A SPECIAL MEETING OF THE BOARD OF COUNTY COMMISSIONERS

JULY 30, 1974

A special meeting of the Lake County Board of County Commissioners was held on Thursday, July 30, 1974, in the Commissioners’ Room, Courthouse, Tavares, Florida to discuss the budget for the Fiscal Year 1974-1975 and to meet with the Architects to discuss the renegotiation of their contract regarding the new Courthouse Complex.

The following members were present:  Glenn C. Burhans, Vice-Chairman; C.A. Deems; J. M. Hoskinson, and Thomas J. Windram.  Absent was James R. Carson, Jr., Chairman.

Others present were:  James C. Watkins, Clerk; Debby Potter, Deputy Clerk and Christopher C. Ford, County Attorney; was present at 11:30 P.M.

James C. Watkins, Clerk, gave the invocation and led the Pledge of Allegiance to the Flag.

Doris Babb, Deputy Clerk, presented a bill from Jack Jones, Architect, in association with Gutmann, Dragash and Matz, Architects Inc., in the amount of $47,139.60 in accordance with their contract.  On a motion by Commr. Deems seconded by Commr. Hoskinson and carried unanimously by those present, the Board authorized the payment of this bill.

Mrs. Babb presented a bill from King Heile Planning Group in the amount of $4,718.00 in accordance with their contract.  On a motion by Commr. Deems seconded by Commr. Windram and carried unanimously by those present, the Board authorized the payment of this bill.

mosquito control & salary and wages

Commr. Hoskinson reported that five men from the Road and Bridge Department are also working part-time driving the fogging truck.  They are being paid time and a half, which is $4.35 to $5.15 per hour.  Mr. Phil Yoder, Director of Mosquito Control states that budged monies for salaries is almost gone.  He requested the Board approve a raise in salary from $2.75 to $3.50 for a regular employee to drive the fogging truck.

On a motion by Commr. Hoskinson seconded by Commr. Deems and carried unanimously by those present, the Mosquito Control Department is authorized to pay the spray truck drivers $3.50 per hour.

On a motion by Commr. Hoskinson seconded by Commr. Windram and carried unanimously by those present, the Mosquito Control Department is to be paid twice a month effective August 1, 1974.

communications and road and bridge department

Commr. Burhans read a letter from the International Brotherhood of Firemen and Oilers requesting recognition as the exclusive bargaining agent for the Road and Bridge Department.  This letter is on file in the July Minute Folder 1974.

Christopher C. Ford, County Attorney, was present at this time.  He stated that he has not had time to research the bargaining law but he believes the State Board selects the bargaining agent.  He suggested that the Board meet with representatives from the Road and Bridge Department at the Board’s third meeting in August to listen to their complaints.  After much discussion, the Board, on a motion by Commr. Deems seconded by Commr. Hoskinson and carried unanimously by those present, requested Mr. Ford write a letter to the International Brotherhood of Firemen and Oilers stating their letter was received and that the matter will come up for discussion in August.

The Board met with Jack Jones, Architect, in join venture with Gutmann, Dragash and Matz, Architects that are designing the new Courthouse Complex to discuss the amendment of their contract to include the two Judicial Floors and other additional work items and to discuss their fee for these services.

Mr. Jack Jones, Architect, was present and also Mr. Charles Hendricks, representing Gutmann, Dragash, and Matz.  After much discussion on a motion by Commr. Deems seconded by Commr. Windram and carried unanimously by those present, the contract was renegotiated and payment for the additional work will be as follows:

The Vice-Chairman adjourned the meeting at 12:00 p.m. for lunch at the Pine Meadows Country Club.  The press and public were invited on a Dutch-treat basis.  The meeting reconvened at 1:30 P.M. and discussion of the 1974-1975 budget was taken up at this time.

roads-county

Commr. Windram presented a previous request by the Sylvan Shores Association for the County to take into its maintained County Road System the roads in Sylvan Shores that are traveled by the Lake County School buses.   There are four roads being used, three of which are already in the maintained County Road System, the fourth, Northland Road, is not presently being maintained.  Commr. Windram reported that Northland Road is in good condition and recommended it be taken into the County maintained road system.  On a motion by Commr. Windram, seconded by Commr. Deems and carried unanimously by those present, Northland Road was approved to be taken into the County maintained system.

There being no further business to be brought before the Board the meeting adjourned at 4:55 P.M.
