A special MEETING OF THE BOARD OF COUNTY COMMISSIONERS

august 13, 1975

The Lake County Board of County Commissioners convened in special session on Wednesday, August 13, 1975, to discuss with a representative from the Department of Revenue the salary increases of the Lake County Property Appraiser.  Present were:  Jim Hoskinson, Chairman; Thomas J. Windram; C.A. “Lex” Deems; Glenn C. Burhans; and James R. Carson, Jr.  Others present were: Dick Hennings, Acting County Attorney; Mr. Donald Stephens, Lake County Property Appraiser; Mr. John Forrestall, Chief of the Bureau of Assessing and Collecting in the Department of Revenue; and Andrea Gambrell, Deputy Clerk.

The Chairman explained to Mr. Forrestall that the County had adopted the policy of the State regarding increases in salaries for the 1975-1976 Fiscal Year.  Mr. Forrestall stated that many Counties had adopted this policy and that where such a policy existed his Department had done its best to honor it when reviewing the budgets of the Land Appraiser and Collector; however, he stated that it would be more beneficial for the County and his Department if it was a written policy.

Discussion was held regarding the need for job descriptions and a pay plan in Lake County.  Mr. Forrestall stated that this would help the Commissioners in the future when considering fiscal budgets.

Mr. Forestall stated that in view of the policy of Lake County, he would confer with Mr. Donald Stephens, Lake County Property Appraiser, and establish new figures for his 1975-1976 Budget year.

At this time, the Board of County Commissioners asked if it would have an opportunity to review the Collector’s Budget before it was approved.  Mr. Forestall stated that the Statutes did not provide for the County to review the Collector’s Budget.  Commr. Hoskinson brought to the attention of the Board that Mrs. Doris Babb, Deputy in Charge of the Finance Department, had informed him that there was a Special Act for Lake County providing the Commissioners the opportunity to review the Budget of the Tax Collector.  The Chairman asked that the County Attorney research this and report back to the Board.

Mr. Forrestall stated that upon receipt of a written resolution from the Board of County Commissioners, he would confer with Mr. Stephens regarding his 1975-1976 Budget and would also take the County’s policy into consideration when reviewing the Budget of the Tax Collector.

On a motion by Commr. Deems, seconded by Commr. Burhans and carried unanimously, the Board adopted a resolution stating that excluding cases of exceptional merit, the Board of County Commissioners was not granting across the Board salary increases during the 1975-1976 Fiscal Year.

On a motion by Commr. Carson, seconded by Commr. Deems, the Board approved the appeal forms as completed by the Clerk’s Office regarding the Budget of the Lake County Property Appraiser and authorized them to be delivered to Mr. John Forestall.

 

There being no further business to be brought before the Board, the meeting was adjourned at 10:25 a.m.
