A REGULAR MEETING OF THE PROPERTY APPRAISAL ADJUSTMENT BOARD
December 10, 1980
The Property Appraisal Adjustment Board met in Regular Session on Wednesday, December 10, 1980, at 9:00 A.M. in the Commissioner's Meeting Room, Lake County Courthouse, Tavares, Florida. Members present were: Commr. C. A. "Lex" Deems, Chairman; Commr. Glenn C. Burhans, Co-Chairman; Commr. James R. Carson, Jr.; Miss Elzie Zellman and Mr. Jim Dunaway. Others present were: Ed Havill, Property Appraiser; Sandy Minkoff, Representing the County Attorney's Office and Pat Shirah.
PETITION 1980-136 -- Maria Aschmutat
MS. Aschmutat appeared before the Board regarding this Petition. Ms. Aschmutat stated she agreed with Mr. Havill's assessment on her property but did not agree with the purposed taxes.
On a motion by Commr. Carson, seconded by Commr. Burhans and carried unanimously, the Board upheld the Property Appraiser's assessment of $27,350.00.
PETITION 1980-135 -- Barbara M. Pokusa
Ms. Pokusa appeared before the Board regarding this Petition. Ms. Pokusa stated she agreed with Mr. Havill's assessment on her property but did not agree with the purposed increase in taxes.
On a motion by Commr. Carson, seconded by Commr. Burhans and carried unanimously, the Board upheld the Property Appraiser's assessment of $20,790.00.
PETITION 1980-128 -- John M. Taylor
No one appeared before the Board regarding this Petition.
On a motion by Commr. Burhans, seconded by Mr. Dunaway and carried unanimously, the Board upheld the Property Appraiser's
assessment of $7,500.00.
PETITION 1980-132 -- Doris A. Dunken
Ms. Dunken appeared before the Board regarding this Petition.
Ms. Dunken stated she agreed with Mr. Havill's assessment on her property but did not agree with the purposed increase in taxes.
On a motion by Commr. Burhans, seconded by Mr. Dunaway and carried unanimously, the Board upheld the Property Appraiser's
assessment of $28,260.00.
PETITION 1980-133 -- Marion V. Webb
Mr. Webb appeared before the Board regarding this Petition.
Mr. Webb stated he did not agree with Mr. Havill's assessment of his property. He felt the assessment was too high.
On a motion by Mr. Dunaway, seconded by Commr. Carson and carried unanimously, the Board upheld the Property Appraiser's
assessment of $35,300.00.
PETITION 1980-134 -- Felix M. Stevens
Mr. and Mrs. Felix Stevens appeared before the Board regarding this Petition.
Mr. and Mrs. Stevens stated they did not agree with Mr. Havill's assessment of their property in comparison with other homes in their area. They felt their assessment was too high.
Pictures and drawings of their home and other homes in their area were made a part of the record.
On a motion by Commr. Burhans, seconded by Commr. Carson and carried unanimously, the Board postponed this case until later in the day to enable Mr. and Mrs. Stevens to go to the Property Appraiser's Office to obtain more information.
PETITION 1980-137 -- Florence Adele
Ms. Florence Adele appeared before the Board regarding this Petition.
Ms. Adele stated she did not agree with the Property Appraiser's assessment of her property. She felt the assessment was too high.
On a motion by Commr. Burhans, seconded by Mr. Dunaway and carried unanimously, the Board upheld the Property Appraiser's assessment of $3,200.00.
PETITION 1980-180 -- Wekiva River Acres Property Owners Assoc.
Mr. Paul Lorentz, representing Wekiva River Acres Property Owners Association appeared before the Board regarding this Petition.
Mr. Lorentz stated he wished to have the case postponed until December 11, 1980 to enable him to have a private appraiser appraise the property.
The Property Appraiser stated he would be more than happy to have someone from his office meet with Mr. Lorentz's private appraiser.
The Board recommended Mr. Lorentz come back to the Board December 11, 1980 for further discussion.
PETITION 1980-134 -- Felix M. Stevens
Mr. and Mrs. Stevens returned with Mr. Williams from the Property Appraiser's Office.
On a motion by Commr. Carson, seconded by Commr. Burhans and carried unanimously, the Board upheld the Property Appraiser's assessment of $55,820.00.
PETITION 1980-138 -- Richard D. Williams
No one appeared before the Board regarding this Petition.
Sandy Minkoff, County Attorney's Office, read a letter from Mr. Williams stating the assessment is too high.
On a motion by Commr. Burhans, seconded by Mr. Dunaway and carried unanimously, the Board upheld the Property Appraiser's assessment of $23,220.00.
PETITION 1980-139 -- William C. Tremear
No one appeared before the Board regarding this Petition.
On a motion by Commr. Burhans, seconded by Commr. Carson and carried unanimously, the Board upheld the Property Appraiser's assessment of $19,670.00.
PETITION 1980-140 -- Nancy C. Neff
No one appeared before the Board regarding this Petition.
On a motion by Commr. Burhans, seconded by Mr. Dunaway and carried unanimously, the Board upheld the Property Appraiser's assessment of $7,200.00.
PETITION 1980-141 -- Robert W. Holt
No one appeared before the Board regarding this Petition.
Sandy Minkoff, County Attorney's Office, read a letter from Mr. Holt stating the assessment is too high.
On a motion by Commr. Burhans, seconded by Mr. Dunaway and carried unanimously, the Board upheld the Property Appraiser's assessment of $48,000.00.
PETITION 1980-143 -- Mark A. Bratton
No one appeared before the Board regarding this Petition.
On a motion by Mr. Dunaway, seconded by Commr. Carson and
carried unanimously, the Board upheld the Property Appriaser's
assessment of $28,290.00.

On a motion by Commr. Burhans, seconded by Mr. Dunaway and carried unanimously, the Board upheld the Property Appraiser's
assessment of $8,720.00.
PETITION 1980-20 -- Thomas T. DeFabritis
Mr. DeFabritis appeared before the Board regarding this Petition. and showed proof of being a legal Lake County, Florida resident.
On a motion by Mr. Dunaway, seconded by Commr. Burhans and carried unanimously, the Board granted Homestead Exemption as recommended by Mr. Havill.

PROPERTY APPRAISAL ADJUSTMENT BOARD/HOMESTEADS APPROVED
On a motion by Commr. Burhans, seconded by Commr. Carson and carried unanimously, the Board approved Homesteads (Attachment A) which were approved by Mr. Havill's Office prior to this meeting.

PETITION 1980-34 -- Everitt K. Hamilton
Mr. and Mrs. Hamilton appeared before the Board regarding this Petition, and presented proof of being a legal resident of Lake County, Florida.
On a motion by Commr. Burhans, seconded by Commr. Carson and carried unanimously, the Board granted Homestead Exemption due to the Petitioner showing proof of being a legal resident of Lake County, Florida.
PETITION 1980-16 -- Mary M. Cota
No appeared before the Board regarding this Petition.

Sandy Minkoff, County Attorney's Office read a letter from Mr. Coulson stating that he is in the service at present; however when he is not this is his legal residence. Mr. Minkoff also stated he felt Mr. Coulson had legal title to the property even though it is in the form of a Life Estate Deed.
On a motion by Commr. Burhans, seconded by Commr. Carson and carried unanimously, the Board granted Homestead Exemption upon the recommendation of the County Attorney's Office.

No one appeared before the Board regarding this Petition.
On a motion by Commr. Carson, seconded by Commr. Burhans and carried unanimously, the Board upheld the recommendation of the Property Appraiser and denied Homestead Exempttion due to the Petitioner not having a legal title in his name as of January 1, 1980.
PETITION 1980-189 -- James Moody
Mr. Moody and Mr. Moody's son appeared before the Board regarding this Petition, and stated the assessment had tripled since last year and they felt the assessment was too high.
On a motion by Mr. Dunaway, seconded by Commr. Carson and carried unanimously, the Board postponed this case until the afternoon session to allow Mr. Moody to go to the Property Appraisers Office and look at surrounding property owner's assessments.
Mr. Moody stated he would not be able to stay due to prior appointments, but after going to the Property Appraisers Office they would allow a representative from the Property Appraisers Office report back to the Board.

PETITION 1980-162 -- C. H. Stratemeyer
Mr. Stratemeyer appeared before the Board regarding this Petition, and stated he agreed with the Property Appraiser's assessment of the home, but felt the land assessment was too high. Mr. Stratemeyer also stated he had been assessed for a boathouse that he did not have.
On a motion by Mr. Dunaway, seconded by Commr. Carson and carried unanimously, the Board lowered the Property Appraisers assessment from $81,970.00 to $81,550.00 excluding the boathouse.

Mr. Sellar appeared before the Board regarding this Petition, and stated he had overlooked applying for Greenbelt.
On a motion by Commr. Carson, seconded by Commr. Burhans and carried unanimously, the Board lowered the Property Appraiser's assessment to $25,000.00 due to the Petitioner showing the property is being used in an Agriculture Endevor.

Mr. and Mrs. Edward Paluck appeared before the Board regarding this Petition, and showed the Board a Lake County, Florida Voters Registration as proof of residency.
Mr. Dunaway made a motion to grant the Petitioner Homestead Exemption, but after further discussion Mr. Dunaway withdrew his motion.

On a motion by Commr. Burhans, seconded by Miss Zellman and carried unanimously, the Board upheld the recommendation of the Property Appraiser and denied Homestead Exemption due to the Petitioner not having legal title to the property as of January 1, 1980.

No one appeared before the Board regarding this Petition.
On a motion by Commr. Burhans, seconded by Commr. Carson and carried unanimously, the Board upheld the recommendation of the Property Appraiser and denied Homestead Exemption due to the Petitioner not having a legal title to the property as of Janaury 1, 1980.
PETITION 1980-104 -- Richard K. Gresham
Terry Reckell, Property Appraiser's Office, appeared before the Board regarding Mr. Gresham's Petition and stated that Mr. Gresham has two homes and had filed on both, and would like this Petition denied.
On a motion by Commr. Burhans, seconded by Commr. Carson and carried unanimously, the Board upheld the Property Appraiser's recommendation to deny this Petition due to the Petitioner already having Homestead on another home.
