A SPECIAL MEETING OF THE BOARD OF COUNTY COMMISSIONERS

APRIL 7, 1978

            The Lake County Board of County Commissioners convened in Special Session on Friday, April 7, 1978, at 10:00 a.m. in the Board of County Commissioners’ Room, Courthouse, Tavares, Florida.  Present were:  James R. Carson, Jr., Chairman; Thomas J. Windram; Glenn C. Burhans; C.A. “Lex” Deems; and J.M. Hoskinson.  Others present were:  James C. Watkins, Clerk; Christopher C. Ford, County Attorney; Michael Willett, Director of Planning; Nancy Cox, Associate Planner; Nadine Kennedy, Executive Secretary; Brad Dixon, a member of the Overall Economic Development Committee for Lake County; Andrea Gambrell, Deputy Clerk; and Shirley Wilson, Deputy Clerk.

            Commr. Carson announced that the Special Meeting had been called to study and approve the proposed Overall Economic Development Plan for Lake County as written by the Lake County Planning Department.

            PLANNING AND ZONING

            Mr. Willett stated that at the Board Meeting of April 4, 1978, the Board was concerned as to how the Lake County Industrial Board would be created, as proposed in the Plan.  He stated that the Leesburg Development Committee would be formed through the cooperate effort of the Leesburg Development Committee, Tavares Development Commission, the Clermont Development Commission, and the various Chambers of Commerce.  Points of discussion were:  If the Lake County Industrial Board would expect to receive funds from the Board of County Commissioners, for its operation, the repercussion which could develop, should the above-mentioned organization not be able to work together to form the Lake County Industrial Board with equal representation.  The Board also was concerned as to whether or not the Industrial Board would be a non-profit organization which would enable it to utilize CETA workers.

            Commr. Carson voiced his feeling that he did not feel the need to mention, in the Economic Plan, the creation of a central library system nor fire protection coverage in the unincorporated areas of the County.  Mr. Willett stated that this was not essential and could be omitted.  Therefore, the Board requested that the last sentence in Paragraph #1 on Page 85 be omitted.

            Commr. Hoskinson stated that in his opinion there was no need to mention the resort tax in this Economic Plan.  He stated that Lake County at this time had not discussed the implementation of this tax and felt that it need not be mentioned and therefore suggested that Paragraph 2 on Page 88 addressing the above tax be omitted from the Plan.

            Further discussion was held.  The Board also requested that the second sentence in Paragraph 2 on Page 72 be deleted.

            On a motion by Commr. Burhans, seconded by Commr. Windram and carried unanimously, the Board adopted and approved the Lake County Overall Economic Development Plan as amended by the Board of County Commissioners.

            There being no further business to be brought before the Board, the meeting was adjourned at 11:15 a.m.
