A REGULAR MEETING OF THE PROPERTY APPRAISAL ADJUSTMENT BOARD

The Property Appraisal Adjustment Board (PAAB) met in Regular Session on Wednesday, August 22, 1979, at 9:05 A.M., in the Commissioner's Meeting Room, Lake County Courthouse, Tavares, Florida. Members present were: Commr. C.A. "Lex" Deems, Co-Chairman; Commr. Glenn C. Burhans; Commr. Thomas J. Windram, Chairman, (arriving at 11:25 A. M.); Mrs. Joan Brown; and Mr. Donald Berry. Others present were: Ed Havill, Property Appraiser; Sandy Minkoff, Representing the County Attorney's Office; and Pat Shirah, Deputy Clerk.
PROPERTY APPRAISAL ADJUSTMENT BOARD/HOMESTEADS APPROVED
On a motion by Mr. Berry, seconded by Commr. Burhans and carried unanimously, the following Homesteads were approved by Mr. Havill's Office prior to this meeting:

PETITION 1979-l -- Robert Maxwell
No one appeared before the Board regarding this Petition.
On a motion by Mr. Berry, seconded by Commr. Burhans and carried unanimously, the Board upheld the recommendation of the Property Appraiser and denied Agricultural Exemption due to the Petitioner filing after March 1, 1979.
PETITION 1979-3 and 1979-4 -- Royston Miller
No one appeared before the Board regarding this Petition.
On a motion by Commr. Burhans, seconded by Mrs. Brown and carried unanimously, the Board upheld the Property Appraiser's Assessment. The grover, Mr. Havill felt, was in line with overall Assessments of other groves in Lake County.
PETITION 1979-3 and 1979-4 -- Royston Miller
Dr. Miller and Charlotte Miller appeared before the Board regarding this Petition. The Millers were late due to the fact they could not find the Board Room.
On a motion by Mr. Berry, seconded by Commr. Burhans and carried unanimously, the Board agreed to rehear the Petition. Mr. Havill suggested the Millers go to the Property Appraiser's office themselves and see Mr. Loflin to compare their grove assessments with other groves in Lake County and return at 1:15 P.M. with their findings.
On a motion by Commr. Burhans, seconded by Mr. Berry and carried unanimously, the Board approved Mr. Havill's recommendation to rehear the Petition at 1:15 P.M.
PETITION 1979-5 -- Lake County Chamber of Commerce
Mr. Dennis Horton, Attorney, and Mr. Robert Dunbar, President of the Lake County Chamber of Commerce, appeared before the Board regarding this Petition.
On a motion by Mrs. Brown, seconded by Mr. Berry and carried unanimously, the Board overruled the Property Appraiser and the Tax Exemption was granted, the Chamber gives a Governmental Service.
PETITION 1979-172 -- Braxton W. Price
No action was necessary. The Board acknowledged receipt of a written withdrawal from Dr. Price.
PETITION 1979-7 -- Paul Cox
Mr. Cox appeared before the Board regarding this Petition.
On a motion by Mrs. Brown and seconded by Mr. Berry and carried unanimously, the Board overruled the Property Appraiser's Assessment of $38,010.00 and lowered it to $36,120.00 due to the confusion and possibility that the small piece of property could have been added to the larger parcel and also assessed separately.
PETITION 1979-8 -- Florida Gulf Realty Trust - Guy L. Douglas, Agent
No one appeared before the Board regarding this Petition.
On a motion by Commr. Burhans, seconded by Mr. Berry and carried unanimously, the Board upheld the Property Appraiser's Assessment, the Board felt the Golden Triangle Shopping Center Assessment was in line with other shopping centers in this area.
RECESS AND REASSEMBLY
At 10:45 A.M. the Board recessed for fifteen minutes. The Board reconvened at 11:00 A.M.
PETITION 1979-9 -- Donald H. Tracy
Mr. Tracy appeared before the Board regarding this Petition.
On a motion by Mrs. Brown, seconded by Commr. Burhans and carried unanimously, the Board upheld the recommendation of the Property Appraiser due to the Petitioner filing after March 1, 1979.
PETITION 1979-10 -- Astor Community Association, Inc.
Mr. William B. Culpepper, Jr. appeared before the Board regarding this Petition.
On a motion by Mrs. Brown, seconded by Mr. Berry and carried unanimously, the Board upheld the recommendation of the Property Appraiser due to the Petitioner filing after March 1, 1979.
Commr. Burhans abstained from the vote due to his involvement with the Association.
PETITION 1979-11 -- Robert E. Shiffer
No action was necessary; the Board acknowledged receipt of a written withdrawal from Mr. Shiffer.
PETITION 1979-6 -- Victoria C. Adair
Ms. Adair appeared before the Board regarding this Petition.
On a motion by Commr. Deems, seconded by Commr. Burhans and carried unanimously, the Board upheld the Property Appraiser and denied the Agriculture Exemption, the property was not being used for agriculture purpose as of January 1, 1979.
PETITION 1979-171 -- John E. Hyatt
Myrtle and Betty Hyatt appeared before the Board regarding this Petition.
On a motion by Commr. Deems, seconded by Mrs. Brown and carried unanimously, this case was postponed until 1:15 P.M. Mr. Havill will research the other property in Mr. Hyatt's name and report back to the Board.
RECESS AND REASSEMBLY
At 12:00 noon the Board recessed for one hour for lunch. The Board reconvened at 1:00 P.M.
PETITION 1979-3 and 1979-4 -- Royston Miller
No action was necessary; the Board acknowledged receipt of a written withdrawal from Dr. Miller.
PETITION 1979-171 -- John E . Hyatt
Myrtle and Betty Hyatt appeared before the Board again regarding this Petition.
On a motion by Commr. Deems, seconded by Commr. Burhans and carried unanimously, the Board overruled the Property Appraiser's Assessment and lowered the assessment on Mr. Hyatt's property from $21,600.00 to $15,700.00 because the property is being used for agriculture purposes.
PETITION 1979-12 -- Werner Heinrich
Mr. Jim Little, Property Appraiser's Office, appeared before the Board regarding this Petition.
On a motion by Commr. Burhans, seconded by Mrs. Brown and carried unanimously, the Board upheld the Property Appraiser's Assessment.
PETITION 1979-13 -- Neal D. Huebsch
No action was necessary; the Board acknowledged receipt of a written withdrawal from Mr. Huebsch.
PETITION 1979-14 -- Mercer Plastics Company, Inc.
No one appeared before the Board regarding this Petition.
On a motion by Commr. Burhans, seconded by Mrs. Brown and carried unanimously, the Board upheld the Property Appraiser's Assessment.

At 1:35 P.M. the Board recessed for forty (40) minutes. The Board reconvened at 2:15 P.M.
PETITION 1979-16 -- Triangle Oil Corp.
Mr. Jim Little, Property Appraiser's Office, appeared before the Board regarding this Petition.
On a motion by Commr. Deems, seconded by Mr. Berry and carried unanimously, the Board upheld the Property Appraiser's Assessments.
PETITION 1979-17 -- Leonard R. Kurtz
No one appeared before the Board regarding this Petition.
On a motion by Mr. Berry, seconded by Mrs. Brown and carried unanimously, the Board upheld the Property Appraiser's Assessment.

On a motion by Mr. Berry, seconded by Mrs. Brown and carried unanimously, the Board upheld the Property Appraiser's decision and denied Homestead Exemption due to the Petitioner not being a legal resident of Lake County, Florida, as of January 1, 1979.

Mrs. Hollis appeared before the Board regarding this Petition.

Mr. Russell appeared before the Board regarding this Petition.
On a motion by Mr. Berry, seconded by Commr. Burhans and carried unanimously, the Board upheld the Property Appraiser’s decision and denied Homestead Exemption due to the Petitioner not filing before March 1, 1979.
COMMUNICATIONS
On a motion by Mr. Berry, seconded by Commr. Burhans and carried unanimously, the Board decided that a reminder should be sent in January, 1980, to those people who were late in filing for Homestead in 1979, not to include those turned down for not being legal residents of Lake County, Florida, as of January 1, 1979.
