A REGULAR MEETING OF THE PROPERTY APPRAISAL ADJUSTMENT BOARD

December 11, 1980

The Property Appraisal Adjustment Board met in Regular Session on Thursday, December 11, 1980, at 9:00 A.M. in the Commissioner's Meeting Room, Lake County Courthouse, Tavares, Florida. Members present were: Commr. C. A. "Lex" Deems, Chairman; Commr. Glenn C. Burhans, Co-Chairman; Commr. James R. Carson, Jr. (arrived at 9:15 A.M.); Miss Elsie Zellman and Mr. Jim Dunaway. Others present were: Ed Havill, Property Appraiser; Sandy Minkoff, Representing the County Attorney's Office and Pat Shirah.

PETITION 1980-167 -- George R. Kierspe

No one appeared before the Board regarding this Petition.

Sandy Minkoff, County Attorney's Office, read a letter from Mr. Kierspe stating the assessment is too high due to the condition of the land.

On a motion by Mr. Dunaway, seconded by Miss Zellman and carried the Board upheld the Property Appraiser's assessment of $21,000.00.

Commr. Carson was out for the vote.

PETITION 1980-168 -- William Veerkamp

No one appeared before the Board regarding this Petition.

Sandy Minkoff, County Attorney's Office, read a letter from Mr. Veerkamp stating his taxes are too high.

On a motion by Mr. Dunaway, seconded by Miss Zellman and carried unanimously, the Board upheld the Property Appraiser's assessment of $4,040.00.

PETITION 1980-169 -- Bobby L. Booth

No one appeared before the Board regarding this Petition.

Sandy Minkoff, County Attorney's Office, read a letter from Mr. Booth stating his assessment is too high.

On a motion by Mr. Dunaway, seconded by Miss Zellman and carried unanimously, the Board upheld the Property Appraiser's assessment of $6,570.00.

PETITION 1980-191 -- Charles Neil1

No one appeared before the Board regarding this Petition.

On a motion by Commr. Burhans, seconded by Commr. Carson andcarried unanimously, the Board upheld the Property Appraiser's assessment of $2,500.00.

PETITION 1980-176 -- Margaret Carr

No one appeared before the Board regarding this Petition.

On a motion by Mr. Dunaway, seconded by Miss Zellman and carried unanimously, the Board upheld the Property Appraiser's

assessment of $9,090.00.

PETITION 1980-177 -- Charles L. Atwell

No one appeared before the Board regarding this Petition.

On a motion by Commr. Burhans, seconded by Mr. Dunaway and carried unanimously, the Board upheld the Property Appraiser's

assessment of $8,000.00.

PETITION 1980-178 -- W. Hamilton Milroy, Jr.

No one appeared before the Board regarding this Petition.

Sandy Minkoff, County Attorney's Office, read a letter from Mr. Milroy stating he bought the property from Betsy Harper in 1979! and that she had had Greenbelt Classification and he feels he should have automatically received it.

On a motion by Commr. Burhans, seconded by Commr. Carson and carried unanimously, the Board upheld the Property Appraiser's assessment of $58,800.00 and denied the Greenbelt Application due to the Petitioner not filing before January 1, 1980.

PETITION 1980-179 -- Helen F. Napier

No one appeared before the Board regarding this Petition.

On a motion by Mr. Dunaway, seconded by Commr. Carson and carried unanimously, the Board upheld the Property Appraiser's assessment of $12,160.00.

PETITION 1980-180 -- Wekiva River Acres Property Owners Assoc.

Mr. Lorrntz, representing Wekiva River Acres Property Owners Assoc. appeared before the Board regarding this Petition.

Mr. Havill, Property Appraiser, stated that Mr. Loflin, from his office, had taken another look at the property and recommended the assessment be lowered from $40,000.00 to $30,870.00.

On a motion by Mr. Dunaway, seconded by Miss Zellman and carried unanimously, the Board upheld the recommendation of the Property Appraiser to lower the Petitioner's assessment to $30,870.00.

RECESS AND REASSEMBLY

At 9:55 A.M. the Chairman announced the Board would recess

for fifteen (15) minutes.

At 1O:lO A.M. the Board reconvened.

PETITION 1980-145 -- Walter S. Pharr

No one appeared before the Board regarding this Petition.

On a motion by Commr. Burhans, seconded by Commr. Carson and carried unanimously the Board upheld the Property Appraiser's assessment of $10,050.00.

PETITION 1980-156 -- Walter S. Gurley

Mr. Lester Huey, representing Mr. Gurley, appeared before the Board regarding this Petition, and presented actual cost sheets of what it cost to build the warehouse.

Mr. Williams, Property Appraiser's Office, appeared before the Board regarding this Petition, and stated he felt the assessment was a fair one compared to other warehouses and due to the fact Mr. Gurley would not allow anyone from the Property Appraiser's Office inside the warehouse.

On a motion by Mr. Dunaway, seconded by Commr. Burhans and carried, the Board upheld the Property Appraiser's assessment of $165,680.00.

Commr. Carson and Commr. Deems voted "No".

PETITION 1980-157 -- Walter S. Gurley

Mr. Lester Huey, representing Mr. Gurley appeared before the Board regarding this Petition, and stated the assessment in Mr. Gurley's opinion is too high.

Mr. Williams, Property Appraiser's Office, appeared before the Board regarding this Petition, and stated he felt the assessment was in line with others in the same area.

On a motion by Commr. Carson, seconded by Commr. Burhans and carried unanimously, the Board upheld the Property Appraiser's

assessment of $74,680.00.

PETITION 1980-171 -- Maryland Realty Trust

Mr. Williams, Property Appraiser's Office, appeared before the Board regarding this Petition, and stated the assessment on the Leesburg Office Complex is a fair one.

Mr. Foster Filice, President, Maryland Realty Trust, appeared before the Board regarding this Petition and presented the Board with income documents from the past three years.

On a motion by Commr. Carson, seconded by Commr. Burhans and carried unanimously, the Board, upon the recommendation of the Property Appraiser's Office lowered the assessment from $1,176,550.00 to last years assessment of $896,950.00.

PETITION 1980-196 -- Clarence Shaw

Mr. and Mrs. Shaw appeared before the Board regarding this Petition, and stated their assessment was not in line with other homes in their area.

The Board suggested a postponement to allow Mr. Williams, Property Appraiser's Office, to obtain the other assessment cards on the homes they are referring to.

PETITION 1980-181 -- Mercer Properties, Inc.

No one appeared before the Board regarding this Petition.

On a motion by Commr. Burhans, seconded by Miss Zellman and

carried unanimously, the Board upheld the Property Appraiser's assessment of $6,030.00.

PETITION 1980-182 -- Mercer Properties, Inc.

No one appeared before the Board regarding this Petition.

On a motion by Commr. Burhans, seconded by Miss Zellman and carried unanimously, the Board upheld the Property Appraiser's assessment of $412,890.00.

PETITION 1980-183 -- Mercer Properties, Inc.

No one appeared before the Board regarding this Petition.

On a motion by Commr. Burhans, seconded by Miss Zellman and carried unanimously, the Board upheld the Property Appraiser's

assessment of $22,200.00.

PETITION 1980-184 -- Quaventure, Inc.

No one appeared before the Board regarding this Petition.

On a motion by Commr. Burhans, seconded by Miss Zellman and carried unanimously, the Board upheld the Property Appraiser's

assessment of $83,350.00.

PETITION 1980-185 -- Neal Huebsch

No one appeared before the Board regarding this Petition.

On a motion by Commr. Burhans, seconded by Miss Zellman and

carried unanimously, the Board upheld the Property Appraiser's

assessment of $78,400.00.

PETITION 1980-187 -- Huebsch, Bowen & Croak

No one appeared before the Board regarding this Petition.

On a motion by Commr. Burhans, seconded by Miss Zellman and

carried unanimously, the Board upheld the Property Appraiser's

assessment of $57,260.00.

PETITION 1980-196 -- Clarence Shaw

At this time Mr. Williams, Property Appraiser's Office, returned with the information requested for this Petition, and felt the assessment was still in line with other properties in the area.

On a motion by Mr. Dunaway, seconded by Commr. Carson and carried unanimously, the Board upheld the Property Appraiser's assessment of $66,060.00.

PETITION 1980-192 -- L.R. Property Management

No one appeared before the Board regarding this Petition.

On a motion by Commr. Burhans, seconded by Mr. Dunaway and carried unanimously, the Board upheld the Property Appraiser's assessment of $2,430,370.00.

PETITION 1980-190 -- Kimco Development Corporation

No one appeared before the Board regarding this Petition.

On a motion by Commr. Burhans seconded by Commr. Carson and

carried unanimously, the Board upheld the Property Appraiser's assessment of $365,640.00.

At 11:55 A.M. the Chairman announced the Board would recess

for fifteen (15) minutes.

At 12:lO P.M. the Board reconvened.

PETITION 1980-199 -- Robert C. Kimrey & Robert W. Averitt

Mr. Kimrey and Mr. Averitt appeared before the Board regarding this Petition and stated they felt their assessment was too high.

On a motion by Commr. Burhans, seconded by Commr. Carson and carried unanimously, the Board upheld the Property Appraiser's assessment of $6,000.00.

PETITION 1980-190 -- Kimco Development Corporation

Mr. Don J . Lauchaire, representing Kimco Development Corporation, appeared before the Board regarding this Petition and presented a letter of income and expenses.

Mr. Williams, Property Appraiser's Office, appeared before the Board regarding this Petition, and stated the assessment was in line with other shopping centers in the area.

The Board chose not to reconsider this case.

PETITION 1980-192 -- L.R. Property Management

Mr. Don J. Lauchaire, representing L.R. Property Management, appeared before the Board regarding this Petition and presented a letter of income to the Board.

Mr. Williams, Property Appraiser's Office, appeared before the Board regarding this Petition, and stated the assessment was in line with other shopping centers in the area.

PETITION 1980-197 -- Charles E. Coppens

Mr. and Mrs. Coppens appeared before the Board regarding this Petition, and stated their assessment was too high.

On a motion by Mr. Dunaway, seconded by Miss Zellman and carried unanimously, the Board upheld the Property Appraiser's assessment of $35,140.00.

PETITION 1980-198 -- Leesburg Chamber of Commerce

Mr. Steve Latiff, representing the Leesburg Chamber of Commerce, appeared before the Board regarding this Petition.

On a motion by Commr. Carson, seconded Miss Zellman and carried unanimously, the Board upheld the Property Appraiser's recommendation and denied Ad Valorem Tax Exemption due to untimely filing.

There being no further business to be brought before the Board, The Property Appraisal Adjustment Board adjourned at 1:08 P.M.
