LAKE COUNTY VALUE ADJUSTMENT BOARD

ORGANIZATIONAL MEETING

OCTOBER 17, 2006

The Lake County Value Adjustment Board met for an organizational meeting on Tuesday, October 17, 2006, at 8:30 a.m., in the Board of County Commissioners’ Meeting Room, Lake County Administration Building, Tavares, Florida. The following members were present:  Commissioners Catherine C. Hanson, Chairman; Welton G. Cadwell; and Debbie Stivender; School Board Members Jimmy Conner; and Scott Strong.   Others present were: Sanford A. “Sandy” Minkoff, County Attorney; Kimberly Williams, Assistant County Attorney; and Toni M. Riggs, Deputy Clerk.

Commr. Hanson opened the meeting and noted that a quorum was present.      

UPDATE ON PROCEDURES – INTERIM TAX ROLL

Mr. Sandy Minkoff, County Attorney, explained that, because of the new process, and the notices that are required, it is impossible to finish the Value Adjustment Board (VAB) proceedings in time to get the tax roll certified for November.  The Tax Collector has written a letter to the Board of County Commissioners asking for an interim tax roll approval and it is scheduled or has been approved already by the Board; hopefully they can do the final certification some time in January just as they did last year.

FILING FEES

On a motion by Commr. Cadwell, seconded by Mr. Conner and carried unanimously, the VAB approved to collect filing fees, pursuant to Florida Statutes, for all petitions except for homesteads filed on time.

HEARING DATES

On a motion by Mr. Conner, seconded by Commr. Cadwell and carried unanimously, the VAB approved to advertise the following hearing dates:

Exemptions – Mort Aulls, Special Magistrate

 

October 23, 2006

October 26, 2006

November 15, 2006

 

Valuations – David Taylor, Special Magristrate

 

November 17, 2006

December 20, 2006

December 22, 2006

 

PROCEDURE FOR REPORTS AND RECOMMENDATIONS

Mr. Minkoff reviewed the process that was followed last year, to make sure that the VAB wanted to follow the same procedures when notifying property owners of the special magistrates’ reports and recommendations.

On a motion by Commr. Cadwell, seconded by Mr. Conner and carried unanimously, the VAB approved the procedure to notify property owners that, if they wish to raise an objection to the recommendations in the report from the special magistrate, they may submit their comments in writing only; no oral argument will be taken at the VAB meeting when the VAB takes final action on the recommendations.

There being no further business to be brought forth to the VAB, the meeting was recessed at 8:40 a.m., until some time in January, 2007, to be advertised.
