A SPECIAL MEETING OF THE BOARD OF COUNTY COMMISSIONERS

LAKE COUNTY RETREAT

JANUARY 22, 1993

The Lake County Board of County Commissioners met in special session on Friday, January 22, 1993, at 9:00 a.m., in the Economic Development Commission (EDC) Board Room, Orlando, Florida. Commissioners present at the meeting were: G. Richard Swartz, Jr., Chairman; Catherine Hanson, Vice Chairman; Don Bailey; Welton G. Cadwell; and Rhonda H. Gerber. Others present were: Gary Borders, Corrections Administrator; Fletcher Smith, Community Services Director; Craig Haun, Fire & Emergency Services Senior Director; Jim Stivender, Director of Public Services; Annette Star Lustgarten, County Attorney; Mike Anderson, Facilities & Capital Improvements Director; Russ Giesey, Director of County Agriculture Extension Service; Mark Knight, Principal Planner; Eleanor Anderson, Director of Office of Budget; Lois Martin, Director of Human Resources; Bruce Thorburn, Interim Director of Information Services; Kelly Soucy, Purchasing Supervisor; Greg Stubbs, One-Stop Permitting Center Coordinator/Director Development Regulations Services; Dave Warren, Tourist Development Director; Peter F. Wahl, County Manager; Ava Kronz, Administrative Assistant to the County Manager; Robert K. McKee, Assistant County Manager; Jim Barker, Director of Pollution Control; and Toni M. Riggs, Deputy Clerk.

It was noted that Ms. Donna Richey was present at the session as a public observer.

COMMISSIONERS/COUNTY EMPLOYEES

The Lake County Retreat session was presented by Ms. Marilyn E. Crotty, The Institute of Government at The University of Central Florida. Ms. Crotty provided the necessary introductions and presented an overview of the discussions to be held during the entire day. The agenda included the following areas to be discussed, and which would require group interaction: Myers-Briggs Interpretation; Group Dynamics; Communication Skills; and Decision Making.



Ms. Melinda O'Neill, Instructor, Institute of Government, The University of Central Florida, presented an explanation of the Myers-Briggs Type Indicator (MBTI) program to those present, by stating that the MBTI is primarily concerned with the valuable difference in people that result from where they like to focus their attention, the way they like to take in information, the way they like to decide, and the kind of lifestyle they adopt. Ms. O'Neill presented backup material on MBTI and began the program, which allowed for group participation.

At 10:45 a.m., the group recessed for ten (10) minutes.

Ms. O'Neill continued with the program by discussing the different techniques used in determining an individual's temperament, which could fall in one of the following categories: traditionalist/stabilizer (SJ); catalysts (NF); trouble-shooter/negotiators (SP); or visionaries (NT). At this time, each person evaluated himself/herself through the oral and written exercises and made comparisons to the testing that was taken by each individual prior to meeting today.

At 12:15 p.m., the group recessed for lunch until 12:50 p.m.

Ms. Crotty continued the discussions on the role functions in a group. The Functional Roles are functions required in selecting and carrying out a group task: "task roles" focus on getting the job done and "maintenance roles" focus on the group of people who will do it. The Non-Functional Roles include functions which hinder a group's completing its task.

Ms. Crotty explained the Johari Window, and discussed communication skills, which included listening, speaking, reading, and writing. At this time, the group participated in oral and written exercises, which included the use of the information presented by Ms. Crotty on communication.

At 1:55 p.m., the group recessed for ten (10) minutes.

Ms. Crotty continued with the discussion and exercises on communication skills and directed the group's attention to the Decision Making Styles included in the handout material.

Ms. Crotty closed the session for the day and stated that this group would again be meeting on February 12, 1993, but most likely at another meeting facility. The topics for the next retreat meeting would include decision making techniques, and a future vision for Lake County.
