MINUTES OF special MEETING OF BOARD OF COUNTY COMMISSIONERS

 monday – may 27, 1968

The Board of County Commissioners of Lake County, Florida, met in special session on Monday, May 27, 1968 at 9:00 o’clock A.M. for the purpose of interviewing professional engineers with reference to water and sewage problems in Lake County, and to consider any other business which might be brought before the Board.

The Chairman called the meeting to order with the following members present:  Commissioner Babb, Chairman; Commissioners Theus, Cowart, Dykes and Windram.  Clerk Owens and Engineer Hays were present.

Public health

Clark, Dietz, and Associates of Sanford, Florida, were represented by Mr. B. C. Conklin and Mr. R. W. Madaus who presented slides and written report of the firm’s history and experience.

David B. Smith engineers, Inc. of Gainesville, Florida, were represented ty Dr. David B. Smith and Dr. David B. Lee.  Dr. Smith presented written outline of the scope of services to be performed.

Gee and Jenson Consulting Engineers, Inc. of West Palm Beach, Florida, were represented by Mr. T. B. Jenson, Mr. Anson B. DeWolf and Mr. W. B. Sydow, who gave oral outline of their recommendations for the study.

After the presentations were made by the three firms and the reports were reviewed by the Board, motion was made by Commissioner Theus that Gee and Jenson Consulting Engineers, Inc. be employed to make the preliminary survey pertaining to a county-wide water and sewage master plan, which service will include application for federal assistance.  The motion was seconded by Commissioner Dykes and unanimously carried.

Mr. L. A. Rees of Western Shores Mobile Home Subdivision appeared and requested the Board to reconsider exempting the subdivision which is under construction, from the requirements of the water and sewage policy adopted by the Board on April 1, 1968.  Mr. Rees stated the plans will be changed so that all lots will be a minimum of 12,500 sq. ft.  On motion of Commissioner Dykes, seconded by Commissioner Cowart and carried, a resolution was adopted that the following described lands be excluded from the requirements of the policy relative to water and sewage requirements, adopted on April 1, 1968:

                        Government Lot 4, less the South 200 feet thereof;

                        Government Lots 3 and 5; All being in Sec. 7,

                        Tp. 19 S., R. 26 E.

Road maintenance

On motion of Commissioner Dykes, seconded by Commissioner Theus, the Engineer was instructed to stabilize the parking lot at the Lake Sumter Junior College.

Licenses & permits

On motion of Commissioner Dykes, seconded by Commissioner Cowart and carried, firearms bonds for the following were approved:

                        R. A. Clarke

                        Winifred C. Bradley

Elections – primary

Notice for the Canvassing board for the Second Primary Election was submitted and Commissioner Cowart was appointed to serve with Chairman Babb on the Board.

accounts allowed

On motion of Commissioner Dykes, seconded by Commissioner Theus and carried, the Clerk was authorized to issue check in the amount of $150.00 to the County Engineer, Gordon Hays, Jr., to be used as change fund of $50. in each of the Motor Vehicle Inspection Stations.

There being no further business to bring before the Board, the meeting adjourned at twelve o’clock noon.
