MINUTES OF REGULAR MEETING OF the BOARD OF COUNTY COMMISSIONERS

 MONDAY – SEPTEMBER 14, 1970

The Board of County Commissioners of Lake County, Florida, convened in regular session in the Commissioners’ Room in the Courthouse, Tavares, Florida, on Monday, September 14, 1970, at 9:00 o’clock A.M. with the following members present:  James R. Carson, Jr., Chairman; Alex J. Macdonell, J. M. Hoskinson, Thomas J. Windram, and Kenneth VanAuken.  Others present were:  County Attorney Christopher C. Ford, Clerk of Circuit Court Frank E. Owens and Deputy Clerk Norma H. Coven.

The meeting was called to order by the Chairman and the invocation was given by Commr. VanAuken and the Pledge of Allegiance to the Flag was recited by all.

Representatives from the City of Eustis, Lake County Chamber of Commerce, Lake County Fair Association and Lake County Federated Garden Clubs were present relative to renegotiating the contract concerning the management of the Fair Grounds.  City Attorney Neal Huebsch submitted the City’s proposal and Chairman Carson counteracted with the following proposal:

Lake County will contribute $20,000 in improvements during the next fiscal year to make the complex a more suitable convention center.  The City of Eustis will assume the cost and responsibility for municipal services, including fire and police protection, water and sewer service and ground maintenance.  The City will contribute $2500 per year to the facility and will be granted seven (7) days free use per year.  Lake County Chamber of Commerce will continue to manage the facility.

After a lengthy discussion and after the representatives left the meeting to discuss the proposals, a committee of seven was appointed by Chairman Carson to study the proposals and make recommendations to the Board as soon as possible.  The committee will be comprised of the following:  Two representatives from the City of Eustis, Mr. Hart of the Chamber of Commerce, Mr. Norris of the Fair Association, one member of the Federated Garden Clubs, Commrs. Windram and Hoskinson representing the Board.

It now being the time advertised to receive bids for annual requirements, the Chairman directed the Clerk to open the bids and the Engineer to tabulate same, whereupon, the following bids were received:

On motion of Commr. VanAuken seconded by Commr. Hoskinson and carried, the bid from Mid-Florida Gas Company to furnish propane gas to Lake County at a price of 14¢ per gallon was accepted.

On motion of Commr. Macdonell seconded by Commr. Hoskinson and carried, the bid from Motorola Communications & Electronics, Inc. for maintenance of Lake County’s two-way radio communications system was accepted as the lowest and best bid.

On motion of Commr. Hoskinson seconded by Commr. Windram and carried, the other bids were referred to the Engineer for study and recommendation to the Board.

It now being the time advertised to receive bids for the Sale and Removal of Buildings located on Ruby Street between Sinclair and Barrow Avenues in Tavares, the Chairman directed the Clerk to open and tabulate the bids.  Clerk Owens reported receiving the following bid:

            Frank W. Wagner Excavating                                    $2,750.00

On motion of Commr. Windram seconded by Commr. VanAuken and carried, the bid from Mr. Wagner was rejected.

Commr. Macdonell moved that Mr. Hoskinson be authorized to negotiate for the removal of the buildings, with the exception of the concrete slab, cost not to exceed $1,000.00.  The motion was seconded by Commr. Windram and carried.

recess and reassembly

The meeting recessed for lunch at 12:00 o’clock and reconvened at 2:00 o’clock P.M. to take care of the remaining items of business.

bids

On motion of Commr. Hoskinson seconded by Commr. VanAuken and carried, the Board authorized bids for four (4) new sedans and three (3) new pickup trucks.  Bids to be received October 12, 1970.

appointments

Chairman Carson instructed the Clerk to request from the Lake County Farm Bureau three names representing the agricultural industry to be considered by the Board for appointment to the Pollution Control Board.

elections – primary

Attorney discussed the ballot for the First Primary for Precinct No. 15, and advised that the law specifies that the 1,000 registered voters is meant to apply to each party and not as total of 1,000 voters for all parties.  He recommended that the ballot for the Second Primary for Precinct No. 15 show the names of the two candidates for precinct committeemen receiving the highest number of votes in the First Primary, i.e., Harold N. Allison and William J. Prior.  On recommendation of the Attorney and on motion of Commr. Hoskinson seconded by Commr. Windram and carried, the Board instructed the Clerk to place the names of Harold N. Allison and William J. Prior on the Second Primary Ballot, and the candidate receiving the largest number of votes be declared elected.

tax delinquent

On recommendation of the Attorney and on motion of Commr. Hoskinson seconded by Commr. VanAuken and carried, the Clerk was authorized to redeem Tax Certificate #83, dated May 31, 1968 issued to Peter H. or Ruth M. Johnson in the amount of $63.17.  Mr. Ford informed the Board the land involved was dedicated to the public for road purposes on May 11, 1968.  He was instructed to request the original owner to reimburse the County for the tax certificate.

salaries and wages

On motion of Commr. Windram seconded by Commr. Hoskinson and carried, the Board approved the employment of the following persons:

Building Department – Secretary – Dorothy Calvin effective 9/1/70, annual salary $3600.00.

 

Juvenile Court – Secretary part-time – Anita Lynn effective 9/1/70, monthly salary $166.66.  Effective 10/1/70 full time, annual salary $3600.00.

 

On motion of Commr. Windram seconded by Commr. VanAuken and carried, the Board approved accumulated sick leave of eight (8) days and twelve days’ vacation for Emily Helms.

On motion of Commr. Hoskinson seconded by Commr. VanAuken and carried, the Board approved the following transfers:

Sheriff’s Budget         -           $4,000.00 from the Contingency Item as follows:

                                                  2,500.00 to Equipment (new phone equipment)

                                                  1,500.00 to Expenses other than salaries (Polygraph Operator)

 

General Fund              -           $560.00 from Contingency Item to Acct. #55702-1 Salary

On motion of Commr. Windram seconded by Commr. VanAuken and carried, the Board approved payment of $65.00 to Dorothy Woodford for compiling list of 1970-71 license tags by names and addresses for use by the Highway Patrol.

Requisition from the Sheriff in the amount of $38,279.30 was approved on motion of Commr. Hoskinson seconded by Commr. VanAuken and carried.

On motion of Commr. Hoskinson seconded by Commr. Macdonell and carried, Medicaid bills for May and June were approved in the amount of $8,736.01.

Request from Lake County Chamber of Commerce for $2,083.37 was approved on motion of Commr. VanAuken seconded by Commr. Hoskinson and carried.

Payment to the Department of Public Safety in the sum of $1,487.00 for 10,000 inspection certificates was approved on motion of Commr. Hoskinson seconded by Commr. Windram and carried.

On motion of Commr. Hoskinson seconded by Commr. Windram and carried, statement from Friden Division, Singer Co. in the amount of $795.00 was approved.  Calculator for the Engineer’s Office.

Payment to Shoup Voting Machine Corp. of $8,186.70 in accordance with the contract was approved on motion of Commr. Windram seconded by Commr. VanAuken and carried.

On motion of Commr. Hoskinson seconded by Commr. VanAuken and carried, the Board approved statement from Duncan and Ford, Attorneys, in the sum of $2,350.00 for services rendered the Pollution Control Board.

On recommendation of the Attorney and on motion of Commr. VanAuken seconded by Commr. Windram and carried, the Board approved medical and hospital bills in the amount of $791.20 for prisoner injured by a County truck.

On motion of Commr. Hoskinson seconded by Commr. VanAuken and carried, the Board approved the purchase of one Criminal Docket from Bowen Supply Company for $130.00, and two Acme Visible Micro-film cabinets from Simons Office Equipment, Inc. for $404.70 each, for the Clerk’s Office.

On motion of Commr. Hoskinson seconded by Commr. Windram and carried, the County Agent was authorized to have the weather service circuit connected from November 1, 1970 through March 31, 1971.

Request from the Small Claims Office to purchase three (3) docket books from Link Stationery & Supply for $303.99 was approved on motion of Commr. Windram seconded by Commr. VanAuken and carried.

Cost of Fidelity Bond insuring the County Engineer was approved on motion of Commr. Windram seconded by Commr. VanAuken and carried.

On motion of Commr. Macdonell seconded by Commr. Windram and carried, the Board approved final payment on the Certificates of Indebtedness – Principal $175,000, Interest $2,625.

On motion of Commr. Macdonell seconded by Commr. VanAuken and carried, the Board approved travel expenses as follows:

Robert Oatman to attend Annual Research Conference of the Southern Building Code Congress, Atlanta, Georgia, October 31 – November 6, 1970.

 

J. W. Bryant to the Veterans Administration, St. Petersburg, September 16 and Orlando, September 23, to attend the Governor’s Committee on Employment of the Handicapped.

 

Royce Williams to attend training meeting on weeds and weed identification, Gainesville, September 30 and Florida Turf Grass Association annual meeting, Gainesville, October 6 – 8.

 

W. T. Mills to attend Child Care Conference, Orlando, September 17 and 18.

 

On motion of Commr. Windram seconded by Commr. Hoskinson and carried, the following vouchers were approved for payment:
