June 24, 1980

The Lake County Board of County Commissioners met in Special Session on Tuesday, June 24, 1980, at 1:30 P.M. in the Board of County Commissioners' Meeting Room, Courthouse, Tavares, Florida. Commissioners present were: C. A. "Lex" Deems, Chairman: Thomas J. Windram; James R. Carson, Jr.: Commr. Glenn C. Burhans present at 2:41 P.M. Others present were: James C. Watkins, Clerk; Donald W. Smalt, Executive Assistant to the Clerk; Harold Koppel, Finance Director; Pat Willman, Deputy Clerk.

Discussion occurred regarding tentative budget request with the following results:


Lake County Nutrition Program Approved

(Meals On Wheels)

Lake County Sheriff's Department Due to uncertanties regarding the Trim Bill, the Board requested the Sheriff come back before the Board at a later date.


Discussion occurred regarding the Trim Bill and its' effect on the budget request. Sandy Minkoff, County Attorney's Office, stated he had not studied the Bill in its' entirety, however, he felt the County could not spend money without adopting at least a tentative budget.

Emergency Services Eliminate $2,500 from Maintenance of Equipment; Copier at $4,621.00; Copier stand at $229.00. Review for possible decreases in other areas also.

Lake County Family Health Council Approved at 10,000 temporally

Lake Sumter Community Mental Health Approved at last years figure ($80,000.00)

District III Mental Health Approved

Welfare Approved at $432,131.00

(Sunrise Workshop included)

Animal Control Review at a later date.

Nursing Home Commr. Burhans to check with Mr . Strickland, Nursing Home Director, regarding Contractual Services and Other Expenses.

Fairgrounds Approved

Expo & Farmer's Market Approved Two maintenance employees to be placed under maintenance budget for utilization at fairgrounds during certain months and courthouse maintenance during other months



Agriculture Approved temporarily, review at later date.

Lake Soil & Water Conservation District Eliminate new position

request (Conservation Technician) at $11,500.00. Approved at $28,065.00 total

Pollution Review at later date.

Need breakdown on equipment request

Circuit Judges Approved temporarily,

check with Judge Aulls & Sheriff regarding salary for new baliff position requestd.

Auto Inspection Approved

Medical Examiner Approved

County Judges Eliminate Memory Typewriter, Approved total of $12,325.00

State Attorney Approved

Public Defender Approved

There being no further business to be brought to the attention of the Board, the meeting adjourned at 4:35 P.M. The Chairman announced the Board would meet on Thursday, June 26, 1980, at 1:30 P.M. for a budget workshop meeting. The Board reconvened at 4:45 P.M. for an additional item of business.

On a motion by Commr. Burhans, seconded by Commr. Carson and carried, the Board authorized a Public Hearing regarding Special Assessment Road Projects, to be held on August 5, 1980, at 10:00 A.M. Commr. Windram was not present for the vote.

There being no further business to be brought to the attention of the Board, the meeting adjourned at 4:50 P.M.
