A special MEETING OF THE BOARD OF COUNTY COMMISSIONERS

april 29, 1975

The Lake County Board of County Commissioners convened in special session on Tuesday, April 29, 1975, at 9:00 a.m., in the Commissioners’ Room, Courthouse, Tavares, Florida to discuss and approve the drawings, plans and final contract documents for the new Lake County Courthouse.  Present were:  J. M. Hoskinson, Chairman; Thomas J. Windram; C.A. “Lex” Deems; Glenn C. Burhans; and James R. Carson, Jr.  Others present were: Christopher C. Ford, County Attorney, and Andrea Gambrell, Deputy Clerk.

Mr. Jackson Haddox, County Extension Agent, presented the report compiled by the Institute of Food and Agricultural Sciences of the University of Florida regarding the Agricultural Growth in an Urban Age.

Mr. Jack Jones, Architect, appeared before the Board and presented final plans and contract documents for the new Lake County Courthouse.  He stated that if it met with the approval of the Board, he would like to advertise for the acceptance of the bids for the construction of the Courthouse on June 3, 1975 at 4:00 p.m.

At this time, Commr. Hoskinson stated that he would like to take up a matter regarding the Certificates of Correction and Error that must be settled by May 1, 1975.  At the last meeting, the Board did not approve two certificates of Error and Correction; however, Mr. Stephens has informed him that the new assessments had gone out and the bills were paid in full.  On a motion by Commr. Carson, seconded by Commr. Deems and carried unanimously, the Board approved the Certificates of Error and Correction Numbered 04214 and 04221.

Discussion was resumed on the final drawings and contract documents of the new Lake County Courthouse.  Mr. Ford, County Attorney, stated that he would like to have an opportunity to confer with the Architect regarding certain items in the specifications to bidders.  Discussion was held.

On a motion by Commr. Carson, seconded by Commr. Windram and carried unanimously, the Board approved the drawings and contract documents as submitted by the Architects subject to the County Attorney’s approval of any changes he feels is necessary upon his review of the contract document with the Architects; also, the Board authorized the Architects to release these documents to the qualified bidders.

 On a motion by Commr. Carson, seconded by Commr. Deems and carried unanimously, the Board established June 3, 1975 at 4:00 p.m. to receive and open bids from contractors on the new Lake County Courthouse Project and stated that this notice to bidders should be advertised in the appropriate papers and literature known to the trade to obtain the widest circulation of this project as possible.  Commr. Hoskinson voted “no” because he thought that due to the economic situation, this is not the appropriate time to begin construction.  Commr. Burhans also voted “no.”

At this time, Commr. Carson reported that he had requested the Finance Department to research the various accounts to find out the amount of funds that would be available to finance this project.  He stated that through revenue sharing and the taxes levied for the construction of this building, there should be about $4,272,987 on hand.

Mr. Glenn Middleton, Building Inspector, appeared with three quotations for the replacement of the lights at the Agricultural Building Auditorium.  They are:

TRI-CONTRACTORS                        $1,678.00

JACK AND ANDY’S ELECTRIC     $1,622.00

JIMMY’S ELECTRIC                        $1,530.00

On a motion by Commr. Carson, seconded by Commr. Deems and carried unanimously, the Board approved the quotation submitted by Jimmy’s Electric, being the best and lowest of those received.  The Board also authorized the transfer of the necessary funds from the “Salaries” to “Maintenance of Building.”

On a motion by Commr. Carson, seconded by Commr. Deems and carried unanimously, the Board approved the Certificates of Error and Correction Numbered 04233 – 04248.

Commr. Carson presented a letter from the Department of Transportation informing the Board of a meeting on May 22, 1975 at the Presbyterian Church in Sorrento regarding State DOT Project No. 11130-1507; State Road 46 between State Road 500 and the Wekiva River.

There being no further business to be brought before the Board, the meeting was adjourned at 10:05 a.m.
