population of the County for the current year.

Budget – Oklawaha

On motion of Commr. Livingston, seconded by Commr. Babb and carried, the tentative budget for the Oklawaha Basin Recreation and Water Conservation and Control Authority for the 1966-67 fiscal year was approved as adopted by the Oklawaha Authority.

Budget

Letter from the Mayor of the city of Mount Dora was submitted with reference to the County providing ambulance service both inside and outside municipal limits.  Letter asked what provisions have been made in the budget to provide ambulance service for the entire County.  Clerk Owens was instructed to answer Mr. Willmott’s letter.

Mr. T. C. Hanson of Lady Lake appeared and complained of the County’s Surplus Commodity Program, recommended that the hyacinth spray program be in cooperation with the Game & Fresh Water Fish Commission, and opposed the Hospital Districts on the ground that they are unconstitutional.  Motion was made by Commr. Livingston, seconded by Commr. Babb and carried, that the Attorney be directed to request the opinion of the Attorney General regarding the constitutionality of the Hospital Districts.

Letter from the State Tuberculosis Board was presented advising that under the “Medicare Bill” reimbursement to the County will be revised according to the amount the hospitals receive from Medicare from the sixty-first day of the patient’s illness to the ninetieth day.

Request from the service Officer for increase in travel allowance in the amount of $200.00 was discussed and denied.  After discussing the excessive traveling of the Service Officer, the Board felt that a new directive should be issued that he curtail his traveling to stay within budget.

There being no objections or complaints, the budget as advertised was adopted as a tentative budget for the fiscal year 1966-67 on motion of Commr. Dykes, seconded by Commr. Babb and carried, and the Clerk was authorized to forward two copies of same to the Comptroller for approval.

 

There being no further business to bring before the Board, the meeting adjourned at 10:00 o’clock A.M.
